Background

UNDP in Libya is seeking a qualified and motivated senior international economic expert for the position of Senior Macro Economist to support the Ministry of Planning in general and the Socio-Economic Department at the ministry in particular. The expert should possess a high level and in depth expertise in the field of macro-economics and be such caliber that she/he can effectively engage with high-level government officials and staff, represent UNDP and provide high level advice on the formulation of strategies for key government policies, analyzing budget proposals by ministries and state agencies, development of key socio-economic and statistical indicators and macro-economic forecasting and preparation of socio-economic studies and periodic reports on national economy.  

Duties and Responsibilities

The Senior Macro Economic Expert will work closely with the Ministry of Planning as UNDP’S main counterpart and will provide advice, support, coaching and training to the staff of the Socio-Economic Department through the Capacity Strengthening Initiative (CSI) project. She/he will be based in the Ministry, in particular at the Socio-Economic Planning Department. The Expert will be working under the direct supervision of the UNDP –CSI Project Manager and the Director of the Socio-Economic and Planning Department and should possess highly technical and analytical skills in the field macro-economic, social and economic planning and training. She/he will be based in Socio-Economic Planning Department in the Ministry of Planning, and support the Director and his staff in developing economic development plans prepares reports and macro-economic indices and train staff on the use of statistical analysis and econometrics. 
 
CSI and Transitional governance projects are executed directly by UNDP therefore and in collaboration with Head of the Technical Cooperation Office (MoP) and the CSI Project Manager and under the overall guidance of the Country Director, and the direct supervision of the Deputy Country Director, the Expert will be supporting the office in:
  • Providing support to the MoP in general and the Socio-Economic Planning Department (SEPD) in particular in areas pertaining to expert advice on the development, implementation, monitoring and evaluation of national socio-economic policies, programmes and plans;
  • Providing technical support to the SEPD in the preparation of periodical socio-economic reports including analysis of trends, indicators of growth and development of policy recommendations to the Ministry’s leadership;
  • Providing technical support for the SEPD staff to design, conduct and coordinate social and economic studies either with the relevant government counterparts or with academia and think tanks in Libya and abroad;
  • Providing technical support, advice and assistance to the SEPD to develop national development plans. This includes training of the staff and development of guidelines in accordance to best international standards, while adapting them to the Libyan context;
  • Providing technical support to SEPD on understanding, developing and analyzing socio-economic indicators; including GDP, life expectancy, literacy and levels of employment as well as supporting the staff in the identification of specific factors particular to the Libyan context and that can have a direct or indirect impact on national socio-economic conditions;
  • Conduct specific training for the staff in specific areas as above, mainly socio-economic analysis, strategic planning, policy formulation, national development, use of econometrics and statistical analysis in analyzing and measuring economic performance;
  • Providing support to SEPD in assessing the country’s macro-economic policies and their impact on socio-economic performance;
  • Providing support in developing specific national guidelines pertaining to socio-economic analysis and policy development;
  • Ensuring that there is an on-going training and technical development process for SEPD staff;
  • Providing Expert advice to the Minister of Planning on specific areas pertaining to the capacity development of SEPD staff, development of specific national policies and guidelines required to institutionalize the work of the department and to improve the performance of its staff;
  • Sharing of best practices and lessons learned on successful capacity building programming for socio-economic planning and monitoring in post conflict countries;
  • Developing and institutionalizing strategic partnerships with the Libyan counterparts, including the Ministry of Planning, the respective ministries and departments directly linked to SEPD tasks and national and international academia and think tanks working in the relevant field;
  • Any other business the Ministry of Planning and the SEPD may need.

Required Skills and Experience

Education:
  • An advanced university degree (Ph.D.) in Development Economics, Economics, or other related field.
Experience:
  • A minimum of 15 years of work experience at national or international level, related to macro-economic analysis, policy analysis, advisory services, policy forecasting and development of economic indicators;
  • Strong experience in economic model building and macro-economic analysis;
  • Strong experience in applied policy analysis, policy forecasting and scenario building, and research on development issues with focus on socio-economic analysis and development of indicators;
  • Strong experience in providing specialized advice on policy formulation, and economic reform in post-conflict context; 
  • Strong capacity in analyzing complex national context and data across the various sectors
  • Strong capacity in conceptualizing and designing research techniques;
  • Proven intellectual and practical capacity in supporting post-conflict socio-economic recovery;
  • Proven capacity to develop technical and analytical capacities of national staff;
  • Proven experience with coaching, advisory and capacity development of national government counterparts in post-conflict recovery process;
  • Experience with national ministries and specialized international agencies ;
  • Experience with universities, research institutes, preferably doing research in macroeconomics and socio-economics would be an asset;
  • Experience with UN Agencies is an asset.
Language:
  • Fluency (both spoken and written) in English and Arabic
