Background

Under the overall guidance of the Chief Security Adviser, the Communications duty operator performs under the DSA as the on duty security personnel ensuring implementation of security operations through communications and staff tracking relating to the management of safety and security for UN personnel in the country.
 
The TOR for the duty radio operator will include but not limited to:
  • Receiving, analyzing, processing and communicating required information to appropriate quarters as the need may be.
  • Carrying out staff tracking in the field and conducting radio checks as the need arises
  • Carrying out fire inspections at the UN facilities, reporting and conducting fire building evacuations for all UN staff in Sierra Leone
  • Carrying out any other duty that may be assigned to him by the CSA, DSA or the FSCO.
Summary of Key Functions: 
  • Staff tracking carried out as at when due
  • Records of staff tracking information updated
  • Radio checks carried out as scheduled
  • Fire Inspections and training conducted in all UN facilities and buildings twice a year and reports submitted.

 

Duties and Responsibilities

Maintain permanent radio and telephone communication with all UN Security Base Stations, Security Officers and UN Agencies within the Mission/Region as applicable.
 
Ensure you read and understand ISCC “Daily Activities” immediately after taken over duty.
Conduct routine VHF radio communication exercise as directed by DSA through ISCC Supervisor
 
Ensure that all communications equipment are clean and in good working condition.
Record, process and forward all received information to the appropriate persons through approved mission channels of communications.
 
Notify immediately the respective authority/person in charge for response or rescue operations about emergency calls or calls for help/assistance.
 
Obtain accurate information for further action about all reported incidents, accidents and other relevant occurrences (who? what? when? where? why? etc.) and record such information in a continuous log sheet and inform DSA and ISCC supervisor immediately.
 
Process incoming and outgoing mail and ensure registration and filing in accordance with the filing system.
 
Verify that remote alarm and public announcement systems (if available) are functioning.
 
Ensure radio discipline on all monitored channels; advise all radio users on the issue as appropriate.
  • Conduct a proper handover/takeover of shift duties including a thorough brief about all occurrences and pending cases with further actions to be taken.
  • Perform any other duties as assigned by the Chief of Section/Unit Head.
  • Performs other security related tasks assigned by the CSA, DSA or the FSCO.

Required Skills and Experience

Education

  • At least a pass in West African School Certificate or General Certificate in Education at ‘O’ level.

Experience

  • Minimum of 4 years of progressively responsible experience at national levels in security related field, experience in radio communications, fire management capability and capable of writing comprehensive security incident, fire and communication reports;
  • Previous UN fire management skill is desirable.

Language Requirement

  • Excellent written and spoken English.
