With the generous support by the Swedish International Development Cooperation Agency (Sida), the UN Joint Programme to Enhance Gender Equality in Georgia has been launched in March 2012 implemented by UNDP, UN Women, and UNFPA. The overall goal of the programme is to promote gender equality and women’s empowerment through strengthening capacities in the government, civil society organizations and grassroots level. The overall goal will be achieved by realization of the following three outcomes:

    • Enhanced women’s political and economic empowerment;
    • Creation of an enabling environment to eliminate violence against women, especially domestic violence (DV);
    • Creation of enabling environment to realize Sexual and Reproductive Rights of population.

      UN Women leads work under the second outcome of the UNJP being responsible for creation of enabling environment to eliminate violence against women, especially domestic violence in Georgia. In order to achieve this outcome UN Women partners with the Gender Equality Department of the Public Defender of Georgia, especially focusing on the principles of due diligence of the state in relation to prevention and response to domestic violence and monitoring of the implementation of domestic violence legislation and policies by relevant state structures.

      The Public Defender of Georgia through its subsidiary organ – the Gender Equality Department provides protection of women’s rights, encouraging changes in laws and procedural issues for the benefit of women, facilitates realization of women’s universally recognized rights and freedoms, and implements educational activities for popularization of basic women’s rights and freedoms and rising of citizen’s legal awareness in these areas.

      In order to strengthen the capacity of the PDO in general and that of the Gender Equality Department in particular in terms of its engagement in the protection of women’s rights, promotion of gender equality and protection and support to the victims/survivors of gender based violence, with a special focus on domestic violence, UN Women will support the PDO Gender Equality Department through recruitment of a National Expert on Women’s Rights for the PDO office in Zugdidi, Georgia.                                                                                                               

      Duties and Responsibilities

      The National Expert on Women’s Rights will work under direct supervision of the UN JP Programme Component Manager, subject to overall guidance by the UN Women National Programme Officer and Public Defender of Georgia and be responsible for the provision of professional services and expertise as described below:

      In more specific terms the National Expert will:

      • Together with the Gender Equality Department’s and PDO’s local team coordinate and monitor implementation of the PDO’s gender equality work plan and development strategy for the years 2014-2015developed with UNJP support;
      •  Work towards timely implementation of the work plan and strategy together with all the relevant state and non-state partners;
      • Provide technical support in organization and facilitation of, activities defined under the Memorandum of Understanding (MoU) concluded between the Public Defender of Georgia and UN Women;
      • Provide information and inputs as well as other assistance as necessary to the Public Defender in the development of thematic reports on women’s rights and gender equality;
      • Prepare relevant progress reports and/or other related materials for the use by UN Women and the Department / PDO;
      • Take part in the elaboration of  regional aspects/local level of the PDO's Gender Equality Department policy for its engagement in the prevention and response to the instances of gender based violence including sexual violence during conflict and domestic violence;
      • Provide technical support to the PDO's Gender Equality Department to finalize the methodology for and carry out regular monitoring of the implementation of the Law of Georgia on the Elimination of Domestic Violence, Protection and Assistance to the Victims of Domestic Violence as well as related pieces of legislation, and to elaborate respective recommendations for improvements in the policy and legislature;
      • Facilitate and engage in capacity development interventions by UN Women for the PDO staff on women’s rights issues and gender equality issues, especially GBV;
      • Ensure mainstreaming of gender equality and women’s rights issues in the activities of the PDO on the local / regional level;
      • Contribute to the strengthening of the national referral mechanism of domestic violence to address the human rights violations and ensure protect of internally displaced and conflict-affected persons with the special focus on women and girls;
      • Provide expert support to the PDO’s day-to-day activities as required;
      • Perform other duties as necessary.

      Competencies

      Core:

      • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability;
      • Sound knowledge of domestic violence issues in general and in the Georgian context in particular, including expertise in the national and international tools and policies with regard to gender equality and domestic violence;

      Functional:

      • Expertise in gender equality, violence against women, and women’s rights issues as well as more broadly, human rights and development cooperation;
      • Excellent academic writing skills (Georgian) with demonstrated ability to develop analytical papers and legislative amendments as well as other documents as necessary.

      Required Skills and Experience

      Education:

      • MA or higher in Law, Human Rights or related field.

      Experience:

      • At least two years of experience in provision of professional legal services and expertise to a similar human rights organization;
      • At least two years of responsible professional experience in the area of rule of law, human rights and/or gender issues;

      Language Requirements:

      • Proficiency in Georgian;
      • Knowledge of English (written and spoken) will be an asset;
