Background

Effective border management has emerged at the forefront of Afghanistan and Central Asia nations’ domestic and foreign political agendas, partly as a result of the increasingly unstable security and political situation in Afghanistan, which is now moving through Northern Afghanistan and approaching Central Asia, particularly through the borders of Tajikistan and Uzbekistan. Both countries face risks posed from international terrorist and religious-extremist organizations, narcotics trafficking, weapons smuggling and illegal migration in both directions. However, the present state of border management is inadequate to address such issues and insufficient to meet the challenges of the future. Afghan Border Police capability has not yet developed sufficiently to meet European and international standards. This applies particularly to the principles of transparency, trade development, Border Crossing Point efficiency, infrastructure development and scales of equipment issued and training provided to field units. There is therefore a significant requirement to enhance security through Integrated Border Management along the Afghan-Tajik and Afghan-Uzbek borders (as well as frontiers with other neighboring states); and to improve cooperation among local, national and international partners to address cross-border and regional issues.

The Border Management Northern Afghanistan (BOMNAF) project is a three year initiative that commenced in January 2011. The project’s field activities focus on three main activities, one of which is the delivery of training to the Afghan Border Police (ABP) from Afghanistan’s northern borders with Tajikistan and Uzbekistan. A large number of border police on the northern frontier continued to function without appropriate training. Successful implementation of Integrated Border Management requires that officers be able to perform all facets of their work in a safe manner, which includes patrolling a riverine border.

Duties and Responsibilities

Under the general guidance of BOMNAF Project Manager and within the project framework the International Training Specialist will carry out the following duties and responsibilities under specific activity:

  • Develop and finalize two training syllabi for multi-agency training on integrated border management;
  • Liaise and cooperate with the project’s partners in Afghanistan, Tajikistan and Uzbekistan to draft and finalize MoU on the participation of agencies to be involved in the training;
  • Liaise and cooperate with various partner agencies including IOM, UNODC, UNHCR, etc. and draft and finalize MoU on the participation of agency instructors who will be involved in the training;
  • Identify training sites and make all necessary arrangements for the training to be carried out there;
  • Cooperate with and maintain collaboration with the USA Border Management Task Force in Afghanistan, in developing training syllabi;
  • Coordinate deployments of Training and Mentoring Teams and supervise their day-to-day work performance.
  • Develop comprehensive and interactive training materials for the ABP and ACD and coordinate and monitor their usage;
  • Cooperate in the maintenance of close liaison and ties with other border programmes and projects and draw from their experience in the field of border training;
  • Monitor implementation of training framework and prepare reports to the Project Manager in accordance with project requirements;
  • Assist the organization and implementation of cross-border meetings of Border Agency counterparts in order to enhance international cooperation on regional border security;
  • Review planning and implementation process of training aspects of the project and propose adjustments.
  • Undertake other tasks as directed by the Project Manager.

Required Skills and Experience

Education:

  • Master’s degree or equivalent experience in relevant areas.

Experience:

  • Because the training is to be designed and implemented primarily for soldiers, the incumbent should preferably have military qualification equal to the rank of at least Captain, as well as proven experience in a military training establishment;
  • Minimum ten years of progressive responsibility and relevant work experience; experience working in CIS is preferable;
  • Good knowledge of national and local government institutions and infrastructure, as well as ability to work directly with stakeholders, other external agencies and beneficiaries. etc.

Language:

  • Fluency in written and spoken English language is essential;
  • Working knowledge of local languages is a strong asset.

Other:

  • Able to travel regularly; regionally within project operational areas and internationally to represent the project at conferences, workshops and other events as required.
