Background

In the context of the “Support to The General Secretariat of the Supreme Council of Planning and Development (GSSCPD) to oversee the strategic planning priorities of the State of Kuwait” project, UNDP and GSSCPD are working jointly to ensure an enabling and conducive environment for the implementation of the national development plan; and to ensure optimal use of financial funds for this purpose.

In coordination with UNDP, GSSCPD strives to enhance its institutional capacities within its various departments. In this context, the GSSCPD Planning Affairs Sector intends to recruit an international senior expert in Human Development: General and Higher Education Planning to assist in enhancing its mid-term and short-term planning mandates. 


Duties and Responsibilities

For this assignment, the Expert in Human Development and Education Planning will be expected to perform the following duties and responsibilities:
  • Develop a detailed work plan for the consultancy in consultation with the supervisor;
  • Provide advice and recommendations on the alignment of general and higher education policies with the State’s vision in transformative development;
  • Improve and develop goals, policies and indicators related to general and higher Education;
  • Support to the execution of the relevant goals of the State’s mid-term and short-term development plans;
  • Support decision makers through providing working papers and research required by the related authorities in the education field;
  • Prepare qualitative studies, reports and position papers in the fields of general and higher education and the various related developmental issues;
  • Provide technical assistance in all aspects of general and higher education planning activities akin to policy advice at high and medium level management;
  • Provide technical support and advisory services for the Planning Sector team responsible for preparing the general and higher education plan in GSSCPD as required;
  • Assess the technical capacity of the GSSCPD Planning Sector and develop a plan to develop their technical institutional and human capacity;
  • Enhance the GSSCPD capacity in the area of General and Higher Education Planning.
Deliverables and schedule:
  • Provide a detailed executive work program from the first working month covering the consultancy period and provided to the GSSCPD technical cooperation department approved by beneficiary;
  • A position paper on the State of Kuwait’s goals for general and higher education;
  • A policy paper to develop and improve the general and higher education sector in Kuwait;
  • A comprehensive and executable plan to enhance the planning sector at the GSSCPD capacity to provide technical support for decision-making;
  • Monthly progress report about the executed activities approved by GSSCPD.

Work arrangements:

The consultant will be based in the planning sector at GSSCPD, and will be working under the direct supervision of the planning sector, guided by UNDP and GSSCPD.

Required Skills and Experience

Education:
  • Ph.D. in Education Planning or related discipline.
Experience:
  • At least 15 years of significant experience in general and higher education planning and development;
  • Minimum of 5 years experiences in developing general and higher education mid and short term plans;
  • Experience in developing related development indicators are highly preferred.
Language Requirements:
  •  Fluent in Arabic and English.
Time frame:
  • 4-5 months, with possibility of extension.
Note:
  • The Consultant will be on a governmental contract administered by the General Secretariat of the Supreme Council for Planning and Development;
  • Contract end date will be December 31, 2014;
  • There will be a possibility of extension upon end of contract.;
