Background
Duties and Responsibilities
Effective coordination among DPs and between DPs and MoFALD by:
- Providing support the preparation of key LGCDP meetings (e.g. National Advisory Committee, Sub-National Advisory Committee);
- Providing support in identifying key issues for DPs and facilitating discussion on preferred outcomes among DPs prior to these meetings;
- Participate in meetings in the government and DPs discuss weekly priorities and issues with MoFALD and support any agreed follow-up actions DPs as needed;
- Participating in key LGCDP II meetings (e.g. Sub-National Advisory Committee), United Nations Joint Programme (UNJP) meetings and LGCDP II DP meetings and prepare key news items and issues that require attention with LGCDP II DPs and MoFALD through monthly updates;
- Helping develop a common approach and messages from DPs to MoFALD.
- Provide with regular backstopping and support in carrying out his/her monitoring, follow-up and quality assurance tasks;
- Provide the Specialist with regular backstopping and support in carrying out his/her monitoring, follow-up and quality assurance tasks;
- Support the review of terms of reference for LGCDP II Joint Annual Reviews, mid-term reviews and evaluations;
- Support the review of terms of reference for LGCDP II thematic reviews as prioritized by DPs and agreed with the TASC;
- Support the review of terms of reference for LGCDP II technical assistance associated with TA Pillars 1 and 2;
- Support LGCDP II Joint Annual Reviews, mid-term reviews, evaluations and any other such reviews in terms of organization, facilitation and reporting;
- Closely monitor LGCDP II implementation and progress on the basis of indicators identified in the LGCDP II programme document, SIP, and AMEPs;
- Support the PCU in reviewing and assessing the quality and accuracy of LGCDP II progress reports;
- Closely monitor and report on progress with respect to the establishment and management of MoFALD’s ;Programme Recruitment Facility (PRF);
- Provide the Specialist and PFMA with regular updates on LGCDP II implementation as measured against indicators Identified in the LGCDP II programme document, SIP, and AMEPs;
- Follow up with MoFALD to ensure that required programme reports are issued on time, e.g. narrative reports
- Participate in field visits and report on progress and key issues;
- Support the annual Quality Assurance review process;
- Provide support to LGCDP II’s Programme Coordination Unit with respect to its monitoring evaluation and reporting functions.
- Participate in UNJP/PPSF work planning and budgeting;
- Assist the PFMA in the preparation of Pillar 3 financial and narrative reports as required by UNDP, UNCDF and UNV;
- Stand in for the Specialist in their absence;
- Provide support to implementation of technical assistance, including but not limited to, TASC planning and management of TA activities, support to preparations of annual ATAPs and TA procurement plans.

Required Skills and Experience
Education:
- Master degree in Social Science, Political Sciences, Public Administration or related fields.
Experience:
- At least 10 years of relevant professional experience with programme monitoring and evaluation and working in complex, Government-led, programmes in developing countries;
- Strong analytical and writing skills and a track record of producing high quality reports and other materials;
- Experience in the use of Management Information Systems;
- Professional competencies in Microsoft Window, Word, and Excel & Power point.
- Fluency in Nepali and English written and spoken.
