Background

Information and Communication Technology has become an enabler of sustainable growth, competitiveness, fight against corruption and improved governance. The Government of Albania has identified the modernization of its governance system as a prerequisite for the fight against corruption, which is one of its main priorities.
 
With the exception of a few services, citizens and businesses in Albania continue to obtain government services in a traditional way. There are still services which require people to wait in line to obtain multiple kinds of documents from different sources to satisfy the requirements of a specific transaction and repeating the process again and again. This way of interacting with the government costs people time and money, causes dissatisfaction, creates opportunities for corruption, and increases costs to the Government.
 
The e-services can reduce the time needed for citizens and businesses to get the required information, documentation, etc., and will give them an opportunity to better plan their activities and investments. In order to achieve this, the service providing institutions should be equipped with the appropriate tools, which can enable them access data, in order to resolve effectively most of the cases raised by citizens and businesses.
 
The potential providers of electronic services are grouped in this way:
  • Institutions that have fully operational back-end systems such as Tax Office and Public Procurement Agency;
  • Institutions that have some systems in place for processing services;
  • Institutions that have no electronic systems at all, and which they process services on paper form only.
  • Improvement of procedures and development of e-services is designed to increase efficiency and quality of a selected range of public services to citizens and businesses and improve management of ICT in the public sector.
Enhancing and promoting digital services for citizens and business will increase transparency and improve public administration services in accordance with the principles of Open Government Partnership initiative.
 
In specific sectors such as education, the introduction of digital services can create the bases for a prepared young generation for future challenges. Policies will be oriented towards improving and expanding human capacities in order to grow as the number of users and the number of local providers of e-services. In this way, Government will encourage creation of jobs in this field for Albanian and regional markets.
 
The Ministry for Innovation and Public Administration is the leading authority of this initiative of Albanian Government.
 
The Minister of Innovation and Public Administration has requested UNDP to support the Cabinet of the Minister with expertise in developing project ideas and project fiches in the area of e-services.

Duties and Responsibilities

The experts will assist the Cabinet of the Minister for Innovation and Public Administration manage legal and technical information in the area of e-services, and develop all the required documentation for selected e-services. The experts should support MIPA to generate a minimum of four projects each on e-services, and prepare Project Fiches and Terms of Reference to be submitted to international institutions for funding.
 
The consultant work process will be framed in four phases and each phase is 3 months duration.
On the end of the each phase the consultant will present required documentation for one e-service implementation.
Under the guidance of the Minister for Innovation and Public Administration, the consultant will work closely with MIPA and AKSHI teams, Chief Information Officers (CIO) of line Ministries, Government Institutions in charge of providing various public services, etc.
  • Review the existing legislation in the areas related to ICT, and specific areas with potentials for the automation of services such as licensing, medical insurance, registration of properties, etc.
  • Review the whole process of service delivery for various specific and recommended services 
  • Provide recommendations for legislation changes that can enable the provision of e-services in an efficient and effective manner
  • Develop an implementation plan for each specific and recommended e-service including resources, estimated costs and timeframes for application
  • The standard structure of the documentation that will be prepared for one specific service will eventually contain but not limited to the following components: 1) General information; 2) References and legal aspects; 3) Terms and abbreviations; 4) System destination; 5) Business-Model of an automation target; 6) Information-flow chart and operation levels; 7) Services included in the system; 8) Detailed description of system data; 9) Data source owner; 10) System functionalities; 11) User interaction interface; 12) Business-function requirements; 13) System’s general requirements; 14) Project fiche
 
Deliverables
  • Recommendations for legislation changes that can enable the provision of e-services in an efficient and effective manner submitted
  • Implementation plan for each specific and recommended e-service including resources, estimated costs and timeframes for application developed;
  • Minimum of four Project Fiches and Terms of Reference to be submitted to international institutions for funding on e-services, and prepare.

Required Skills and Experience

Education/Academic qualification:
  • Advanced university degree in areas of computer science, engineering, telecommunications or related fields;
Work experience:
  • Minimum 5 years of experience in the area of IT;
  • Excellent understanding of web technologies;
  • Excellent understanding of database development and programming;
  • Excellent understanding of system designing processes;
  • Excellent understanding of regulatory documents in the area of ICT in Albania;
  • Excellent project preparation skills;
Language requirements:
  • Fluency in English and Albanian language
 
Evaluation of Applicants
Individual consultant will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal.
The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
a) responsive/compliant/acceptable, and
b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
Only the highest ranked candidates who would be found qualified for the job will be considered for the Financial Evaluation.
Technical Criteria - 70% of total evaluation – max points: 70
Criteria A: IT expertise – max points: 35
Criteria B: Educational Background– max points: 15
Criteria C: Previous experience in preparing project fiches – max points: 20
Financial Criteria - 30% of total evaluation – max points: 30
