Background

In the framework of the “Support to General Secretariat of the Supreme Council of Planning and Development (GSSCPD), to oversee the strategic planning priorities of the State of Kuwait” project, UNDP and GSSCPD are working jointly to ensure an enabling and conducive environment for the implementation of the national development plan; and to ensure optimal use of financial funds for this purpose.

 In coordination with UNDP, GSSCPD aims to enhance the Planning capacity of the GSSCPD in using forecasting research results to understand and evaluate different future alternatives facing the State of Kuwait. In this context, GSSCPD intends to recruit an Expert in Future studies to assist in developing and enhancing the capacity of the Future Studies Department at GSSCPD.

Duties and Responsibilities

For this assignment, the Future Studies Expert will be expected to perform the following duties and responsibilities:

  • Develop a detailed work plan for the consultancy in light of the terms of reference;
  • Conduct a capacity needs assessment of the Future Studies Department;
  • Provide recommendations to build the capacity of the Future Studies Department;
  • Develop and implement an action planf or capacity building of the the Future Studies;
  • Compile, reviewand present theinternational and regionalexperiencesin the field of future studies and building national visions and strategic goals.
Department with a focus on:
  • Enhancing methodologies and skillsrequired for researchers.
  • Transferring knowledge in exploring and evaluating probable and preferable futures for the State of Kuwait.
  • Transferring knowledge in building scenarios, using mathematical modelling and simulation and conducting interdisciplinary studies;
  • Supporting researchers in understanding the variables and trends that shape and affect the future of Kuwait;
  • Provide researchers with a set of methods and skills in formulating long-term strategies and policies.

Deliverables and Schedule:

  • Assessment report on the status quo of Future Studies Department of GSSCPD;
  • A report with executive recommendations to enhance the technical, institutional and human capacity of the Future Studies Department;
  • Action planfor the Future Studies Department to enhance methodologies and skillsrequired for researchers;
  • Monthly progress report approved by the beneficiary, GSSCPD technical cooperation department, and UNDP;
  • Final report should include recommendations for future action.

Work Arrangements:

The consultant will be work under thedirect supervision of the Director of the Department of Future Studies and will be:

  • Submitting internal reports to the Assistant Undersecretary for Future Studies and Follow-up sector.
  • Submitting periodic progress reportsto the Secretary-General of the Supreme Council for Planning and Development.

Required Skills and Experience

Education:

  • Ph.D. or Master Degree in future studies, development studies, or relevant field.
 Experience:
  •  At least 15 years of experience in development or a relevant field. Knowledge of the local context will be an added value.
Language:
  • Arabic and English.
Expected Duration of Assignment:
  • 4-5 months, with a possibility of extension.
Note:
  • The Consultant will be on a governmental contract administered by the General Secretariat of the Supreme Council for Planning and Development;
  • Contract end date will be December 31, 2014;
  • There will be a possibility of extension upon end of contract;
