Background

As part of implementation of the Uganda Vision 2040 and in line with the Comprehensive National Development Planning Framework (CNDPF), government of Uganda under the leadership of National Planning Authority (NPA) is developing the 2nd National Development Plan (NDP II) 2015-2020. The NDP II aims to “Strengthen Uganda’s Competitiveness for Wealth Creation, Inclusive Growth and Employment.”

The specific objectives of NDP II include:

  • Increasing sustainable production, productivity and value addition in the identified priority primary growth drivers;
  • Increasing the stock and quality of strategic infrastructure to accelerate the country’s competitiveness;
  • Enhancing human capital development to execute the planned interventions;
  • Strengthening mechanisms for quality, effective and efficient service delivery.
Accordingly, five (5) pillars have been selected to guide sectors and local government planning as well as budgeting, so that the set objectives are implemented through synergy across government around priority areas of intervention. The pillars include:
  • Agriculture (Food production and productivity, Food Security, Nutrition, Land, Irrigation);
  • Mineral (issues arising from extractive industries: environmental degradation, human rights, capacity development);
  • Tourism;
  • Infrastructure;
  • Human Capital Development (Education, Health, Labour and Social Development).
 There is limited availability of gender disaggregated data, which is critical to designing strategies for addressing the barriers to women’s advancement and gender equality while contributing to the socio economic development targets of NDP II. Therefore it is essential to undertake a gender appraisal of NDP II pillars coupled with a socio economic analysis, in order to address the evidence gaps that exist and support the definition of interventions that will advance the status of women in Uganda, while contributing to the achievement of the NDP II overall objective. The evidence will then be used to guide the process of mainstreaming gender into the drafting process of NDP II.

UN Women in partnership with the National Planning Authority, under the UN Joint Programme on Gender Equality (UNJPGE), seeks to hire a national expert to undertake a gender appraisal of the NDP II pillars and provide technical support on mainstreaming gender equality and women’s empowerment into the drafting process of NDP II. The objective of the consultancy is to ensure that the final NDP II documents are gender sensitive and gender responsive to the needs of the women in Uganda.

Duties and Responsibilities

The overall objective of the assignment is:

To provide high quality gender appraisal of the NDP II pillar documents and to make specific inputs and recommendations to ensure that the NDP II document advances gender equality and empowerment of women in Uganda.

 The specific objectives of the assignment are:
  • To suggest and engage with the NDP II drafting team on priority GE/WE interventions, targets and indicators to be included in NDP II for implementation by sectors and local governments in Uganda;
  • To ensure integration in the NDPII analysis of sex disaggregated data available in different sectors;
  • To design gender-responsive indicators for measuring success by programme area;
  • To ensure integration of GE/WE in all aspects of the NDPII including the macro economic framework, the budget and M&E framework;
  • To support any other activities as requested by UN Women and NPA in line with the objectives of this assignment.
Methodology and Technical Approach:

The consultant will develop appropriate techniques for reviewing relevant documents and collection of data for each of the above objectives. This will be done in consultation with the NDP II drafting team at NPA and the UN Women Country Office. The consultant will also be responsible for appropriate methods on consulting government agencies, key development partners, CSOs and local governments as prescribed by NPA and UN Women. The consultant will make concrete propositions including drafting gender sensitive language into documents to ensure that GE/WE and human rights principles are fully integrated into all documents of the NPD II. Given the nature of the assignment, the consultant will be stationed four days of the week at the NPA offices and one day in the week with the UN Women office. The consultant will report to the NPA Executive Director and to UN Women Country Representative through the Coordinator of the Joint Programme. The assignment will involve a set of planned meetings where the consultant will facilitate consensus-building and report to UN Women on what the key achievements and challenges are, in regards to mainstreaming gender in NDP II, and the NPA quality assurance team.

Deliverables:
  • Inception report with a Methodology and Work plan within the first two days of the assignment;
  • A road map for mainstreaming gender and women’s rights into the NDP II drafting process, including identification of women empowerment specific interventions in various projects, budgets and strategies;
  • A detailed report that includes key propositions and efforts made to engender the NDPII including ideas of programmes and budgets, M&E Framework, etc.

Education:
  • Minimum of Master's degree or equivalent in Gender and Economics, Public Planning and Policy,  International Relations Development studies or other related disciplines.
 Professional Experience:
  • A minimum of 10 years of professional experience in gender responsive budgeting programming work and policy analysis and research from gender equality perspective;
  • Extensive knowledge and experience in mainstreaming GE/WE into sectoral and local government planning documents in Uganda;
  • Familiarity with key actors working on national development planning in Uganda;
  • Strong knowledge of the government system, procedures, policy frameworks and public sector planning and financing modalities in Uganda;
  • Extensive experience in mainstreaming gender equality in national development plans and policies and strong skills on gender responsive budgeting and M&E frameworks;
  • Excellent policy research, analysis and writing skills in gender mainstreaming national planning documents;
  • Experience in the usage of computers and office software packages, experience in handling of web based management systems.
Language:
  • Written and oral proficiency in English is required;
  • Knowledge of one or more local language is highly desirable.

Individual consultants will be evaluated based on the following methodology:

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.
 
Technical Criteria – Maximum 70 points:
  • Criteria A:  Relevance of Education – 15 points;
  • Criteria B: Special skill (excellent communications, professionalism) Language, etc. - 5 Points;
  • Criteria C: Relevance of experience in conducting similar assignment – 20 points;
  • Criteria D: Description of Approach/ Methodology to complete the assignment– 30 points.
Payment Schedule:
  • 30% upon submission of Inception report with a Methodology and Work plan;
  • 40% upon submission of draft report on the gender appraisal and socio-economic analysis of the NDP II pillars;
  • 30% upon submission of a draft report on priority gender interventions, targets and indicators by NDP II pillar;
