UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We aim to be a bridge between Indonesia and all donors as well as a trusted partner to all stakeholders. We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development.

UNDP has been working on democratic governance issues in Indonesia for many years, and has contributed significantly to consolidating democracy through provision of policy advice and technical assistance, and by promoting and brokering dialogue and engaging in knowledge networking. In the justice sector, UNDP has been involved in providing support to ensuring access to justice and is currently implementing a Strengthening Access to Justice in Indonesia (SAJI) project which was developed based on experiences and lessons learned from two previous projects: Aceh Justice Programme (AJP) and the Legal Empowerment and Assistance for the Disadvantaged (LEAD) Project. 

With funding support from the European Union, and in partnership with the Government of Indonesia, UNDP is initiating a project aimed at supporting the Supreme Court to strengthen the rule of law and enhance public trust in the judicial system by increasing the transparency, integrity and accountability of the judiciary and the quality of justice services provided to the people.

The project will support the Supreme Court in the implementation of its Blueprint for Judicial Reform 2010-2035 through the achievement of four results:
  • Enhanced internal and external oversight mechanisms of the judiciary;
  • Enhanced knowledge and skills of judges & court staff and strengthened capacity of the Supreme Court Training Centre;
  • Enhanced Human Resource and Organisation Management via integrated Human Resources and performance management databases, an effective implementation of advanced Human Resources policies, and a strengthened Judicial Reform Team Office; and
  • Enhanced Case Management System and procedures of the judiciary to improve transparency, quality of case data and decisions and timeliness of case handling.
The Chief Technical Advisor (CTA)/Project Manager will be responsible for providing technical guidance and advice for the effective implementation of the project and achievement of the planned results. Likewise, s/he will also facilitate and promote coordination and collaboration with other actors in the sector both at national and international levels. The CTA will work in consultation with the National Project Director within the Supreme Court, UNDP, the EU, and other international and national partners to successfully implement all of the project components.

Under the overall guidance and in coordination with the Head of Democratic Governance and Poverty Reduction Unit and the Supreme Court, the CTA/Project Manager will be responsible for the overall planning and implementation of the project including: preparation of detailed work plans, budgets and monitoring plans; provision of policy advise and support to the Supreme Court; provision of guidance and direction to the project management team and other consultants/experts; timely submission of required reports; co-ordination of all project activities; organising and supervising all project management matters; leading the drafting of strategic documents including knowledge products; and ensuring effective overall management of the team and work products. The Chief Technical Advisor/Project Manager will also be responsible for presenting the project outputs to relevant stakeholders, the Government of Indonesia and the EU within the agreed timetable. S/he will also be required to support advocacy and partnership building efforts.

Duties and Responsibilities

Functions / Key Results Expected:

Summary of Key Functions:
  • Ensures proper oversight of project activities and results;
  • Provides technical guidance for the overall management and administration of the project;
  • Provides policy advice and technical support to government and other partners on justice sector reform;
  • Supports sector-wide coordination and strategic planning efforts and partnership;
  • Ensures knowledge management and professional capacity development of the ROLHR programme team and national counterparts.
Ensures proper oversight of project activities and results:
  • Provide advice to plan the activities of the programme and monitor progress in achieving results at the output, outcome and impact levels;
  • Develop an effective monitoring and evaluation systems for regular reporting to national stakeholders and development partners;
  • Provide advice and direction on strategic and policy issues and ensure gender sensitive activities are integrated in the programme plan and implementation strategy;
  • Continuously review the project status and provide strategic and policy advice to the Project Board on required follow up and/or corrective action;
  • Create professional development opportunities and oversee the work of project staff and ensure quality and timeliness of delivery.
Provides technical guidance for the overall management and administration of the project:
  • Provide technical advice in developing baseline indicators for project monitoring and evaluation;
  • Ensure a proportional approach, cohesion and coordination between different components of the project;
  • Provide technical advice on justice and rule of law issues with a view to building national capacities and strengthening the rule of law;
  • Address obstacles and challenges identified in the project implementation;
  • Support project component coordinators in managing delivery of the project;
  • Ensure the integration of cross-cutting issues, such as gender and human rights into rule of law project design, monitoring and evaluation;
  • Ensure good coordination and collaboration with suppliers, beneficiaries and other key stakeholders.
Provides policy advice and technical support to government and other partners on justice sector reform:
  • Provide strategic policy advice to government counterparts, donors and other partners on issues related to the rule of law, justice sector coordination, and access to justice, legal aid and human rights;
  • As required, represent the project in national/international fora/discussions on rule of law;
  • Provide substantive inputs to the preparation of Government and UNDP policy notes, statements, etc., for important events (e.g. donor coordination meeting, forums, international conferences, etc.);
  • Provide strategic policy advice to the Supreme Court and UNDP on rule of law issues and prepare strategic policy papers as requested.
Supports sector-wide coordination and strategic planning efforts and partnership:
  • Contribute to the harnessing of effective partnerships and competitive selection of partners for the implementation of the project;
  • Build partnerships with justice sector agencies via coordination mechanism;
  • Develop initiatives to facilitate functional partnerships between justice sector stakeholders and non-governmental organizations, local media and the public;
  • Liaise with and maintain regular contact with line ministries, UN agencies, national human rights institutions and development partners, and  support ongoing coordination efforts;
  • Develop and help in the coordination mechanism for rule of law programming in Indonesia, as requested by government partners and donor community;
  • Provide technical guidance to establish and institutionalize justice sector coordination;
  • Participate in meetings with national partners and development partners in Indonesia to discuss rule of law issues.
Ensures knowledge management to build the capacity and knowledge of national counterparts:
  • Promote the identification and synthesis of best practices and lessons learned from the project for organizational sharing and learning as well as external information;
  • Actively participate in UNDP knowledge and learning events and take advantage of best practices and lessons learned that are available in the region and globally;
  • Create a culture of knowledge sharing and learning in the project;
  • Identify and assist in recruitment of relevant expertise needed for delivery of project objectives;
  • Support capacity and knowledge building of national counterparts through on- the job training, knowledge sharing workshops, publications and organization of study tours;
  • Support capacity-building of national counterparts.
Impact of Results

Through this project UNDP will contribute to improving public trust in the judicial system and strengthening the rule of law.  This will be achieved by inc¬reasing the transparency, integrity and accountability of the judiciary and the quality of justice services delivered to the people. In addition, the project will substantively contribute to and bear responsibility for achieving UNDP Strategic Plan (2014-2017) Outcome 2 (Citizen expectations for voice, development, the rule of law and accountability are met by stronger systems of democratic governance).

Timely implementation of the project activities is essential, together with flexibility to adjust to changing circumstances which will enhance UNDP’s credibility and create trusted and effective partnership with the Government, civil society, and donors.

Required Skills and Experience

Education:
  • Advanced master's degree preferably in law, human rights, international studies, social sciences or a related field.
Experience:
  • At least 10 years of experience required in the field of rule of law (access to justice, justice sector coordination, justice reform, juvenile justice and human rights issues);
  • At least 5 years of the ten have experience in institutional capacity building, court management and organisation, preferably in Asia;
  • Knowledge of EU's Project Cycle Management and Logical Framework Methodology is mandatory;
  • Proven experience as Team Leader / Project Manager from one or more projects of similar nature. Management or participation in EU-funded technical assistance projects would be an advantage;
  • Proven experience in managing a multidisciplinary team composed of technical specialists with varying experience and background;
  • Management and participation in technical assistance projects which involve an important “mindset change” in the participants, would be an advantage;
  • Previous experience with the United Nations System, including UNDP is desirable;
  • Experience in working, liaising and collaborating with elected officials, government representatives, civil society organizations, and public international organizations.
Language:
  • Excellent verbal and written command of English is essential;
  • Knowledge of Bahasa Indonesia would be an advantage.
