Recognizing far-reaching impacts of extractive activities, UNDP has adopted a Strategy for Supporting Sustainable and Equitable Management of the Extractive Industries. Through the Strategy, UNDP helps countries to reduce the risks and realize the benefits of resource extraction By working with governments, the private sector, civil society, academia, local communities and other affected groups, UNDP’s mission is to ensure that natural wealth is used to improve people’s lives.

UNDP has joined the World Bank through the World Bank Institute (WBI) as a co-convener of GOXI, Governance of Extractive Industries network, one of the largest such networks of professionals and practitioners with interest in extractive industries issues. UNDP and the World Bank are among the key global players actively working to promote sustainable extractive sector governance for development. The goal of this partnership is to develop GOXI into one of the top trusted sources of knowledge, expertise and hubs for knowledge exchange on extractive industry governance and sustainable development. The primary means of facilitating knowledge exchange and learning between members of the GOXI community (GOXIans) has included: face-to-face meetings, learning events, seminars and the online presence through www.goxi.org, GOXI’s portal.

Duties and Responsibilities

Objective

This consultancy will support UNDP and WBI’s joint efforts to improve services offered to GOXI members and open up possibilities for further functionalities for the GOXI community.

Scope of work


E-library content development

  • Identify, gather and curate existing knowledge on extractive industries’ governance and sustainable development, including but not limited to publications;
  • Work closely with programmers, designers and other staff/ consultants to conduct user requirement tests and ensure these requirements are implemented in the design of e-library;
  • Organize the e-library in a structure and taxonomy, identifying keywords for tagging;
  • Populate content of the e-library;
  • Develop agreements with recognized institutions producing knowledge products in extractive industries to ensure that e-library contain high-quality products in this field.

     

    Helpdesk development

    • Identify current and potential members within and outside of UNDP with interest on extractive industries, governance and sustainable development;
    • Guide members in the use of helpdesk and GOXI
    • Facilitate and receive helpdesk queries from members;
    • Facilitate answers from experts.

      Social media and communications

      • Develop UNDP’s social media and online presence in extractive industries for sustainable development through:
      • Making social media announcements linked to major UNDP-related events on extractive industries
      •  Maintaining and updating UNDP’s website on extractive industries
      • Other related tasks as may be required

        Deliverables

        On e-library:

        • Websites and libraries of UN agencies reviewed and publications gathered;
        • Review conducted of specialized institutions-major producers of knowledge in EI;
        • Agreements are initiated with institutions producing knowledge products on EI;
        • E-library is populated with knowledge products;
        • Taxonomy for organization of knowledge products is developed and refined.

          On helpdesk:

          • Q&As among UNDP staff working on EI initiated and facilitated;
          • Online space (Teamworks) hosting UNDP community is updated;
          • Testing of helpdesk function on GOXI is initiated;
          • Outreach made to experts and practitioners outside UNDP.

            On social media:

            • Social media content developed and disseminated on the basis of existing knowledge on EI;
            • UNDP’s extractive industries website content is updated.

                • Excellent communication skills; including
                • The ability to convey complex ideas to non-experts through clear writing and effective oral presentations;
                • Relevant research and analytical skills to conduct research; and
                • Analysis on specific topics related to the governance of extractive industries;
                • Skills in process facilitation,team building, facilitating group and organizational dynamics;
                • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability;
                • Highest standards of integrity, discretion and loyalty.

                  Required Skills and Experience

                  Education:

                  • Master’s degree in development studies, with focus on extractive industries, natural resources, governance, sustainable development or international relations.

                  Experience:

                   

                  • Background in knowledge management, information management or communications is desired;
                  • Minimum of three years of relevant experience;
                  • Experience in interfacing between users and IT application or database developers; or in facilitating online communities is an advantage.

                   

                  Language:

                  • Excellent knowledge of English, other languages an asset.

                    Evaluation method:

                    The Individual Consultant will be evaluated based on the following methodology:

                    Cumulative analysis:

                    The financial proposal will account for 30% of the total evaluation score and technical 70%.

                    Technical criteria: weight 70%

                    Qualifications:

                    • Master’s degree in development studies, with focus on extractive industries, natural resources, governance, sustainable development or international relations: 15%;
                    • Background in knowledge management, information management or communications is desired: 5%;
                    • Minimum of three years of relevant experience: 15%;
                    • Experience in interfacing between users and IT application or database developers; or in facilitating online communities is an advantage: 5%.

                    Competencies:

                    • Excellent communication skills including the ability to convey complex ideas to non-experts through clear writing and effective oral presentations: 10%;
                    • Relevant research and analytical skills to conduct research and analysis on specific topics related to the governance of extractive industries: 10%;
                    • Skills in process facilitation, team building, facilitating group and organizational dynamics: 10%.

                    Financial criteria: weight 30% .
