Background

Sri Lanka became a partner country of the UN-REDD Programme with the aim of building national capacity for the design and implementation of a national REDD+ strategy in 2009. This national capacity development effort needs to be guided by a coherent strategy (national REDD+ roadmap) that includes interventions to address the key gaps in national institutional capacity.

The National REDD+ Readiness Roadmap lays out Sri Lanka’s vision, goals and the components of achieving REDD+ readiness. The roadmap’s objective is to align REDD+ readiness with the strategies of national development policy of Sri Lanka (ex: Mahinda Chintana, the Haritha Lanka Programme, the National Physical Planning policy etc), while facilitating the role of the national REDD+ coordination committee to lead, direct and coordinate REDD+ readiness efforts.

A set of task forces and technical working groups will be convened to develop the Road Map with the assistance of a stakeholder consultation process. The draft Road Map will be presented to the stakeholders for validation at the final stages of the development.

A national consultant is sought to coordinate the process of national REDD+ road map development.

Scope and Objectives

The purpose of this consultancy is to develop national REDD+ road map in Sri Lanka. The Consultant will work with the Forest Department and other key stakeholders to achieve the tasks detailed under the Responsibilities section of the Terms of Reference. The position is of part time basis.

The Consultant will work under the direct guidance of UNDP Technical Advisor for UNREDD programme, with additional guidance from the UNDP Program Officer and Regional Advisors of the UN-REDD Programme. The Consultant - Road map Development Support should initiate the activities based on the finalized Work Plan and should provide monthly progress reports, not exceeding 4 pages.

Duties and Responsibilities

The Consultant - Road map Development Support is an expert in national development policies in Sri Lanka and in stakeholder consultations. Further s/he should have a good track record of working with the international organizations in a related area. Further s/he will ensure the quality and timely preparation of all reports and documentation related to the consultancy.

The Consultant - Road map Development Support will carry out the following tasks:

 Finalizing the Road Map Development Work plan

  •  The work plan should include a description of the steps to be carried out with specific dates of completion. It will also list interim deliverables. The work plan will be in line with the UN-REDD Programme’s overall work plan towards road map development.

Develop a briefing document on institutional capacity gaps and prioritization

  • The briefing document will be based on the ongoing institutional review for REDD+. It will be the basis for REDD Road Map development. This briefing document to be developed in manner that it is accessible to the stakeholders involved in the roadmap development;
  • The Consultant should closely liaise with a group of consultants carrying out an institutional review for REDD+ whose work will be key input for roadmap development.

The draft REDD road map document

  • This document is to be developed by the task forces and technical working groups. The consultant will facilitate and moderate the process and also compile the draft roadmap document;
  •  The Consultant should upport the establishment of technical working groups on specialized issues related to REDD+, if needed;
  • Participate in a series of meetings of task forces and technical working groups to work on their relevant inputs to the national REDD+ roadmap. Where appropriate, take the role of moderator;
  • Guide the multi-stakeholder discussion process through substantive and well-structured inputs, which contribute to the ongoing discussions in task forces and technical working groups;
  • Edit and consolidate inputs for the roadmap document from members of task forces and technical working groups.
  • Compile the draft road map document using inputs from members of task forces and technical working groups.
  • Conceptualize and organize, with the support of the UN-REDD PMU, a consultation workshop and a validation workshop with a broad stakeholder group on the road map development;
  • Gather and incorporate stakeholder comments and opinions into the roadmap document;
  • Ensure the transfer of knowledge about the roadmap development process back to the UN-REDD Programme staff through regular briefings and limited contribution to other ongoing work.

  • The REDD road map document drafted.

Competencies

The prospective consultant should have a relevant experience in facilitating  multi-stakeholder dialogue, combined with experience, networks and contacts with relevant experts on government policies, within the context of natural resources management.

Technical work

  • Strong expertise in  the stakeholder consultations
  • Familiarity with government development policies;
  • Ability to pick up new terminology and concepts easily;
  • Familiarity with the concept and practice of REDD;
  • Demonstrated leadership, facilitation and coordination skills, ability to work with technical teams and develop long term strategic partnerships;
  • Excellent communication (both oral and written) and partnership building skills with multi-dimension partners, people skill for conflict resolution and negotiation;
  • Computer proficiency, especially related to professional office software packages (Microsoft Office).

  • Maturity and confidence in dealing with the staff of government institutions;
  •  Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability;
  •  Excellent written communication skills, with analytic capacity and ability to synthesize relevant collected data and findings for the preparation of relevant documents;
  •  Excellent coordination skills and result oriented collaboration with colleagues.

Required Skills and Experience

Education:

  • Post-graduate qualifications in any of the following fields: political sciences, economics, environmental science or other relevant field;

Experience:

  • At least 10 years of professional experience. Good knowledge on the functioning of the government in general. Strong network in the ministries related to land use and its management, to national development planning, environment and climate change in particular;
  •  Working experience with international organizations will be an added advantage

Language:

  • English with Sinhala or Tamil.
