Background

UNDP and the State of Kuwait, represented by the General Secretariat of the Supreme Council of Planning and Development (SCPD), strive to enhance institutional capacities at various government agencies by providing them with necessary technical support to strengthen their capacities and skills to perform their expected duties. Under the framework of a project, UNDP and GSSCPD engage experts to support national institutions to fulfil their strategic planning role and mandate. 

Within this context, the GSSCPD and UNDP strive to enhance the capacity of the Research and Studies Department (RSD), at the State Ministry for The National Assembly Affairs, to be able to provide better support and advice to the high level decision makers on various political, social and economic public issues.

To this end, RSD seeks to recruit an Expert in Sampling and Survey Methodologist, to improve its statistical unit’s capacity in designing, implements and analysing the data collected from surveys and opinion polls, employing international standards and best practices
 
Objectives:
  • Create a comprehensive sampling frame;
  • Improve the sampling, surveys and opinion polls tasks of RSD statistical unit to be conducted with high efficiency in a timely manner.
  • Design and conduct sample surveys and opinion polls according to best practices;
  • Analgise surveys data and develop relevant reports;
  • Develop the national staff capacity to design, conduct and analyse the data collected from surveys and opinion polls, and reporting on them according to best practices.

Duties and Responsibilities

The Consultant shall effectively participate in capacity building efforts and development of sampling work and survey management in the RSD statistical unit by recommending best practices in addition to:

  • Assess the effectiveness and reliability of the sampling frame of RSD statistical unit; and recommend ways to improve it;
  • Develop the capacity of the relevant technical staff in designing, drawing and testing of samples;
  • Develop the capacity of the relevant technical staff in conducting sample surveys and opinion polls;
  • Develop the capacity of the relevant technical staff in analysing the data collected from surveys and opinion polls
  • Develop the capacity of the relevant technical staff in developing statistical reports;
  • Prepare, document and instil concepts and new methodologies according to best practices for designing, drawing and testing samples in the areas of economics, demographics, and social aspects;
  • Develop a statistical programme for RSD, including multiyear calendar survey (about 10 years of the consultancy’s start day).
 Expected Outputs:
  • Assessment report on the status quo of the RSD statistical unit in respect to the required consultancy, with recommendations for the way forward;
  • An executable action plan to enhance the technical human and institutional capacity of the RSD statistical unit in accordance with the recommendations of the assessment report;
  • A guidelines manual for the quality assurance of the sampling, surveys and opinion polls and data analysis processes;
  • Monthly progress reports approved by the UNDP Office and the beneficiary;
  • Final report should include recommendations for future action;
  • A statistical programme including multiyear calendar survey.

Required Skills and Experience

Education:
  • MSc. Or higher degree in Applied Statistics or related disciplines.

Experience:

  • Significant traceable experience in the field of sampling techniques and methodologies, not less than ten years.
Language requirements:
  • Proficiency in both Arabic and English.
Duration:
  • 4 months.
Note:
  • The Consultant will be on a governmental contract administered by the General Secretariat of the Supreme Council for Planning and Development;
  • Contract end date will be December 31, 2014;
  • There will be a possibility of extension upon end of contrac;
