Background

As part of the country programme action plan (CPAP), 2013-2015, UNDP Malaysia will continue to support the government of Malaysia in strengthening its climate resilient development. It will seek to address institutional and policy challenges related to environmental concerns which will focus on: (a) enhancing national, sub-national and local capacities to ensure integrated biodiversity management, conservation and sustainable utilization of natural resources which also address the needs of women, indigenous and local communities and poor and vulnerable groups in line with Global Aichi targets on Biodiversity. The focus will be on strengthening institutional capacities with particular emphasis on integrated water resource management, energy and food security with the aim of achieving sustainable development; (b) supporting the implementation of climate change mitigation related policies through increasing the use of renewable energy and strengthening the adopting of energy efficient practices; and c) developing frameworks on sustainable financing options for wide-spread green technology application through the low carbon cities’ initiatives and effective management of biodiversity endowments in Sabah, Sarawak and the Central Forest Spine in Peninsular Malaysia.

Inline with the above, UNDP Malaysia seeks qualified Malaysian to assist the providing inputs related to the climate change mitigation initiatives and as per the below “Scope of Work”. This is a medium level short-term position and will require the person to be knowledgeable of the subject matter within the Malaysia’s context.

Duties and Responsibilities

Scope of Work:

The primary jobscope is to conduct literature review research, provide key inputs, review and improve the available documents for the finalization by the UNDP Programme Manager. The draft report of the below will be shared during the inception phase.

The consultant/researcher will be required to:

Provide inputs for a potential UNDP/GEF Waste-to-Energy programme in Malaysia:
  • Conduct desktop study and provide inputs in draft form on the situational analysis and potential workplan of WTE programme in Malaysia;
  • Propose a series of general intervention / or component /or project strategies needed;
Review and provide additional inputs for the low carbon cities project:
  • Review the UNDP/GEF Green Technology Application for the Development of the Low Carbon cities (GTALCC) and identify necessary information gaps on the situational analysis and the results framework (especially on the latest updates);
  • Review, identify gaps and strengthen the management arrangement;
  • Review, identify gaps and correct the budget allocation (total work plan and budget section);
  • Follow up and discussion on the co-financing letters from the agencies, as tallied in the revised total budget and workplan;
Note:

The GTACLL project document is currently being prepared by a team of experts. The researcher’s roles is to act as the third-party reviewer in strengthening the report for the selected sections (situational analysis, results framework, management arrangement and the budget structure) and to suggest other options on other new activities which can not be funded by GEF.
 
Update the Sustainable Energy for All (SE4ALL) assessment report:
  • Review the 2012 Rapid Assessment SE4ALL report and provide inputs in draft form to strengthen the report;
  • Update the existing information to latest 2014 data;
Propose a potential Rural Electrification utilizing Renewable Energy project in the rural area:
  • Based on the SE4ALL updates, identify key inputs for a possible submission of a draft project proposal for either GEF or non-GEF projects;
  • Focus shall be at deep rural in Sabah and Sarawak;
  • Propose a series of general intervention / or component /or project strategies needed;
Methodology:

The consultant will report and will work closely with the UNDP Programme based at the UNDP Office in Kuala Lumpur. The methodology includes data collection, desk research and discussions/meetings with relevant stakeholders.

The consultant/researcher will be expected to be well-versed with the Malaysia government system (including contacts) and clearly know where to source for official information.

Expected Outputs:

The consultant/researcher is expected to provide the outputs in the forms of draft reviewed documents or suggested changes to the document or draft comments for inputs, in line with the “Scope of Work”.  It is expected that the information will be the latest and will be utilizing official figures.

Duration:

The consultancy is expected to take place from 1 September 2014 – 31 December 2014

The fee is payable upon satisfactory completion and acceptance of the deliverables as per the breakdown of deliverables and percentage in Annex I. Required Skills and Experience

Education:
  • Master’s degree in Engineering or Sciences;
  • Bachelor’s degree with more than 7 years of experience in lieu of Master’s degree.
Professional Experience:
  • Minimum 5 years of relevant professional experience in climate change mitigation especially in Malaysia’s context;
  • Knowledgeable in energy efficiency and renewable energy practices in various sectors (energy production, waste, cities, transport and others);
Language:
  • Proficient in English;
  • Proficiency in Bahasa Malaysia will be an added advantage.
