Background

UNDP along with UN Women is working with Supreme Court of Nepal, Government Agencies, National Human Rights Institutions (NHRIs), and civil society organizations to implement the ‘Strengthening the Rule of Law and Human Rights Protection System in Nepal’ Programme (the Programme). The Programme aims to ensure that women and other vulnerable groups are able to benefit from a protective legal framework and many recent improvements in the field of administration of justice and will do so through a ‘three pronged’ approach.  First, the Programme will develop the capacity of vulnerable groups to access rule of law institutions and assert and enjoy their rights and entitlements.  Second, it will support rule of law institutions to be more responsive to increased demands for justice service delivery, including in a fluctuating political context. Third, it will support civil society as well as human rights actors, institutions, and media to work together to ensure accountability for justice service delivery in Nepal. 
 
To strengthen the administration of justice, the Programme will support the development of a justice sector reform process, through which rule of law institutions will define their own priorities and identify measures to effectively address them. 
 
The Programme will also support the revision of laws in line with constitution and human rights standards and development of the human resource capacities needed to implement penal legislation and laws related to anti-gender based violence, caste based discrimination, and corruption; an ‘affirmative action’ law degree scholarship and internship scheme through which vulnerable groups currently not well represented in the legal profession can obtain a law degree and practical work experience; and the development of a relevant, accessible and integrated socio-legal aid scheme, which will provide support to enable vulnerable groups to assert and enjoy their rights in civil and criminal cases, including poverty-reducing entitlements such as inheritance, pensions, education allowances, health and legal services.
 
The entire Programme is designed to take a human rights based approach to capacity building of the justice sector institution in Nepal.
 
The Monitoring and Evaluation Officer will be responsible for designing and implementing the monitoring and evaluation framework of the project. In addition, the incumbent will also be involved in assisting and advising the programme in creating baselines and producing the report against standard UNDP result framework.
 
Additionally, the incumbent will be responsible for helping implementing partners to identify policy options for human rights mainstreaming and strengthening to augment the long-term policy impact of the Programme.

Duties and Responsibilities

Under the direct supervision of the National Project Manager, the Monitoring and Evaluation Officer (MEO) will perform the following tasks:

  • Develop and implement an effective M & E mechanism for the programme activities;
  • Based on the M & E framework in the programme document, develop and refine indicators for the effective implementation of the programme factoring both supply and demand side perspectives;
  • Assist in conducting the baseline survey and in accessing different thematic areas as  per the work plan;
  • Develop disaggregated indicators for the effective implementation of the programme  and support in the development of annual and quarterly work plans especially in relation to setting the targets and indicators 
  • Ensure relevant date and information is regularly collected and updated to monitor the progress of the programme implementation, by closely working with other team members;
  • Facilitate regular field monitoring visits to programme  activity areas through closely working with regional field monitors for community mobilization activities and conduct qualitative and quantitative assessment of the implementation status;
  • Work closely with the research and monitoring team of the communication and public information service provider regarding monitoring and evaluation; ;
  • Collect the data and provide inputs to prepare periodic progress reports;
  • Analyze the data and information and prepare monthly progress reports on major activities and submit to DNPM, CTA and others as per the need of the project;
  • Take the leading role in organizing and facilitating the final programme  evaluation, work closely with the monitoring team for communication and public information activities and establish the link to the entire outcome and input for the effective implementation of the programme, undertaking other related tasks as instructed by the supervisor
  • Coordinate with ROLHR field offices and conduct regular monitoring visits;
  • Coordinate with field Monitoring & Evaluation offices of the country office and get updates on the policy and guidelines on M&E;
  • Cross programme synergy factoring both vertical and horizontal learning and sharing;
  • Supervise and provide guidance to the Management Information System Associate on designing the MIS system for the project as well as populating it;
  • Provide inputs to finalize the Monitoring and Evaluation Framework for the project with support from UNDP;
  • Assist other professional staff in preparing the monitoring indicators in relation to objectives, outputs and activities as defined in the project’s Monitoring and Evaluation Framework;
  • Assist to prepare annual work plan.

Required Skills and Experience

Education
  • Master’s Degree in Rural Development, Sociology, Anthropology, Agriculture, Forestry, Economics, Statistics, or relevant field.

Experience 

  • At least five years of experience in project monitoring and evaluation;
  • Proven experience of designing result monitoring frameworks/systems for development projects;
  • Proven ability to produce analytical reports with quantitative data analysis;
  • Proven ability to organize and present information in an effective manner;
  • Familiarity with access to justice and rule of law issues and conflict-sensitive development approaches needed
  • Sound knowledge of gender and social inclusion issues and analysis;
  • Must have sound knowledge and proven skills of quantitative and qualitative data analysis;
  • Good writing and presentation skills. 
Computer kills:
  • Must be well versed in MS Word, Excel, Access, PowerPoint;
  • Must be well versed in Nepali typing;
  • Must be fluent in both spoken and written Nepali and English languages;
  • Knowledge of local languages will be an asset.

Language:

  • Must be fluent in both spoken and written Nepali and English languages.
