Duties and Responsibilities
Volume A: Screening, Assessment, and Treatment Planning
- Module 1: Screening and Brief Intervention using the ASSIST
- Module 2: Addiction Severity Index (ASI)
- Module 3: Treatment Planning M.A.T.R.S.: Utilizing the ASI
- Module 1: Drug Addiction and Basic Counseling Skills;
- Module 2: Motivating Clients for Treatment and Addressing Resistance;
- Module 3: Cognitive Behavioural and Relapse Prevention Strategies.
- Module 1: Addiction Basics: Alcohol and Benzodiazepines; Psychostimulants, Volatile Substances, and Cannabis;
- Module 2: Opioids: Basics of Addiction; Opiate Agonist, Partial Agonist, and Antagonist Therapies;
- Module 3: Special Populations: Individuals with Co-Occurring Disorders, Women, and Young People.
- Topic 1: Improving Client Access and Retention (NIATx);
- Topic 2: Clinical Supervision Techniques;
- Topic 3: Program Evaluation Methods;
- Topic 4: Reducing the Harm of Drug Use and Dependence and HIV Risk Reduction.
- National Level: 3 (1 per volume) Master Trainers per geo-political zone and other experts are trained to become master trainers by a group of expert trainers;
- Zonal Level: Each Master Trainer will train 4 zonal level trainers;
- State level: Zonal trainers will be responsible for developing training plans at the zonal level in coordination with Master Trainers.
The Consultant will work with UNODC and the selected centres to document the implementation of training cascade through systematic data collection and produce reports at different levels of the cascade with an assessment of the training cascade and recommendations for the future.
Responsibilities
- The training cascade is implemented and progressing according to plans (monitoring and evaluating the process)
- The participating centers have received and disseminated training according to the training plan
- The training results in an increased capacity trainers to deliver evidence-based treatment and rehabilitation, in terms of acquisition of knowledge, attitudes and implementation of skills learnt
- Submit a final and complete monitoring and assessment protocol with a detailed description of tasks, procedures, data collection instruments and data collection schedule;
- Liaise on an ongoing basis with UNODC, Training Consultant and participating centres for advice on procedures for the collection of data and implementation of the assessment protocol;
- Collect, compile and analyze collected data;
- Prepare and submit a draft mid-term report;
- Incorporate feedback on draft mid-term report;
- Submit final mid-term report;
- Compile and analyze data for final assessment;
- Submit draft final assessment report;
- Incorporate feedback;
- Submit final assessment report
In addition to data collected through means described above, the assessment may also include the following activities:
- Participation in training programmes (if required and as appropriate).
- A complete monitoring and assessment protocol;
- Questionnaires, checklists, guiding instructions for quantitative and qualitative data collection methods (interviews, focus groups, etc.) as required for data collection;
- Quarterly assessment reports;
- Final report.

Competencies
- Good communication and interpersonal skills;
- Excellent writing and reporting skills in English particularly in preparing issue-based papers or reports
- Evidence of previous engagement in areas similar to the current assignment and
- Strong knowledge of project management;
- Excellent drafting and analytical skills.
Required Skills and Experience
Education:
- A University degree in the field of social sciences, health or public health.
Experience:
- Sound knowledge and wide experience working with government, drug treatment centres and universities, especially in the Nigerian context;
- At least 7 years of experience in the field of drug demand reduction/treatment and rehabilitation and sound knowledge of the treatment training package would be an advantage;
- Experience in developing methodologies, protocols and instruments for monitoring, assessment and evaluation purposes;
- Previous experience in designing instruments for drug dependence treatment monitoring, assessment and evaluation assessment;
- Previous experience in evaluation of treatment and rehabilitation services.
Language
- Fluency in spoken and written English.
