Background

Under the overall guidance and supervision of the Rule of Law Specialist and designated supervisor if applicable, the Programme Associate ensures effective delivery of the CO Rule of Law programme by entering and managing data and supporting programme implementation consistent with UNDP rules and regulations.

The Programme Associate works in close collaboration with the operations, programme and projects’ staff in the FO, CO and UNDP HQs as required.

Duties and Responsibilities

Summary of Key Functions:

  • Support to implementation and management of the CO programme, Pillar 3 on Democratic Governance, mostly to the Rule of Law and Access to Justice component but also on parliament and public administration output as required;
  • Administrative and Logistical support to the Programme Unit at Field and CO level including facilitating meetings with local actors and acting as interpreter (Myanmar/English-English/Myanmar) for UNDP Pillar 3 international staff;
  • Support to production of CO publications and or Knowledge Products and or other written products;
  • Attend and report on meetings related to Rule of Law or other topics- provided that sufficient background is given.

Provides effective support to implementation and management of the CO programme, pillar 3 focusing on the achievement of the following results:

  • Creation of budget spreadsheets and graphs and collection and management of data;
  • Support to financial and technical reporting of field activities for internal or donor reports.

Provides administrative support to the Programme Unit  focusing on achievement of the following results:

  • Facilitation of training of Justice Sector actors (Police, GAD, Law Officers, Lawyers and Judges) and Civil Society representatives and liaising with Government offices and Civil Society institutions in respect of such training;
  • Convening meetings/ workshops/ discussion forums with Justice Sector actors and Civil Society representatives;
  • Upon advice from the Parliament Programme Manager in Mandalay, liaise with the Parliament in Shan State around as to ensure effective organization of workshops and other events;
  • Provide Admin support for roll out of public administration pilot activities, if required;
  • Arranging/ booking travel and accommodation for members of Programme Unit, including air and road transportation and hotel accommodation, and clearance of Travel Authorisations;
  • Booking external training facilities/ conference rooms;
  • Scheduling of local transport requirements and processing vehicle requests;
  • Local procurement of training materials/ catering;
  • Accompanying international staff members of Pillar 3 Programme Unit to internal and external meetings/ conferences/ workshops/ discussion forums and acting as interpreter for UNDP Pillar 3 international staff;
  • Writing minutes of meetings/workshops/ discussion forums and/or attendance notes (in English);
  • Attending conferences/ training sessions and other public events held in Myanmar language and reporting in written English to Programme Officers on such events;
  •  Arranging official project opening/ closing and other official UNDP external events;
  • Translating official letters and documents, including legal texts;
  • Monitoring and reporting on local media (Rule of Law items/ events).

Support to production of CO publications and or Knowledge PrOducts and other written products:

  • Proofreading of translations of official Knowledge products and/or translating more simple products such as issue briefs and letters (from English to Myanmar and Myanmar to English;
  • Produce formats and graphs to enhance quality of KPs and other written products.

Content support to the Rule of Law and A2J component by:

  • Attending meetings and produce minutes.

Impact of Results

The key results have an impact on the overall performance of the Programme Unit and success in implementation of programme strategies.  Accurate analysis, data entry and presentation of information ensure proper programme implementation.

Required Skills and Experience

Education:

  • Secondary Education, preferably with specialized certification in Accounting and Finance. University Degree in Business or Public Administration, Economics, Political Sciences and Social Sciences would be desirable, but it is not a requirement.

Experience:

  • 6 years of progressively responsible administrative or programme experience is required at the national or international level;
  • Experience with UNDP or other UN agency, preferably in a field office is an asset;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems.

Language:

  • Fluency in English and language of the duty station. Ability to interpret (Myanmar-English/ English Myanmar) in simultaneous conversation.
