UNDP Country Programme in Myanmar (2013-15) aims to promote poverty reduction and sustainable development that are rights-based, gender-sensitive, inclusive and equitable by strengthening institutional capacity of national and local governments and non-state actors. UNDP’s programme in Myanmar focuses on three areas: local governance, disaster resilience and environmental governance and democratic governance.

Pillar II focuses on strengthening capacities at local, regional and national level to manage and utilize natural resources in a sustainable way, and to enhance resilience and adaptive capacity to long-term climate change including variability impacts and to reduce the associated risk of natural disasters. One of the components of the pillar II is “capacities to sustainably manage natural resources”. In this regard, UNDP formulated a Small Grant Programme-GEF in consultation with the Ministry of Environmental Conservation and Forestry (MoECAF).

The SGP is a global and multi-focal area GEF project, approved for funding by the GEF Council on a rolling replenishment, and implemented on behalf of the GEF partnership by UNDP, and executed by UNOPS. At the country level, the SGP operates in a decentralized and country-driven manner through a National Coordinator.

The principle objectives of the Small Grants Programme are to:

  • Develop community-level strategies and implement technologies that could reduce threats to the environment if they are replicated over time;
  • Gather lessons from community-level experiences and initiate the sharing of successful community-level strategies and innovations among CBOs and NGOs and other development aid agencies;
  • Build partnerships and networks of stakeholders to support and strengthen communities, NGOs and national capacities to address environmental problems and promote sustainable development.

The programme will encourage and support the participation of communities, local people, NGOs, CBOs (Community Based Organizations), and other stakeholders in all aspects of programme planning, design and  implementation in the area of  i)  Biodiversity Conservation;  ii) Climate Change Adaptation and Mitigation; iii) Water Management and Protection; iv) Prevention of Land Degradation and v) Elimination of Persistent Organic Pollutants.

Duties and Responsibilities

Under the overall guidance of the Programme  Board, the Team Leader of Pillar II, and in close consultation with the MoECAF and UNDP Asia Pacific Regional Centre (APRC), the SGP-GEF Global Programme Coordinator and Technical Advisory Group, the key functions of the National Coordinator will be as follows:

  • Ensures effective preparation and implementation of SGP in support to Country Programme;
  • Supervises and monitors implementation of the Small Grant Programme;
  • Ensures coordination with other units and stakeholders including CBOs and CSOs;
  • Ensures quality management services and facilitates Knowledge Building and Management.

Ensures effective preparation and implementation of a Small Grant Programme in support to Country Programme:

  • Promotes the programme's objectives, procedures, and achievements among non-governmental organizations (NGOs), Community Based Organizations (CBOs), and other key stakeholders;
  • Develops and revises the Country Programme Strategy (CPS) in collaboration with the National Steering Committee and National Focal Group and other stakeholders;
  • Supports in mobilizing resources for co-financing projects, in particular “baseline” activities;
  • Supports NGOs and CBOs in the formulation of project proposals and ensures their technical and substantive quality.

Supervises and monitors implementation of the Small Grant Programme (SGP):

  • Ensures that SGP grants and projects meet the criteria of the Country Programme Strategy;
  • Prepares annual work plan, progress and annual report, and supports UNDP/Pillar II’s quarterly and annual reporting as well as financial reporting;
  • Supervises other SGP local staff, ensuring timely implementation and grants implementation.

Ensures coordination with other units and stakeholders including CBOs and CSOs:

  • Serves as the SGP National Steering Committee's secretary, takes responsibility on pre- screening project proposals, and otherwise supports the work of the National Steering Committee;
  • Facilitates NGOs and CBOs access to technical support services;
  • Coordinate with CO’s gender focal to ensure gender considerations are taken into account throughout the project cycle, and for seeking technical assistance as necessary.

Ensures quality management services and facilitates Knowledge Building and Management:

  • Develops and implements communications, information and dissemination strategies which will reach a wide range of target audiences;
  • Ensures sound programme monitoring and evaluation, including periodic project site visits, provides relevant documentations and overall assistance in SGP audits/evaluations;
  • Reports to the Central Programme Management Team and UNOPS responding to audits, and other tasks, as per GEF-SGP Programme Management Structure.

Impact of Results

The key results have an impact on the success of country programme within specific areas of cooperation. In particular, the key results have an impact on the CPAP and programming of activities, creation of strategic partnerships as well as reaching resource mobilization targets.

Required Skills and Experience

Education:

  • Bachelor degree in related field.

Experience:

  • At least 4 years of experience in coordination, programme/project management and administrative capacity preferably in grant programme;
  • Should have experience in MS office suite applications (Word, Excel, Access, and power Point) and have experiences on networking and strengthening capacity of CBOs/CSOs and proven ability to lead a team and to plan and organize work productively with the team.

Language:

  • Good oral and written command of English and Myanmar language.
