Background

UNDP Somalia operates through its offices in three geographic zones where UNDP has offices, notably South/Central Somalia, Somaliland, or Puntland, with Sub-Offices in Hargeisa and Garowe.

The overall UNDP Somalia Country Programme is strongly focused on post conflict recovery and consolidation of peace with human rights, gender, peace building and HIV/AIDS prevention as cross cutting issues for all its programmatic interventions, with two main portfolios:

  • Governance and Rule of Law (GROL); and
  • Poverty Reduction and Environment Protection (PREP).

The GROL programme responds to all four outcome areas outlined in the UNDP Somalia Country Programme: capacity-building for peace and human security, strengthened governance and rule of law institutions, systems, practices and services, increased livelihood opportunities and improved natural resources management, and gender equality. The Programme has six main components that are programmatically and operationally linked. The project components are: Access to Justice, Civilian Police, Community Safety, Institution Building, Local Governance and Constitution. The overall goal is to strengthen rule of law, governance and security.

The PREP Programme spearheads activities intended to support inclusive economic growth, promote local community economic recovery and sustainable livelihoods as well as enhance and promote environmental conservation and re-generation.

The goal of the Youth for Change (Y4C) joint Initiative is to contribute to the improvement of security and the reduction of violence in target districts in South Central Somalia, Puntland and Somaliland; through social rehabilitation and economic reintegration of children and adolescents (ages 10-18) and youth (ages 18-24) who are at risk, in contact with the law or affiliated with criminal behaviour. The initiative provides a continuation of the successful Youth at-Risk and Youth for Change programmes which have been implemented since 2011.

Under the GROL Programme, Community Security Project facilitates social and civic development of youth to enable them to participate more meaningfully in economic skills development and provide alternatives to crime and violence.

The international consultant is envisaged to develop and review necessary curricula materials and facilitate training programmes for in Somaliland and Somalia, as security permit.

In terms of reporting on strategic and substantive matters, the Module Development Consultant reports to the Project Manager and the Project Management Specialist (2nd supervisor).

Duties and Responsibilities

Summary of key functions
  • Develop, review, and finalise the new Manuals including Gender, Youth Empowerment and Leadership, and Environment modules; 
  • Develop student hand-outs that cover Gender, Youth Empowerment and Leadership, and Environment modules;
  • Validate all manuals with the relevant ministries of each Somali government (Somaliland, Puntland, and South Central);
  • Facilitate trainings on the different modules in each Somali region.

The international consultant will carry out the following work based on the outputs and deliverables:

Develop, review, and finalise the new Manuals including Gender, Youth Empowerment and leadership and Environment modules:  

  • Develop and finalise Gender, Youth Empowerment and Leadership, and Environment modules and adapt it to each region;  
  • Revise manuals as per the recommendations of the Gender Unit and other key stakeholders;
  • Assist the Designer and Illustrator to place each visual aid material, photograph, or picture in appropriate place in all manuals and handbooks based on the comments of the respective ministries in each region of Somalia;
  • Facilitate the translation of the newly developed manuals in to Somali Language by identifying translators.

Develop student hand-outs that cover Gender, Youth Empowerment and Leadership, and Environment modules:

  • Develop and finalise Gender, Youth Empowerment and Leadership, and Environment handouts, pre and post-tests and adapt it to each region.

Validate all manuals with the relevant ministries of each Somali government (Somaliland, Puntland, and South Central):

  • Support the validation of the newly developed manuals with respective Ministries in each region;
  • Review the new manuals based on the feedbacks obtained from the ministries;
  • Receive endorsement letters from the ministries.

Facilitate trainings on the different modules in each Somali region:

  • Liaise with the Observatory training coordinator and facilitate trainings in SL, PL and SC;
  • Organise and jointly facilitate with OCVP Training Coordinator the training of Mentors in each region Somalia;
  • Organise on-the-job training for facilitators in SL, PL, SC;
  • Organise and facilitate training programmes on classroom teaching techniques;
  •  Monitor regularly social and civic development training programmes and assist the facilitators in all training centres.

Monitoring and Progress controls

The Module Development Consultant will prepare a work plan by the first week and progress updates shall be submitted twice a month whether the work performed meets the standards set by the Community Security Project.

Final product/Deliverables

Deliverable 1: Three manuals including Gender, Youth Empowerment and Leadership, and Environment modules are developed, revised according to recommendations and finalised ready for printing .

The Module Development Consultant will ensure that key deliverables are finalized as per agreed work plan produced in the first week of the assignment. Deliverables will be reviewed by the project manager.    

Impact of results

The key results will have an impact on the overall success of implementation of the Y4C joint initiative, and to youth and socio-economic rehabilitation and reintegration programming on the global scale. In particular, the key results will contribute to quality educational materials for implanting similar programmes in post/conflict settings.

Required Skills and Experience

Education:    

  • Master’s degree or equivalent degree in education or youth social rehabilitation.
 Experience: 
  • Minimum of five years of experience in curriculum development, teaching/ training and have hands-on experience in the social rehabilitation;
  • Minimum five (5) years   relevant experience relevant experience at the national or international level, is required; Proven track record of successfully assuming responsibilities of similar size and complexity;
  • Technical expertise in Legal systems, community security, restorative justice, alternative dispute resolution and/or other directly related fields;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages;
  • Experience in inter-agency coordination of development or humanitarian assistance, and working with the United Nations, is desirable;
  • Experience with peacebuilding, social cohesion, good governance and civic education, and gender mainstreaming and added advantage.    

Language Requirements:   

  • Strong written and spoken English skills and Somali language is required.
Terms of Service

This is a non-staff contract under the modality of hiring of the UNDP. Individuals engaged under a Service Contract serve in their individual capacity and not as representative of a government institutions, corporate body or other authority external to UNDP. The incumbent shall not be considered as staff of UNDP, the UN common system or the government and are therefore not entitled to any diplomatic privileges or any other special status or conditions.
