Background

The UN Country Team has adopted a Delivering as One approach intended to enable the UN system in Uganda to respond jointly and more effectively to national development priorities, to accelerate growth and reduce poverty.  Accordingly, the UNCT in Uganda is delivering under five key pillars, one of which is “One Voice” that enables the team to have joint and coherent messaging through the UN Communication Group, comprising of Communication staff from all UN resident agencies in Uganda.

The UNCG, implements the communication strategy of the UNDAF including the production of Information, Education and Communications (IEC) materials to support the advocacy work of the UN in Uganda.  One of these is the UN Uganda Delivering as One newsletter which is published quarterly. In 2014 the UNCG made a decision to theme the newsletter on the three convergence areas: Maternal and Child Health (MNH), Youth Engagement and Employment (YEE), and Gender. Within this context, UNDP, as chair of the YEE is producing the second edition of the newsletter to coincide with International Youth Day in early August.

To successfully undertake this, UNDP Uganda intends to hire the services of an experienced graphics designer to assist them to design two publications: A full-colour 24-28 page UN DaO Newsletter, and a 4-page full-colour electronic internal newsletter for UNDP. Both of these publications will comprise texts, photographs and some tables and will be produced in an A-4 size format.

The successful Candidate should have an impressive portfolio of creatively and uniquely designed work as well as competent personnel to deliver on the assignment, and on time.

Duties and Responsibilities

Consultancy Rationale

The designer will be required to work with the UNDP Uganda Communications Unit to design and layout a series of articles, pictures, interviews, tables and graphs in a newsletter format in accordance with the UNDP/UN Uganda Graphic guidelines. The end product of this will be: A full-colour 24-28 page UN DaO Newsletter, and a 4-page full-colour electronic internal newsletter for UNDP.

Consultancy Objectives:

The Communications Unit is seeking to engage a consultant to undertake design of two newsletters (1 24-page full colour, and 4-page internal newsletter).

Detailed Consultancy Activities: 
  • Submit the preliminary layouts for discussion with UNDP;
  • Revise the selected layout as discussed with UNDP/UN RCO;
  • Design and layout the publication;
  • Submit the publication to UNDP for proofreading (up to 3 rounds of corrections to be covered; under the agreement);
  • Ensure all corrections have been inserted;
  • Obtain a final sign off from UNDP before submitting electronic files to the printer;
  • Coordinate with clients and printers on proofs to ensure quality of the end-result;
Consultancy Final Deliverables:
  • E.g. Well done layouts;
  • At least two dummy print-outs for comments and approval;
  • Submit all final printed hard copies of all materials as well as electronic copies on CD to UNDP.
Consultancy Implementation Arrangements

The consultant will be under the overall supervision and guidance of the UNDP Communications Unit for the purpose of delivering the above outputs, within the specified period (July 22 -31 2014). The Consultant will be given all the necessary support to execute the assignment successfully. These shall include:
  • Access to relevant text and information necessary for execution of the duties under this assignment;
  • The designer on the other hand will be required to have all the equipment and software packages necessary to execute the task.
Consultancy Duration

The contractual agreement would cover a period of 8 days. UNDP reserves the right to rescind this agreement due to unsatisfactory performance by the contractor.

Required Skills and Experience

Education:
  • Should have a bachelor’s degree in Industrial Art, Graphic design or relevant certificates in related fields.
Experience:
  • Contractor must be a reputable graphic designer or firm with prior experience designing similar projects with UN agencies or other reputable organisations;
  • Should have superb graphic design skills with minimum of 3 years working experience in magazine layout, design, or advertising design;
  • Contractor must be experienced in commercial print management.
  • Technical capacity and demonstrated ability to generate creative designs to illustrate text in an engaging and visually appealing manner;
  • Proven ability to support the development of high quality knowledge materials;
  • Should have excellent working knowledge of MAC OS, InDesign, Photoshop & Illustrator, Adobe Acrobat and MS Office as well as other graphic tools along with graphic optimization skills.
Language Skills
  • Excellent written and spoken English Language only.
Other Requirements
  • Contractor must guarantee timely delivery of design copy.
Intellectual Property:

All information pertaining to this project as well as outputs produced under this contract shall remain the property of the UNDP who shall have exclusive rights over their use. Except for purposes of this assignment, the products shall not be disclosed to the public nor used in whatever format without written permission of UNDP in line with the national and International Copyright Laws applicable (including display as part of work portfolio).

Evaluation Method and Criteria:

Cumulative analysis


The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:
  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;
  • Technical Criteria weight; - 70%;
  • Financial Criteria weight; - 30%.
Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

Payment Schedule:

Payment shall be made in one lump sum after approval and certification of final design (incorporating suggestions and recommendations) by UNDP. Payment shall be all inclusive and the contract price is fixed regardless of changes in the cost components.

Documents to be included when submitting the proposals:

Interested individual consultants must submit the following documents/information to demonstrate their qualifications in one single PDF document:
  • Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP (Annex II);
  • Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references.
Technical proposal:
  • Brief description of why the individual considers him/herself as the most suitable for the assignment;
  • A methodology, on how they will approach and complete the assignment;
  • Financial proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided (Annex II)
