Background

The RBEC Regional Centre is a regional hub focusing on providing policy and programmatic support to UNDP activities in the Europe and Central Asia. Throughout UNDP´s programmatic focus areas, it assists Country Offices in development and implementation of initiatives and at the regional level, it conceptualizes and implements activities in partnership with a wide range of partners.

The structure of the Regional Centre is composed of policy/programme teams consisting of specialists and advisors that work cross-thematically and issues-based through Development Solutions Teams in support of country and regional level activities and supported by the Operations Team.

Under the supervision of the Team Leader, Knowledge and Innovation and in close collaboration with members of the Team, the Innovation technology expert contributes to the work of the Team in the area of knowledge and innovation, web development, data visualization, formulates concepts, implements and evaluates initiatives and activities in the respective area of work. S/he provides support and advice to knowledge and innovation activities of the UNDP Country Offices in the RBEC region and supports activities of the Team through provision of technical expertise. The team is proactively promoting rapid prototyping and agile development methodologies and advocating for the use of open source solutions as a matter of preference.

The Innovation technology expert works collaboratively with Teams in the Regional Centre, and Country Offices contributing to initiatives activities through Development Solutions Teams (DST) and other collaborative work modalities.

Duties and Responsibilities

Web systems management / Innovation team support (70%)
  • Manage the migration of Web servers from Bratislava to Istanbul;
  • Overall maintenance of locally hosted web servers and services based on Apache (Windows) and ColdFusion webs. Keeping all internal/external systems in operational mode;
  • Maintain and administer internal and external web applications provided by team, it mainly includes custom Wordpress blogging platform and other systems developed/established by the team;
  • Develop new online systems or new features of current systems;
  • Proactively suggest new applications to improve Team’s productivity and implement them;
  • Provide end-user and administrative support to the clients of the Team’s web applications.
Advisory services (20%)
  • Provide support to the UNDP Country offices and country-level initiatives to adopt innovative technologies for development work. This entails, among others: researching technical options that meet Country Offices’s needs; advise on the implementation of technology solutions: drafting and reviewing TORs for technical assignments; keeping abreast of technology trends and solutions that can be applicable to UNDP work;
  • Administers and supports Really Simple Reporting platform;
  • Provide rapid prototyping services for the technical aspects of UNDP work in the region.
Networking (10%)
  • Maintain the network of potential consultants experienced in application innovative technologies, such as data visualization, web development, mobile applications development, data mining, usability testing, etc.
Expected outputs /Deliverables:

Innovation technology expert, within the scope of his/her responsibility, will be expected to:
  • Successfully complete the migration of web services from Bratislava to Istanbul;
  • Develop prototypes for new innovative tools for the UNDP RBEC Regional office;
  • Complete the transformation of former Online services to new platforms.
Specific deliverables will be agreed upon with the Supervisor at the beginning of each month, in writing. Payments will be made once a month upon submitted satisfactory progress report against deliverables and approved timesheet submission providing details of time spent on respective deliverables, their timely execution and acceptance by the Supervisor (Regional ICT Specialist).

Required Skills and Experience

Education:
  • Bachelor degree in computer related or a similar technical discipline science (Master degree in this fields would be an asset).
Experience:
  • Minimum 3 years of experience in the field of innovative technologies implementation, web development, data visualization or similar;
  • Experience in developing and maintaining modern web/mobile applications;
  • Experience in work with usability principles for user interfaces is an asset;
  • Experience in HTML/CSS/JS is required;
  • Experience in programming in PHP is required;
  • Experience in programming in ColdFusion is an asset;
  • Strong experience with rapid prototyping methodology is required;
  • Experience in digital design is  an asset;
  • Experience in handling a variety of  internal business clients is an asset.
Language skills:
  • Proficiency in the English language, written and oral
  • Knowledge of Europe and Central Asia region languages, especially Russian, would be an asset
Evaluation of Applicants:

Individual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal.

The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical (P11 desk reviews and interviews) and financial criteria specific to the solicitation.
Only those individual consultants who obtained at least 70% of points in each of the steps of the process will be considered for financial proposal evaluation.

Technical Criteria - 70% of total evaluation – max. 70 points:
  • Criteria A – Previous experience in data visualization or data art (max points: 10);
  • Criteria B – Previous experience with programming in ColdFusion (max points: 20);
  • Criteria C – Previous experience in rapid prototyping (max points: 20);
  • Criteria D – Previous web server management (max points: 10);
  • Criteria E – interviews Communication skills (max points: 5);
  • Criteria F – interviews Client orientation (max points: 5).
Financial Criteria - 30% of total evaluation – max. 30 points.
