Background
UNDP in partnership with the Department of Agriculture – Philippine Crop Insurance Corporation (PCIC) is implementing the project, “Scaling Up Risk Transfer Mechanisms for Climate Vulnerable Agriculture-Based Communities in Mindanao”. The project aims to reduce poverty by strengthening the resilience of vulnerable agriculture-based rural communities in Mindanao through climate risk transfer mechanisms and productivity enhancement measures.The project was designed to address two types of climate risk:
- (1) increasing variability in climate; and
- (2) climate-changed induced natural disasters. Weather index-based insurance (WIBI) which has been pilot tested by PCIC on a small scale in the last 3 years will be expanded to at least 3,000 households. Disaster Risk Management will also be introduced, disseminated and strengthened at a community level in the same locations where WIBI will be delivered. The provision of climate change adaptation options for the above mentioned types of climate risks in a synchronized manner will increase the adaptive value of such options and reduces vulnerability of small-holder farmers.
Duties and Responsibilities
Under the supervision of National Project Coordinator , the Technical Assistant will carry out the following tasks:- Assist the NPC in overseeing the day-to-day management and coordination of the implementation of project activities in accordance with the project document;
- Provide assistance in the holding of Inception Workshop, trainings, seminar-workshops, meetings and other project activities to be conducted by the PMU;
- Assist in preparing/reviewing and revising consolidated periodic/annual project work and financial plans of partners/collaborators;
- Assist the NPC in reviewing the required outputs/deliverables and other reports submitted by the partners/collaborators;
- Monitor the timely submission of technical reports, quarterly financial reports, and other reports as may be required;
- Assist in coordinating the work of all components/implementing partners/collaborators, recruited staff, service providers, consultants and sub-contractors;
- Prepare monthly evaluation of project activities and accomplishments of all components/ implementing partners/collaborators;
- Provide assistance to partners/collaborators in the conduct of their project activities;
- Assist the NPC in liaising with relevant private and government agencies to ensure the effective coordination of all project activities;
- Participate in organizing Project Board (PB) meetings, including drafting of progress reports and other reports to the PB and ensuring the fulfillment of PB directives;
- Participate in and records highlights of meetings of PMU;
- Coordinate with PCIC re financial matters, support services and pilot project implementation in the concerned PCIC Regional Offices in Mindanao;
- Coordinate with UNDP re project implementation activities;
- Disseminate project reports and respond to queries from stakeholders; and
- Perform other duties and related functions.

Required Skills and Experience
Education:- University degree in Statistics, Economics, Environmental Sciences, Public Administration, Agriculture, Business Administration, Agricultural Engineering, Social Sciences or closely related field
- At least 2 years of relevant experience in technical assistance in project management, planning and policy, financial analysis and budgeting;
- Previous working experience with a UN agency an asset.
- Has excellent communication skills, such as: oral and written communication in English and Filipino;
