Project description

UNDP Sudan works towards supporting the country to accomplish substantive progress in the area of poverty reduction adopting a comprehensive approach to the reduction of human and income poverty, in line with the Millennium Development Goals. UNDP Poverty Reduction & MDGs Unit recognizes that achieving the Millennium Development Goals depends on vibrant economic growth, driven by the government and supplemented by the private enterprises to create jobs and provide goods and services for the poor.

To this end, ‘Creation of job opportunities for youth in Sudan through labor intensive work opportunities’ aims to create rapid employment opportunities for unemployed unskilled and semi-skilled workers through labor intensive infrastructure development, and linkage of these young workers to longer term employment and livelihood opportunities. The project will rapidly generate demand for youth labor using local resource and labor intensive approaches to contribute to a modern infrastructure and utilities for rural and urban populations. The project will support two types of labor intensive works: road works and waste management.

The project’s expected outputs are:

  •  Labour based Coordination Unit established within MOHRDL, functional and operational;
  •  Capacities for unskilled young workers are developed through labour based and business development methods.

Duties and Responsibilities

Scope of work

The purpose of the International Technical Advisor consultancy is to provide managerial, technical and administrative advice to develop the capacity of staff of the newly established Labour Based Coordination Unit within the Ministry of Labour in order to act as an interface between the Government, the development partners, NGOs and the private sector for an increase demand for youth employment opportunities and play its expected pivotal role in effectively coordinating all the project activities related to labour intensive work in the road and waste management sectors in Khartoum State.

The International Technical Advisor will perform the following duties and responsibilities:

  • Advise on the preparation of a work plan and detailed budget of the project components;
  • Advise on the LBCU staffing and human resource development, such as training needs assessments, development of job descriptions, etc.;
  • Advise on development of guidelines, procedures and templates for the management and running of the LBCU;
  • Develop the capacity within the LBCU including advisory missions related to practical implementation and training aspects of ongoing and potential activities, to plan, implement and monitor projects using labor intensive or labor-based methods;
  • Assist in monitoring the work of the project and LBCU staff in the area of coordination of project activities and quality assurance;
  • Lead the preparation of guidelines, technical notes, training material and information sheets on managerial, technical and administrative aspects of the practical implementation of labor intensive works;
  • Advise on development and adaptation of standard documentation, guidelines and procedures related to the implementation of labor-based works including technical design standards, work methods, organization, contract documents, bill of quantities, tendering documents, procedures for contract award, etc.;
  • Advise on developing capacity within public and private sectors to plan, execute, and monitor infrastructure works applying local resource based implementation strategies;
  • Advise on monitoring, evaluation and appraisal of labor-based project implementation;
  • Advise on systems, procedures and regulations with a view to optimizing the prospects of expanding the medium and long term application of labor-based technology and involvement of domestic small-scale contractors for infrastructure and waste management and recycling works;
  • Assist in liaising with the other government agencies which have similar ongoing projects, particularly in the area related to the development of appropriate administration and financial procedures, with the purpose to facilitate the integration of the project activities into the administrative system and procedures of government agencies;
  • Assist in liaising with other donor agencies and projects for potential scale up and roll out of the project;
  • Work closely with the Project Manager in preparation of Bi-annual and Annual Project reports.

Expected Deliverables / Outputs:

Overall deliverables are spread over 6 key milestones as depicted below. The consultant will be paid based on the completion of the following milestones and dispensing the deliverables to UNDP. The anticipated delivery dates are best estimates but may be subject to change depending on the date of Contract commencement dates.  Most likely the constact will begin in August or September 201 depending on finalization of bidding process and visa availabiltiy.

Deliverable 1: Establish detailed organizational and administrative framework of the LBCU such as staffing, human resource development, training needs assessments tool, development of job descriptions, etc. in which the project will be implemented:

  • Duration: 50 Working Days;
  • Target: November 2014.

Review and Approval:

  •  Head of Poverty Reduction & MDGs Unit;
  •  Programme Specialis;
  •  Project Manager.

Deliverable 2: Develop Guideline document for the LBCU that include procedures and templates on managerial, technical, administrative and operational aspects for the management and running of the LBCU that includes information sheets, technical design standards, work methods, organization, contract documents, tendering documents, procedures for contract award, etc.

  •  Duration: 50 Working Days;
  •  Target: November/December 2014.

Deliverable 3: Develop a Capacity Development Manual and Plan for the LBCU including Training Modules and identified training centers:

  •  Duration: 30 Working Days;
  •  Target: November 2014.

  •  Programme Specialist;
  •  Project Manager.

Deliverable 4: Establish effective liaison and coordination mechanism with other government agencies as well as with the other donor agencies and projects:

  •  Duration: 10 Working Days;
  •  Target: January 2015.

  •  Programme Specialist;
  • Project Manager.

Deliverable 5: Produce Quarterly Progress Reports:

  • Duration: 6 Working Days;
  • Target: November 2014, February 2015.

Deliverable 6: Produce Final Report based on the feedback provided by UNDP:

  •  Duration: 4 Working Days;
  •  Target: March 2015.

It is to be noted that there may be a change in actual target dates depending on the date of contract commencement, however, the actual number of work days (150 days) will remain unaltered in any case. The consultant is required to complete the entire job within the span of 7 months, maximum.

Institutional Arrangement

The International Technical Advisor will work under the overall guidance of UNDP Head of Poverty Reduction and MDGs Unit and under direct supervision of the National Project Manager. The Advisor will provide managerial, technical and administrative advice, and assistance to the Project Manager and the staff of the Labor-Based Coordination Unit (LBCU) under the Ministry of Human Resources Development & Labour. The Advisor will also spend a considerable amount of working time liaising with training centers, contractors, and other national and international stakeholders of relevance to be identified during the course of the project. 

Duration of the Work

The Consultancy duration is of 150 working  days ( 5 days a week) spread over the maximum duration of 7 months from the date of contract commencement. 7 months is inclusive of travel time to and from home country of the Consultant to Sudan. It is anticipated that Consultant is required to take 1 travel to Sudan during the span of 7 months. 

Duty Station

The consultancy duty station is Khartoum Sudan. The International Technical Advisor will be based at the Ministry of Human Resource Development and Labour. The Consultant is required to consider, in addition to his professional fees, cost of ticket, terminal expenses, insurance, and Living allowance to meet the expenditures in Sudan.

Required Skills and Experience

Education:
  • Master degree in Civil Engineering, Public or Business Administration or other relevant academic degree.
Experience:
  • 15- 17 years of experience in labour infrastructure works management, applying labour-based work technology and small-scale contracting in developing countries;
  • A proven ability to analyze detailed managerial, organizational, administrative and policy issues affecting the use of local resources with particular reference to labor-based work methods and local contracting and to provide appropriate advice to those responsible for planning and implementation of such construction and maintenance projects;
  • A proven managerial capability in the context of collaboration with governments of developing countries, with representatives of donor agencies, and with teams composed of consultants, experts and local collaborators of different and cultural background.

Language:

  • Fluency in spoken and written English.

Scope of Price Proposal and Schedule of Payments:

The consultancy will be remunerated through a Lump Sum amount which is “all-inclusive”. The Lump Sum is payable upon delivery and acceptance of all the products indicated in Section D above. The clearance of final products must be obtained by the persons identified in section D above. This contract price is fixed regardless of changes in the cost components.

Criteria for Selection of the Best Offer

The offers received from the candidates will be evaluated using combined scoring method. The Combined Scoring method assesses the offers with technical merits of the proposals – where the qualifications and methodology will be weighted a maximum of 70%, and later combined with the price offer which will be weighted a max of 30%.

The price proposals of candidates obtaining 490 points and higher (or 70% or above) will only be technically qualified; they will be reviewed and compared for the assessment of overall ranking of the proposals. Those obtaining lower than 490 points (or lesser than 70%) will be technically non-responsive proposals; price proposals of such candidate will not be compared.
Assessment of the Price Proposals (300 Points) or 30%

The lowest priced bid from among the technically qualified Offerors will obtain the full marks of 300 points in the price proposal. Price proposals of remaining qualified bidders will be prorated against the lowest priced bid using the following formula to derive the marks in their price proposal:

Marks obtained by a Bidder = Lowest Priced Bid (amount) / Bid of the Offeror (amount) X 300 (Full Marks)

Award of the Contract/Award Criteria:

The contract will be awarded to the bidder whose proposal obtains the highest cumulative marks (points) when the marks obtained in technical and price proposals are aggregated together.

The contract award, however, is dependent on the conditions mentioned “Offerors Letter to UNDP – Confirming Interest and Availability for the Individual Contractor (IC) Assignment”. Candidates disagreeing to fulfill the applicable conditions will not be eligible for contract award and signing.

The key criteria for rating the qualification and methodology has been stated together with their equivalent percentage weight, so that Offerors can be evaluated objectively. Therefore, candidates are required to pay highest attention to these requirement while preparing the technical and price proposals.
