Background

This is a stand-alone position based in Aktau and part of a joint programme (JP) of local development assistance operated by seven UN agencies (UNDP, UNICEF, UNFPA, UNESCO, UNHCR, UN Women and WHO) with government cost-sharing. Through the JP, the UN agencies support local authorities and communities to address disparities in socio-economic development, to develop human capital, and to otherwise advance toward national development goals. Priority is given to enhancing the service capacity of local institutions of government and public service, and to facilitating citizens to organize and constructively express their interests in line with the national plan for decentralization. The JP project concentrates on development in rural and among the most vulnerable people.

All participating agencies share the responsibility for the success of the joint programme, and for reporting on results. Funding comes from a grant from the Government of Kazakhstan and from agencies’ other resources. More information on the JP can be found at www.un.kz.

Duties and Responsibilities

Functions and Key Results Expected

The Liaison Officer (LO) will give local coordination and communication support to the implementation of the UN JP in Mangistau region and will share responsibility for ensuring that its overall objectives are achieved. Under the overall direction of the UN Resident Coordinator and JP Program Board, (s)he will be accountable to heads of each of the participating UN agencies and will work closely with their staff to facilitate their work in the region. The LO will give special attention to liaising with local government and non-governmental actors, and to effective communication of the programme’s goals, activities, and achievements.

The main duties of the LO include, but are not limited to:

- Maintains good relations with government and community representatives and provides them with regular information about the JP;

- Provides monthly updates (in a form of consolidated reports) on the JP implementation to heads of UN agencies based on inputs provided by the programme staff of those agencies;

- Serves as the Secretariat for the Programme Board and manages the preparation for and follow up to the Programme Board meetings;

- Gives support to programme staff of UN agencies in ensuring access to the Akimat and other local partners for programme activities;

- Supports development and implementation of joint advocacy efforts in support of key programme initiatives, in collaboration with programme and communications staff of UN agencies;

- Liaises with local media outlets;

- Works with communities to develop knowledge and awareness on issues related to the JP;

- Provides support to UN agencies with development of annual work plans and budgets;

- Provides information support to participating UN agencies with drafting annual progress reports, terminal reports, and evaluation reports specified in the Monitoring and Evaluation Section of the Programme document;

- Participates in the planning and preparation of external programme evaluations and audit;

- On a regular basis brings to the attention of RC/Heads of Agencies issues that may affect the effective, efficient and timely implementation of the Programme (e.g. legislative, financial, and other barriers);

- Provides interpretation and translation services on ad hoc basis;

- Other duties as assigned.

Required Skills and Experience

Education: A bachelor’s degree in Social Science, Communications, Public Administration, International Relations or other fields related to the area of the assignment.

Experience:

- At least 5 years of relevant professional experience, including extensive experience of project management and a demonstrated ability to manage complex technical assistance projects;

- Profound knowledge of the region’s socio-economic situation;

- Excellent interpersonal and communication skills and ability to work in a team;

- Advanced PC user.

Language Requirements:

- Good written and spoken English, Kazakh, and Russian
