Background

The African Union (AU) is mandated to provide leadership for accelerated integration and sustainable development in Africa through the promotion of unity, solidarity, cohesion and cooperation amongst Member States. In pursuant of this mandate the AU has established a number of bilateral and multilateral partnerships, as well as partnerships with regional groupings and organizations. Effective and efficient management and coordination of these partnerships are imperative for Africa to maximize the benefits and added-value towards the continent’s industrial, technological and human capital development. To this end the AU requested the assistance of UNDP, as a trusted and key partner for many years, to strengthen its capacity in this regard.

Following needs assessments in 2011 UNDP engaged a team of consultants to work towards strengthening the strategic management and coordination of partnerships by the African Union Commission (AUC). Deliverables of the assignment included the establishment of the Partnership Management and Coordination Division (PMCD) in the Office of the Chairperson, supported by various mechanisms and tools. These included a Partnership Strategy Framework to provide guidelines, criteria for engagement in, and the management of partnerships, as well as a management information system.

The institutionalization and operationalization of the PMCD have however remained a challenge for a number of reasons. The new leadership of the Commission has been concerned about this challenge and is taking steps to address the challenge. The UNDP is supporting the process, and as part of this assistance, the AUC requires the services of a junior consultant.

Duties and Responsibilities

The objectives of the consultancy are to support activities relating to the operationalization of the partnership management and coordination functions of the PMCD. In this regard the main tasks to be undertaken by the Junior Consultant under the supervision of the Head of Division will include, but not limited to, the following:

  • Assist in coordinating activities between the PMCD and other Departments, Directorates, and Units of the AUC;
  • Assist in arranging and servicing meetings of the Partnership Coordination Committee (PCC), keep records of the meetings, and follow up on implementation;
  • Liaise with partnership focal persons of various Departments, Directorates, Divisions and Units to capture relevant data and information on partnerships in the Partnership Information Management System (PMIS) and ensure that the PMIS database is up-to-date;
  • Assist and contribute to arrangements for meetings relating to Africa’s Strategic Partnerships, including but not limited to meetings of senior officials, experts, and the Sub-Committee on Multilateral Cooperation;
  • Provide support for the organization of thematic networks, consultations and meetings on development cooperation and international relations; 
  • Participate in all the relevant coordination meetings related to Africa’s Strategic Partnership, and prepare and submit relevant reports as my be required;
  • Prepare and submit monthly reports to the Head of Division on any Strategic Partnerships that may be assigned;
  • Assist with preparations and provide facilitation support for the training of AUC personnel in partnership management and coordination.

  • Ability to work independently and creatively;
  • Experience in AU strategic partnership management and coordination will be an asset.

Required Skills and Experience

Academic Qualifications:
  • At least a Bachelor degree (or its equivalent) in International Law, International Economics, International Business Administration or any other relevant discipline.
Years of experience:
  • Preferably a minimum of two (2) years of relevant and practical experience.
Language and other skills:          
  • Proficiency in one of the working languages of the AU;
  • Competence in the use of standard Microsoft office application (Word, Excel and PowerPoint).
