Background

Following the phasing out of the Emergency Telecommunication Cluster (ETC), UN Agencies are taking over the Integrated Telecommunication system in regional sub offices in MALI.

Therefore Two experienced and strong International Roving ICT Experts are required: One, in Tombouctou, and GAO and one in Bamako.

Under the guidance and direct supervision of the Deputy Country Director, the Roving Experts, manage telecommunication services, develop and implement telecommunication systems, provides information management tools and technology infrastructure within the Region. The Roving ICT Experts are responsible for review of and advice on the use of new technologies that will enhance the CO productivity. The Roving ICT Experts promote a client-oriented approach.

Duties and Responsibilities

  • Install, maintain and repair HF and VHF communications equipment and other telecommunications systems;
  • Program Radio handset for UN agencies and NGO;
  • Ensure maintenance of HF and VHF repeaters;
  • Develop, implement and maintain major Local Area network and Wide Area Network projects for all radio rooms
  • Administer and coordinate use of the LAN & WAN in the radio rooms;
  • Provide recommendations on LAN operations and design and identify need for new systems (or modifications to existing systems);
  • Analyze networking problems and recommend solutions to modify and improve equipment, facilities and services (HF, VHF , Lan, Wan );
  • Maintain upgrade or enhance existing systems including troubleshooting and providing continuing technical user support i.e resolve difficult network problems and advise on use of new techniques;
  • Ensure appropriate data security and access controls considering both local and wide area issues;
  • Install and Des-install computer equipment and software as required;
  • Connect equipment to the local area network and to enterprise-wide services such as e-mail and internet;
  • Troubleshoot and test all enterprise systems;
  • Responsible for daily operations of the e-mail service and proper connection of all users;
  • Supervise staff/technicians as required;
  • Organize internal ICT mission as required;
  • Provide daily support to Agencies and other partners in;
  • Provide regular reports on activities and progress to NOC (Network Operation center)  coordinator;
  • Supervise radio operators;
  • Train staff and radio operators on proper use of communications equipment and related equipment and on compliance with HF and VHF rule and procedures;
  • Maintain stocks of spare parts and equipment to support the repair and maintenance of communications equipment and components;
  • Provide emergency communications capabilities in support of staff security;
  • Perform other related duties as required.
Scope of Price Proposal and Schedule of Payments

Financial proposal must state a Lump Sum Amount

  • The lump sum amount must be “all-inclusive ”;
  • If duty travels are expected, UN’s Daily Subsistence Allowance (DSA) rates prevailing at the time of sourcing will apply, for the duty station and all other cities indicated in the TOR as part of duty travel destinations.

Required Skills and Experience

Education:
  • Bachelor degree in Information systems with five year of experience.
Experience:
  • Minimum 5  years of relevant working experience, including development and implementation of telecommunication and ICT strategies, management and supervision of telecommunication and ICT services and teams, hardware and software;
  • Good knowledge and experience of Vsat Technology;
  • Relevant experience in crisis countries and especially in Mali is an Asset;
  • Cisco Certified Network Engineer (CCNE) and Microsoft Certified Systems Engineer (MCSE).
  • HF/VHF Systems certified technician or engineer.
Language:
  • Fluency in the UN language: French and English.
