Background

UNCDF has undertaken a Making Access Possible diagnostic in Myanmar, consisting of detailed supply and demand side analysis as well as a developed a roadmap for financial inclusion. UNCDF requires the assistance of a consultant who is experienced in the content of MAP, particularly the underlying diagnostic document, the synthesis report and the roadmap to be able to confidently develop targeted content for identified key stakeholders and present the outcomes of the research as well as the proposed focus areas for implementation of the roadmap.

Duties and Responsibilities

The objective of this document is to:
  • Outline the objectives for a consultant who will undertake the development of the targeted content;
  • Outline the work needed for obtaining buy-in for the roadmap among stakeholders.
Scope of Work
 
The Consultant’s involvement in MAP is to collaborate with the MAP global programme advisor, UNCDF Programme Specialist, in order that they may:
  • Develop specific thematic notes from the existing material, namely the Myanmar Diagnostic, synthesis note and roadmap for specific stakeholders in order to obtain buy-in for the roadmap and implementation going forward;
  • Provide support to the UNCDF resource in Myanmar to present the findings and implementation framework to stakeholders; 
  • Identify, finalise and develop a plan for meeting with stakeholders.
Duration of assignment, Duty Station and expected places of travel 
 
Duration:  August - November 2014
Duty Station: Homebase with travel to Myanmar

Final Products
  • August 20 – Submit list of meetings to present findings and roadmap;
  • August 23 – Submit final meeting schedule;
  • August 23 – Submit list of specific presentations to be developed for stakeholders;
  • August 30 – Submit drafts of presentations to stakeholders;
  • September 1 – 20 – Undertake meetings and presentations.
Provision of Monitoring and Progress Controls
 
The consultant will report to Programme Specialist, MAP Global Programme Advisor, and UNCDF Senior Regional Technical Advisor, Inclusive Finance.  The outputs will be shared among UNCDF Regional Office, Country offices and regional partners for any revision and evaluation.

Functional competencies:

  • Fully proficient computer skills and use of relevant software and other applications;
  • Capacity in conducting and overseeing research and communication related to financial inclusion, economic development of women.  Ability to manage events, oversee contributions of other actors; 
  • Skilled in quantitative and qualitative analyses and data presentations;
  • Skills in overseeing document and report production, print and electronic publishing; 
  • Proven Capacity in working with a diverse set of stakeholders at different levels in the public, private and civil society sectors.  
Corporate competencies:
  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability;
  • Highest standards of integrity, discretion and loyalty.

Required Skills and Experience

Education:

  •  Advanced degree in economics, finance, business or public administration or related field

Experience:

  • A minimum of 5 years of experience in financial sector development, financial inclusion women’s Documented, deep technical knowledge and experience with financial services and financial inclusion; 
  • Experiences with similar assignments in LDCs and developing countries in Asia and Africa;
  • Experience in dealing with multiple stakeholders and stakeholder management;
  • Familiarity with MAP diagnostic document outputs is an asset;
  • Experience incorporating lessons learned into inclusive finance projects and programmes;
  • Excellent organizational, inter-personal, communication and administrative skills, including solid experience in financial management;
  • Familiarity with UN/UNCDF rules and procedures is an advantage;

Language:

  • Excellent command of the English language, with outstanding written and oral communication skills.

Evaluation Method:

Consultants will be evaluated based on UNCDF’s cumulative analysis method. When using this weighted scoring method, the award of the contract shall be made to the consultant whose offer has been evaluated and determined as:
Responsive/compliant/acceptable, and having received the highest score out of a pre-determined set of weighted technical (70%) and financial (30%) criteria specific to the solicitation.
 Evaluation Criteria:

  • Education (10%).
