Background

The crisis in the different cities of Iraq and its neighbour country Syria and its consequences across the borders in Iraq is an escalating serious humanitarian and human rights emergency. The crisis is being compounded by a massive scale suffering and hardship. Women and children including, disabled, elderly, and victims of conflict in Iraq and Syria have endured numerous displacements since the start of the conflict. Women and girls in particular are among the hardest hit group and due to their gender-specific vulnerability and needs must be given additional support and protection to face the adverse conditions as refugees.

Since the beginning of the Syrian crisis over 220,000 Syrian refugees and 300,000 IDP’s have fled into Iraq’s Kurdistan region. These influxes of Syrian refugees and IDPs are being settled into different camps across the KR-I.Considering the prevailing refugee conditions, these women and young girls are at serious risk of:

  • Increased vulnerabilities for Gender-Based Violence (SGBV), trafficking as well as sexual harassment and abuse;
  • Forced and under-age marriages, rape, abduction, sexual slavery.

UNDP in partnership with Directorate for Combatting Violence Against Women and national implementing partners from civil society support the provision emergency prevention and protection measures targeting women and girl who are vulnerable to the afore-stated abuse, violations and exploitation. In doing so UNDP is establishing 3 canters inside the Syrian refugees’ camps in Dahouk, Sulymainah and Erbil and additional 2 centres in the IDPs camps in Dahouk and Erbil the centres provide set of legal and social services to strengthen the protection of women and girls from Sexual Gender-based Violence.  

In view of the above UNDP is seeking the recruitment of a Project Coordinator woh will focus on supporting and monitoring the implementation of the “Enhancing protection for vulnerable women and girls among the Syrian Refugees and IDP’s from SGBV and Trafficking” Project, extending support to implementing partners, liaison and coordination with UN agencies, other organizations and monitoring and evaluation of program activities.

Duties and Responsibilities

  • Lead UNDP SGBV intervention, represent UNDP in interagency, clusters and workgroup meetings;
  • Contribute to technical discussion on SGBV, advice and update UNDP management on issues related to SGBV.
  • Supervise the work of the implementing partners and provide sounds advise to improve the work;
  • Issue and produce regular reports on the progress of the projects, develop annual work-plans and monitor the daily implementation of activities;
  • Take the appropriate steps to develop SOPs, data-base for SGBV cases, establish referral system and lead coordination on SGBV with partners and UN Offices;
  • Support and advice on the process of selecting stakeholders for their participation in different activities;
  • Follow up on the project expenditure, in coordination with the Procurement and Finance Departments through monthly reports to the Project manager;
  • Support the creation and sustainability of strategic partnerships with counterparts;
  • Support UNDP resources mobilization to ensure that adequate fund is available for this project;
  • Produce report to UNDP project management, senior management, UNDP HQ and as required by other offices;
  • Follow up and ensure that required inputs are processed in a timely and transparent manner, according to UNDP Standard Operating Procedures;
  • Coordinate and supervise the implementation of project activities that involve different stakeholders, implementing partners and governmental entities and provide bi-weekly and monthly reports to the Project Manager;
  • Liaise with project implementing partners and ensure that the implementation of the activities is conducted in accordance to project work plan and objectives;
  • Coordinate and liaise with the operations team in providing support services to the projects activities, namely finance/admin, HR, procurement and logistics including arrangement for conferences and workshops;
  • Follow up on the day to day management issues related to the implementation of the project;
  • Support and supervise the daily work of the Project Associate and other staff and coordinate the implementation of project activities with the field staff in KR-I;
  • Provide necessary support to the project team staff in KR-I;
  • Provide induction briefings to newly recruited staff.;

Required Skills and Experience

Education:
  • Masters degree in Gender studies, Protection of IDPs and vulnerable groups.
Experience:
  • 5 years’ experience in SGBV, Humanitarian assistance, project management, program management and/or monitoring and evaluation, preferably within UNDP;
  • Familiarity with humanitarian coordination structures in Iraq is an asset;
  • Knowledge of the local cultural context;
  • Experience in program coordination.
Language:
  • Fluency in Arabic and English.
