Background

The Technical Committee on Cultural Heritage (TCCH) had asked UNDP to implement the restoration projects at the Apostolos Andreas Monastery for which the restoration designs had been prepared and accepted by both sides.

The first such project is the Restoration of the Main Church Complex. UNDP carried out the tenders and contracted a joint venture composed of Turkish Cypriot and Greek Cypriot building contractors early July 2014.

The contractor is in the period of mobilization. Thereafter works will commence. The duration of the will be 20 months from the date of commencement order.

It is envisaged that the Engineer’s Representative/site supervisor will be mobilized on site at the time of commencement order is given.

The Engineer’s representative will be located on site. He might also be requested, from time to time to attend meetings at the UNDP Head Office in Nicosia.

The Engineer’s representative reports to (supervisor) Senior Technical Officer or the Engineer / Programme Manager.

Duties and Responsibilities

Under the overall supervision of the UNDP Partnership for the Future Programme Manager and the direct supervision of Senior Technical Officer, he/she shall be the ‘Engineer Representative’ of the contract as per the duties and responsibilities of the UNDP General Conditions of Contract for Civil Works. The subscriber shall be the ‘Engineer Representative’ for the daily supervision of the restoration works. The duties and responsibilities are to be delegated by the Engineer in accordance with the UNDP General Conditions of Contract for Civil Works.
  • Administer the site on behalf of the Engineer, as Engineer Representative, in accordance with the contract conditions, specifications and drawings;
  • Supervise the works on site using procedures established by UNDP-PFF;
  • Ensure the correct implementation of the works according to technical specifications, the designs, good workmanship and quality of materials;
  • Prepare list of materials for which the procedures for acceptance will be done and carry out acceptance procedures;
  • Prepare list of tests that may be required and following these tests to be carried out and approved; Check and testing of completed works before they are covered by the contractor, taking photos;
  • Check and ensure that the site is arranged as per the site management plan and that all measures are taken for site safety and the safety of the third parties in the vicinity of the site;
  • Check and ensure that the site is maintained clean and tidy;
  • Ensure that health and safety measures are adopted and followed to the full extent; check and keep records of every item pertaining to health & safety;
  • Review the monthly health & safety report submitted by the contractor;
  •  Instruct additional safety measures in accordance with the H&S Plan;
  • Ensure that the environmental mitigation measures are carried out in accordance with the environmental mitigation monitoring plan;
  • Take pictures and collating these in digital formats for the records;
  • Study and verify quantities of works done and provide a report to UNDP-PFF;
  • Report on the quantities of works prepared by the contractor – review each payments certificate of the contractors and verify the quantities;
  • Keep records of all the site measurements of the works done as reference and for the records;
  • Collate all documentations for the payment requests for each statement (interim / final);
  • Duly maintain an electronic library of photos of the progress of the works;
  • Keep track on the contractor’s workplan and alert the Engineer if there are any lapses, especially in the critical path items;
  • Review and update of workplan - monthly in consultation with the Contractor;
  • Assist in the preparation of the substantial completion procedures and snag list;
  • Maintain a filing system with indexes and reference numbers for all site memos and instructions, measured quantities of work and materials on site, reports and other documents and correspondence pertaining to the construction activities;
  • Co-ordinate the site meetings and take minutes of meetings and share these with the Engineer.
  • Keep records of daily activities on the site in good narrative, sketches and pictures;
  • Review the workbook daily for correct entry and content and sign accordingly;
  • Inform the Engineer immediately of any problem which may arise with the Contractor and/or with the works.
  • Carry out any other tasks given by the Engineer;
  • The Engineer Representative shall submit a weekly report to the Engineer, the content of which will be decided by the Engineer in consultation with the Engineer Representative. The report will contain narrative, sketches, photos, etc.
  • Reporting will commence after two weeks of contract signature;
  • Narrative parts of the outputs must be written in good English and must be proof read before submitting.

Required Skills and Experience

Education:
  • University degree in civil engineering or architecture.
Experience:
  • 7 years of post-graduate experience;
  • 5 years of experience in site supervision of restoration / conservation of stone buildings or listed buildings or monuments or similar architectural heritage buildings / structures;
  • Experience in masonry structures must be shown in the CV.
IT skills:
  • Competency in computer use and knowledge / use of Microsoft Office including Word, Excel, PowerPoint and AutoCad or similar software.

Language Requirements:
  • Fluency in English and Turkish and/or Greek.
Other requirements:
  • Valid registration with the relevant professional association/s.
  • Valid driving license.
Submission of Applications and Evaluation

Application:

Interested individual consultants must submit the following documents/information to demonstrate their qualifications:

  • Motivation/Cover Letter: Explaining why they are the most suitable for the work;

  • References: Contact details of 3 references;
  • Financial Proposal: Financial proposal will specify the daily fee in EUR per working day (a day will be calculated as 8 hours and travelling to and from the sites will not be calculated as time spent for these services) and shall cover all expenditures including fees, health insurance, vaccination, international (all travel to join duty station/repatriation travel) or local travel (place of residence to office and office to place of residence), cost of living and any other relevant expenses related to the performance of services. Leave benefits (annual, sick, paternity, maternity) are not applicable to Individual Contractor and absent days including weekends and office holidays are not payable.

Evaluation / Selection Process: 

All applicants will be screened against qualifications and the competencies set above. Candidates fully meeting the requirements will be further evaluated based on the criteria below.

Technical Criteria (CV review and interviews) – 70 % of total evaluation– max. 70 points:

CV review: 30 points 

  • Educational qualifications and certifications as defined in the ToR (15 points)
  • Experience as defined in the ToR (15 points)

Only candidates who obtained at least 70% of points from the CV desk review (who will score at least 21 points) will be invited for an interview

Interview: 40 points 

  • Experience in supervision of emergency measures works and/or restoration/conservation of stone buildings and similar architectural heritage buildings/structures (15 points) 
  • Competency in computer use and especially of Autocad (10 points)
  • Experience in international organizations (e.g. UN, UNDP, EC) (5 points) 
  • Language: Fluency in English and Turkish and/or Greek (10 points)

Only those individual consultants who obtained at least 70% of points from the interview (28 out of 40) will be considered for financial proposal evaluation.

Financial Criteria – 30 % of total evaluation – max. 30 points.
  • Financial scores will be calculated using the formula [lowest offer / financial offer of the candidate x 30].

UNDP applies the “Best value for money approach” – the final selection will be based on the combination of the applicants’ qualification and financial proposal.

Payment Term:

Monthly lump-sum payable upon submission of the monthly time-sheet and the collated reports of the weekly reports and certification by the UNDP.
