Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
 
UN Women Multi-Country Office (MCO) is based in Almaty, Kazakhstan and covers 4 countries in Central Asia (Kazakhstan, Tajikistan, Turkmenistan, Uzbekistan). MCO programming in Tajikistan includes support to Government and civil society organizations in the development and implementation of innovative approaches aimed at achieving gender equality and women’s empowerment, specifically targeting increasing women’s political participation and leadership, securing women’s economic rights, strengthening women's involvement in peace building, ending violence against women and making government budgets and policies more responsive to women's needs.
 
In the area of ending violence against women, UN Women closely works with the Government structures to implement the priorities identified in the National Strategy on the Empowerment of Women for 2010-2020 and its Action Plan; the State Programme for the Prevention of Violence in the Family 2014-2023; National Action Plan on the implementation of CEDAW recommendations 2014-2017; and the national Action Plan on implementation of UPR Recommendations 2013-2015. At the country level UN Women support the Government of Tajikistan and UN Country team/Interagency Gender Theme Group to take active part in the global processes including review of the implementation of the Beijing Platform for Action, Secretary General UNiTe campaign and 16 days of activism to end violence against women.
 
Starting from June 2014 UN Women implements one of the components of UNDP- led Programme on Strengthening Rule of Law and Human Rights to Empower People in Tajikistan (hereinafter Rule of law Programme). UN Women in this programme intends to support 1) the Committee on Women and Family Affairs (CWFA) in the implementation of the State Programme on the prevention of violence in the family 2014-2023, and the enforcement of the law on the prevention of violence in the family; 2) CWFA and Human Rights institutions in the implementation of UN HRs Committees recommendations pertaining to gender-based violence and domestic violence, including standing recommendations from the CEDAW and UPR Committees and improve this capacity in gender mainstreaming to ensure compliance of national GE priorities with CEDAW and other HRs Conventions; 3) development and implementation of  practical actions to improve access of specific groups (migrants’ families in countries of destination, stateless, refugees, etc.) to civic registration services and improve the public awareness on consequences of non-registration (in pilot districts) in the context of prevention of/ and response to domestic violence.  
With a purpose to implement UN Women project within UNDP- led Rule of Law and Access to Justice programme, UN Women plans to hire a Project Coordinator, based in Dushanbe, who will bear full responsibility for overall implementation of Rule of Law project and other VAW related activities in line with the Annual Worlplan, at all levels in efficient and timely manner, with special emphasis on gender equality, result-based management and human rights-based approaches.

Duties and Responsibilities

The Project Analyst will work under direct supervision of UN Women National Programme Officer and in close collaboration with UN Women Kazakhstan Multi-Country Office team for effective achievement of results, anticipating and contributing to resolving complex project -related issues and information delivery. The incumbent is expected to exercise full compliance with UN Women programming, financial, procurement and administrative rules, regulations, policies and strategies, as well as implementation of the effective internal control systems.
 
More specifically, he/she will perform the following tasks:
 
Project management and coordination:
  • Ensure sound management of RoL project, including planning, monitoring and evaluation stages;
  • Coordinate and ensure the timely and efficient delivery of Project outputs and products leading to the achievement of expected results;
  • Ensure overall coordination activities of the implementing partners;
  • Be responsible for the coordination of the overall Project work plans according to indicators for achieving planned results, as well as for the overall management of the Project in accordance to prevailing UN Women rules, regulations and procedures;
  • Liaise with UNDP Programme Manager, national counterparts, and donors to ensure that Project results are achieved and resources are managed efficiently and effectively;
  • Coordinate the efficient use of financial resources of the Project, including budgeting and budget revisions, as well as expenditure tracking and reporting;
  • Continuously record and maintain relevant Project activities, issues, risks, etc. as per existing rules and procedures.
  • Lead and coordinate the organization of meetings, workshops, conferences and related activities relevant to the overall implementation of the Project;
  • Ensure implementation of the objectives of the Multicountry Office/Central Asia Strategic Note 2014-2015, particularly Development Result 3/Reduced prevalence of violence against women and girls in Tajikistan. 
Project  Monitoring and Reporting 
  • Monitor project implementation and activities versus set targets and indicators;
  • Monitor the implementation of activities and the expenditure of funds by using internal systems and rules and regulations
  • Ensure timely and quality delivery of baseline, monitoring, evaluation plans and reports ( quarterly, annual and final and final);
  • Identify key performance indicators as well as develop and maintain a monitoring system to ensure effective information sharing, provision of feedback and elaboration of top quality progress reports;
  • Present work-plans, periodic narrative progress reports and expenditures status reports to the UNDP Programme Manager and UN Women;
  • Monitor overall allocation and disbursement of project funds, making sure funds are properly allocated and appropriate actions are taken to optimize use of project funds;
Communications and Advocacy:
  • Develop and ensure the implementation of a project communication plan and identify and seize strategic advocacy opportunities on an ongoing basis;
  • Establish partnership with key communications and media actors to promote the key  messages on ending VAW/DV;
  • Ensure high quality information and visibility of the Project activities to the mass media and stakeholders
  • Assist in advocating the project-related results at relevant conferences, high-level events and briefings to a variety of audiences;
  • Ensure the quality and content of related press and communications materials.
Developing Partnerships and Networks:
  • Strengthen partnership/co-operation/ consultation/ coordination with, where appropriate, national and local state actors, national civil society actors, especially, women's organizations, UN, donors, academia, private sector and private foundations for more effective and coordinated project implementation;
  • Ensure effective partnership, networking and coordination between other ongoing UN Women programmes, projects and activities in the country for a more holistic and coherent approach to project implementation.
Knowledge management
  • Ensure timely and proper documentation of the programme implementation process and products produced in accordance with the UN Women guides;
  • Document and analyze lessons learnt that might be useful to UN system at large and UN Women in particular;
  • Advise UN Women on strategies and approaches for promoting gender equality and women’s human rights based on the lessons learnt;
  • Contribute to the exchange of information and knowledge product within the programme and outside.

Required Skills and Experience

Education:
  • Advanced university degree in Law, Social Science, Education or development related field.
Experience: 
  • At least 5 years of experience for programming geared to support women's empowerment and rights, with particular experience in complex and multi-component programmes, experience in the programming on VAW, and promotion of women’s human rights; 
  • A proven track record in implementation and monitoring results-based and rights-based national programming is required, including in-depth knowledge of results-based management approaches;
  • Experience writing project documents and project reports;
  • Fundraising experience highly desirable;
Language Requirements:
  • Fluency in English, Russian and Tajik is required.
