Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Since early 2000, UN Women (previously as UNIFEM) has been supporting and developing innovative and catalytic initiatives promoting women’s economic, political and social rights in Central Asia. UN Women Multi-country office Kazakhstan (MCO) programmes and projects in the sub-region focus on several key themes, including securing women’s economic rights, ensuring women’s political participation in times of peace and conflict, engendering national AIDS response and promoting violence-free society.

Joining UNAIDS as a cosponsor, UN Women commits to supporting the implementation of the UNAIDS Strategic Framework – “Getting to Zero” – which advances three strategic directions: a) Revolutionizing HIV prevention; b) catalyzing the next phase of treatment, care and support; and c) advancing human rights and gender equality. To translate the UNAIDS Strategic Framework into action the Unified Budget, Accountability, and Results Framework (UBRAF) was designed and is used as mechanism by all co-sponsors, including UN Women, to mobilize the contributions of UNAIDS Cosponsors and Secretariat to support the achievement of the Targets of the Political Declaration on HIV/AIDS (2011). Under UBRAF commitments, in 2014-2015 UN Women MCO Kazakhstan will work in Tajikistan and Kazakhstan on 1) increasing national Governments’ commitments and accountability towards gender dimensions of HIV, 2) strengthening leadership and participation of women living with HIV at all levels of decision-making affecting their lives, to effectively voice their concerns and lead evidence-based advocacy, 3) addressing intersections of gender-based violence and HIV. In addition, some work is planned to support institutional building the emerging Regional Eurasian Women’s Network on AIDS.

In this respect, UN Women MCO Kazakhstan is looking for a Project Coordinator on Gender and HIV to implement and oversee the achievement of set outcomes in Kazakhstan and Tajikistan vis-à-vis UBRAF-covered areas for Europe and Central Asia.

Duties and Responsibilities

Under guidance and direct supervision of UN Women MCO Kazakhstan Programme Specialist, Project Coordinator on Gender and HIV will be responsible for effective implementation of a set of outcomes on gender aspects of HIV for Tajikistan and Kazakhstan under UN Women MCO Kazakhstan Strategic Note/Annual workplan for 2014-2015 (hereinafter referred to as Project), through a range of actions contributing to the design, planning, management and monitoring of programme activities. The Project Coordinator applies and promotes the principles of results-based management (RBM), as well as a client-oriented approach consistent with UN Women corporate rules and regulations.

Project Coordinator will work in close collaboration with UN Women MCO Kazakhstan Operations team for effective achievement of results, anticipating and contributing to resolving complex programme-related issues and information delivery. The incumbent is expected to exercise full compliance with UN Women programming, financial, procurement and administrative rules, regulations, policies and strategies, as well as implementation of the effective internal control systems.

More specifically, he/she will perform along the following core functions:

Project Management and Coordination

  • Ensure sound management of Project from the planning to evaluation stages;
  •  
  • Coordinate and ensure the timely and efficient delivery of Project outputs and products leading to the achievement of expected results/outcomes;
  • Ensure overall coordination activities of the Project implementing constituencies;
  • Prepare work plans reflecting the scope of activities, timing, sequencing, cost and other inputs for the implementation of the Project activities, and continuously update implementation plan to ensure timely implementation of the Project;
  • Be responsible for the coordination of the overall Project work plans according to indicators for achieving planned results, as well as for the overall management of the Project in accordance to prevailing UN Women rules, regulations and procedures;
  • Liaise with the national counterparts, donors, UNCT, particularly UNAIDS, UNICEF, UNDP, UNODC, WHO, CSOs working in the area of HIV and gender equality, and UN Women office in Tajikistan and Kazakhstan to ensure that Project results are achieved and resources are managed efficiently and effectively;
  • Ensure the effective management and supervision of human resources pertaining to the Project, including consultants, sub-contractors and short-term experts; conduct periodic performance appraisals;
  • Coordinate the efficient use of financial resources of the Project, including budgeting and budget revisions, as well as expenditure tracking and reporting;
  • Continuously record and maintain relevant Project activities, issues, risks, etc. as per existing rules and procedures;
  • Lead and coordinate the organization of meetings, workshops, conferences and related activities relevant to the overall implementation of the Project;

Monitoring and Reporting  

  • Monitor Project implementation and activities versus set targets and indicators;
  • Ensure timely and quality delivery of baseline, monitoring, evaluation plans and reports (flash, progress and final);
  • Provide input to the UN Women corporate annual report;
  • Identify key performance indicators as well as develop and maintain a monitoring system to ensure effective information sharing, provision of feedback and elaboration of top quality progress reports;
  • Present work-plans, periodic narrative progress reports and expenditures status reports to the UN Women MCO Kazakhstan Programme Specialist;
  • Monitor overall allocation and disbursement of programme funds, making sure funds are properly allocated and appropriate actions are taken to optimize use of programme funds;

Knowledge Management and Sharing

  • Ensure timely and proper documentation of the Project implementation process and products produced in accordance with the UN Women guides;
  • Document and analyze lessons learnt that might be useful to UN system at large and UN Women in particular;
  • Advise UN Women on strategies and approaches for promoting gender equality and women’s human rights in the context of HIV based on the lessons learnt;
  • Contribute to the exchange of information and knowledge product within the Project and outside;
  • Advise on national developments in gender equality and women’s human rights relevant to project objectives;

Partnership, communication and advocacy

  • Facilitate partnership building with, where appropriate, national and local state actors, national and international civil society actors, especially, women's organizations, bilateral, UN, World Bank, donors, academia, private sector and private foundations for more effective and coordinated Project implementation;
  • Participate actively in the work of existing coordination mechanism to ensure coherence of the Project with other processes in the country including national development policy-making, UN programming and coordination processes, donors’ council work, etc.;
  • Contribute to ensuring effective partnership, networking and coordination between other ongoing UN Women programmes, projects and activities in the country for a more holistic and coherent approach to programme implementation;
  • Ensure high quality information and visibility of the Project activities to the mass media and stakeholders.

Required Skills and Experience

Education:

  • Master degree or equivalent in political science, social sciences, public health, international relations, gender studies, public administration, human rights, management or other related areas.

Experience: 

  • At least five years of progressively responsible experience is required at the national or regional level in managing complex and/or multi-component programme interventions and projects, preferably related to human rights, development and/or response to HIV/AIDS, preferably with the focus on women’s empowerment and gender equality;
  • At least 3 years of collaborative work experience with national partners at policy/decision making and/or institutional and local level, including government and civil society organizations, in the area of the HIV/AIDS response;
  • Proven past experience in working for international organizations and/or international NGOs;
  • Experience in the usage of computers and office software packages.

Language Requirements:

  • Fluency in English and Russian is required.
