Background

Continuing inclusive dialogue on the post-2015 development agenda is a mandate to the UN by Member States.  As part of the United Nations Development Group (UNDG) efforts “Continuing inclusive dialogue on the post-2015 development agenda,” the element on “partnerships with civil society” built upon the diverse civil society engagement in previous UN-led consultations, with a focus on issues related to means of implementation for the post-2015 development agenda. The dialogues on “partnerships with civil society” are co-led by the UN Non-Governmental Liaison Service (UN-NGLS), the UN Population Fund (UNFPA), the UN Volunteers (UNV) Programme and UN Millennium Campaign (UNMC). Eight countries – Azerbaijan, Cambodia, Colombia, Indonesia, Jordan, Lesotho, St. Lucia and Tunisia – have participated in the dialogues on “partnerships with civil society”.

The Royal Government of Cambodia and the Republic of Korea are co-hosting the consultations and are envisaging a High-Level two-day Global Meeting in October 2014 (tent. 21 – 22 October 2014) in Siem Reap (Cambodia) to:

  • (a) discuss the CSO/NGO recommendations that have emerged from the consultations, highlighting areas of convergence that can inform the global discussion;
  • (b)  to facilitate participating governments to learn and discuss CSO recommendations, to advocate for a CSO/NGO role in the partnership architecture for the SDGs;
  • (c) to strengthen the engaged NGO networks in each country through international exchange; and
  • (d) to facilitate Government-CSO/NGO dialogue.

The Outcomes of the national dialogues e-discussion and will be synthesized by the co-leading agencies in a set of recommendations, to be showcased during the Global Meeting, and feed into the UNDG global report on the dialogues as well as the Secretary-General's Synthesis Report on the post 2015 development agenda.

Duties and Responsibilities

The Office of the UN Resident Coordinator, requires the services of a professional consultant to support the logistical and substantive preparation of the Global Meeting, including follow up actions.

The consultant’s role and responsibilities are as following:

The consultant will prepare the Global Meeting including the following tasks:

  • Development of detailed concept note;
  • Development of detailed programme and invitation list;
  • Preparation of detailed budget;
  • Logistical preparation (including venue and travel arrangements);
  • Support in the preparation and dissemination of invitations;
  • Gathering of workshop materials and preparation of workshop kits;
  • Liaison with moderator, keynote speakers and presenters;
  • Development of logistics note for participants.

The consultant is responsible for the preparation of the report/proceedings of the Global Meeting as well as support immediate follow-up actions, including the distribution of conference documents.

The consultant will work in close collaboration with the Office of the UN Resident Coordinator, the UNDAF Outcome Groups, the UNCT, the USG and the USG M&E Sub-group, under the overall authority of the UN Resident Coordinator.

  • Understanding of Post-2015 process is desirable.

Required Skills and Experience

Education:

  • Bachelor degree, Master degree or equivalent in social sciences, management, development, international relations, development, communications or other related field.

Experience:

  • At least 5 years (or Master degree + 3 years) of relevant professional work experience at the national or international level working in coordination, event planning or related assignments;
  • Knowledge of planning processes and experience in strategic planning;
  • Proven/documented experience in preparation of High-Level  events, workshops and meetings for the United Nations and/or other international, regional or bilateral development organizations;
  • Experiences working with government, NGOs or intergovernmental agencies;
  • Familiarity with the internal control framework and results-based management tools is a must.

Language:

  • Excellent oral and written communication skills in English
