Background

The Provisional Constitution of the Federal Republic of Somalia, adopted in August 2012, provides for the conduct of elections by September 2016. A new constitution is further expected to be adopted through a referendum scheduled to be held in 2015. The Constitution provides for the establishment of a National Independent Electoral Commission (NIEC) mandated with the conduct of presidential elections, federal parliamentary elections, voter registration and update of the voter’s roll, candidate registration, delimitation of constituencies and wards, regulation of political party system, regulation of money spent by elected candidates or parties in respect of any elections, settlement of electoral disputes, facilitation of observation and evaluation of elections, development of an electoral code of conduct for candidates and parties and voter education . It remains unclear, however, if the NIEC will be the body responsible for the conduct of referendum.
Establishment of the NIEC, elaboration of an electoral legal framework, setting up of an independent and functional NIEC and conduct of Constitutional referendum and elections are key priorities outlined in the New Deal Compact, Vision 2016 Conference recommendations and the agenda of the House of the People.
 
Within this context, the United Nations will provide electoral assistance in an integrated and phased manner. At the inception phase of the electoral assistance to be provided, the United Nations and other international partners will have to engage in supporting the national authorities on the establishment of the NIEC, including the development of the NIEC law. At a later stage, once the institution is in place, technical assistance will have to be provided to the NIEC in order to support building the institution. Finally, support will also be needed in the planning and preparation of the forthcoming electoral events. This assistance will have to include technical advice for core and complementary activities including operational support in procuring goods and services.
 
Under the overall guidance of UNDP Somalia Deputy Country Director(Programme) and direct supervision of UNDP Somalia Programme Manager GROL, the incumbent will implement the project's activities and ensure its objectives are reached as per the project document. The incumbent will also be part of the UN integrated electoral arrangements with UNSOM. The incumbent reports both to the UNSOM Chief Electoral Adviser (for substantive electoral matters) and to the UNDP Programme Manager GROL on project management decisions.

Duties and Responsibilities

Electoral Support:
  • When delegated by the Chief Electoral Adviser, provide technical advice to the Somalia authorities and electoral stakeholders on the conceptualization and development of the law establishing the national electoral management body;
  • Provide advice, if requested, on other electoral related issues pertaining to the development of the legal electoral framework or inception planning of forthcoming electoral operations, mainly options for voter registration, out-of-country voting, boundary delimitation, etc.;
  • Facilitate discussions on the above-mentioned issues, organise information sessions, discussion workshops and seminars for election stakeholders; prepare non-papers, discussion papers, background notes, etc. As part of the UN integrated electoral assistance, support the UN efforts with the planning and the implementation of the complementary electoral activities under UNDP responsibility throughout the different phases of the electoral process;
  • Provide electoral advisory support to UNDP staff: RR, CD, DCD, programme officers involved in Governance Programme within UNDP Country Office;
  • Support the UN efforts to coordinate the international community’s efforts on electoral assistance to Somalia;
  • Plan, coordinate and implement the project activities;
  • Ensure in all circumstances that the Project does not compromise the credibility of the UN System, the country’s interests and partners implicated in the process;
  • Liaise and foster strategic cooperation with other partners to reinforce the dialogue between the stakeholders of the process.
Coordination and Resource Mobilization
 
The incumbent will be responsible for the implementation of project activities as well as the supervision of the following:
  • Ensure with effectiveness the administrative and technical management of the project;
  • Coordinate all project’s activities;
  • Coordinate all his/her work with the UNSOM Chief Technical Adviser;
  • Coordinate the project’s work with the other governance projects within UNDP;
  • Facilitate information sharing on electoral support to the Somalia authorities with development partners and other electoral assistance providers;
  • Serve as Secretary to the UN-led coordination mechanisms with the international community and other implementing organisations;
  • Support the resource mobilization for the electoral process and appropriate operational partnership arrangements.
Reporting:
  • Elaborate and submit periodic narrative and financial reports on the progress of the project to the UNDP and its partners;
  • In collaboration with UNDP office and the Chief Electoral Adviser UNSOM prepare all necessary narrative and financial documentation for the coordination meetings with international partners.
Ensure Knowledge Building and management focusing on achievement of the following results:
  • Promote cross-unit teamwork and skills development for the team members through coaching and mentoring;
  • Capture and disseminate lesson’s learned and best practices to contribute to learning on policing and development elsewhere;
  • Participate in international knowledge networks and other fora to draw on best practice and lessons learned in other similar contexts to apply to Somalia;
  • Coordinate project strategies and activities with other UNDP projects to ensure the effective implementation of the Country Programme Document.
Impact of Results
 
The key results are expected to have an impact on the elections process in Somalia as well as the UNDP support toward that purpose. In particular, the results have an impact on the delivery of:
  • Support to the creation of an Independent Election Commission in the Federal Republic of Somalia;
  • Sound advice given to the national authorities on other specific electoral matters described in the PIP if required;
  • Coordination of stakeholders’ effective support – participation to the electoral cycle;
  • UNDP’s credibility as an execution agency of the UN system.

Required Skills and Experience

Education:          
  • Advanced university degree (Masters or equivalent) in international relations, anthropology, community development, or any other related field.
Experience:                
  • 10 years of work experience in programme/project formulation, management and policy advice in the areas of governance and decentralization;
  • Strong work experience in similar conflict environments is desirable;
  • Working experience in Somalia is an asset;
  • Previous working experience for UNDP is an asset.
