Background

The Ministry of Economic Development (MED) is implementing a project "Strengthening the Government Capacity of National Development Policy and Planning" (NDPP) with the support of UNDP. This project aims at providing support to the Government of Mongolia to improve its economic policy formulation, strategic planning and monitoring and guide the preparation of various planning documents to ensure better coordination and harmonization of long-medium and short-term planning in the country.

The project has two main outputs:

  • Strengthen the government's capacity in development policy and planning;
  • Support policy analysis and advocacy for evidence-based policy making.

Under this UNDP supported project, MED is hiring a qualified International Consultant who conducts a 5 day training course for government officials.

Duties and Responsibilities

Objectives

The main objective of this consultancy service is to provide a 5 day training course on the implementation of result based M&E system to strengthen capacities of government M&E officials.

Prior to this training, a couple of M&E training courses had been organized to introduce result based M&E system and main M&E textbooks were translated into Mongolian, published and posted on the relevant websites. Trainees are expected to learn more about the practical applications of result-based M&E concepts and strategies rather than learning theories.

Target group

The training will accommodate around 80 staff for the duration of 5 days. These trainees will be from M&E departments of the ministries, agencies and capital city, and M&E practitioners from other relevant organizations. As well as planning officers from line ministries and other government agencies will attend to the training.

Participants of the training are responsible for sharing their knowledge and skills gained from this training and conducting training for co-workers and local government officers.

Scope of training

The training agenda shall be prepared with the consultation of MED and approved in advance. The training shall cover the following topics, but not limited to following:

  • Introduction to basic concepts of M&E in the public administration;
  • Problem analysis of the evaluation of the activity of the central administrative body;
  • Logical framework and risk management;
  • Performance indicator development;
  • Correlation of the strategic planning with evaluation;
  • Methodology of the evaluation of the activity of the central administrative bodies;
  • Preparation of M&E framework;
  • Using and disseminating M&E results.
Reasonable amount of time should be allocated for practice using country's practical examples in order to make the training more effective.

Power point presentations for all topics shall be prepared and translated into Mongolian. Course participant's manual (both English and Mongolian version) shall be distributed at the beginning of the course. The training will be conducted with a professional translator.

Specific tasks

An international consultant will perform the following tasks:

  • Prepare training materials;
  • Conduct monitoring and evaluation capacity building training for 80 people;
  • Provide a report on the performance of the trainees after training is conducted. The report shall be sent to the UNDP, MED and NDPP within 7 days after the training is completed.

Expected output/deliverables

The following deliverables are expected from the International Consultant and the consultant is expected to deliver a final report to Ministry of Economic Development and UNDP:

  • Training material prepared;
  • Capacity building training conducted;
  • Final report that includes observations, summary of feedback questionnaires, summary of participant's achievements and recommendations prepared.
Organizational settings

The present ToRs may be subject to modification, without changing the overall objective and the scope of work, on the basis of consultations. The international consultant will work under the overall guidance of the Team Leader of HD and MDGS, UNDP Mongolia and expected to work closely with  Monitoring, Evaluation and Internal Audit Department at MED and Monitoring and Evaluation Department at Cabinet Secretariat.

MED and NDPP will be responsible for organizing and facilitating the work of the consultants, providing the venue for the training, and other support.

Required Skills and Experience

Education:
  • Advanced degree in Economics, Public or Business administration, Management, Statistics or any other relevant field.
Experiences:
  • At least 10 years of experience in M&E, Strategic Planning and M&E related to capacity building;
  • Proven experience with Monitoring and Evaluation, Consulting and Capacity building;
  • Experience in quantitative and qualitative research methods;
  • Good experience in delivering training on M&E and data analysis;
  • Understanding of the current government M&E system of Mongolia;
Language:
  • Fluency in English.
