Background

The Nepal Climate Change Support Programme (NCCSP) was designed with an aim to ensure that the poorest and most vulnerable communities in Nepal are able to adapt to the effects of climate change.  This is the first significant climate change adaptation intervention in Nepal in line with the recommendation of the National Adaptation Programme of Action (NAPA). The Ministry of Science, Technology and Environment (MoSTE) is leading the implementation of the programme in collaboration with Ministry of Federal Affairs and Local Development (MoFALD) and other stakeholders with the support from UK-AID DFID, European Union and UNDP. The Programme will i) implement 70 Local Adaptation Plan for Actions (LAPAs) in 69 Village Development Committees and 1 Municipality, ii) institutionalise/strengthen local and regional mechanisms for planning, implementation and promotion of scalable local adaptation actions, and iii) establish/strengthen institutional and funding mechanisms for climate change adaptation actions.  The Programme will be implemented in 14 districts of Mid and Far-Western Districts of Nepal, namely, Bajura, Achham, Kailali, Humla, Jumla, Mugu, Dolpa, Kalikot, Dailekh, Jajarkot, Bardiya, Dang, Rukum and Rolpa from 2013 - 2015.

Duties and Responsibilities

The incumbent will be responsible to set-up and operationalize an effective M/E system in NCCSP sensitive to gender and social inclusion for measuring results at all levels and establish basis for necessary impact assessment and evaluations to be done by MoSTE/GoN, UNDP and development partners.

While the incumbent will work under the direct supervision of NPM/DPM, s/he will work closely with team members at the Programme Central Office, Programme Regional Offices, DEECC Sections and government deputed staff to the project as relevant.

The key roles of the incumbents will be as follows:

  • Take lead in developing and/or augmenting comprehensive M & E framework for NCCSP consistent with the GoN gender and social inclusion policies, UNDP's GESI specific monitoring tools, and outcomes of M/E studies completed during the Start-Up phase of NCCSP;
  • Establish baseline data and ensure timely monitoring and assessment of field progress;
  • In coordination and collaboration with Gender Specialist, assist NPD/NPM in planning and budgeting of annual and quarterly activities from the perspective GESI sensitive M & E work;
  • Support in ensuring timely monitoring and evaluation of field activities as envisioned in the pro-doc and reporting from the field level to NCCSP central office and from programme central office to GoN and partners as needed;
  • Support establishing a comprehensive and functional management information system (MIS) and institutionalize it within DDCs, MoFALD and MoSTE;
  • Together with Gender Specialist, support to develop a gender and conflict sensitive M&E system for DEECC Sections/DEEU/DEES/user groups to facilitate self-monitoring at the field level as well as undertake field visits to track progress and guide the district team in taking corrective measures as need;
  • Assist the NPD, NPM and DPM in organizing monitoring visits, review and assessment of NCCSP;
  • Prepare monitoring complying to the  reporting requirements of the GoN and partners (UNDP, DFID and EU) on monthly, quarterly, trimestral and annual basis as required;
  • Support and facilitate in organizing capacity building training and orientation on M&E to staffs, line agencies community people and other stakeholders at the local level;
  • Undertake any other responsibilities relevant for implementing NCCSP as designated by the Supervisor or NPM/NPD;
  • Support NPD, NPM and DPM in planning, budgeting and monitoring/reporting of NCCSP activities under GoN red book budget.

Required Skills and Experience

Education:

  • Master degree in management, information and communication, social sciences, international development, public administration or relevant areas.

Experience:

  • 5 years of relevant work experience in programme and policy development in a governmental or multilateral organization;
  • Experience of working in a multi-cultural setting as well as in post conflict reconstruction situation;
  • Proven experience in networking and shared learning;
  • Excellent knowledge of and experience with RBM methodologies and tools (project and programme management, design monitoring and evaluation) and report writing;
  • Experience in usage of computers and office software packages (MS Word, Excel, etc.);
  • Familiarity and experience with GoN’s planning, budgeting, monitoring and reporting system is highly desirable.

Language Requirements:

  • Strong written and spoken skill of Nepali and English languages.
