Background

The Nepal Climate Change Support Programme (NCCSP) was designed with an aim to ensure that the poorest and most vulnerable communities in Nepal are able to adapt to the effects of climate change.  This is the first significant climate change adaptation intervention in Nepal in line with the recommendation of the National Adaptation Programme of Action (NAPA). The Ministry of Science, Technology and Environment (MoSTE) is leading the implementation of the programme in collaboration with Ministry of Federal Affairs and Local Development (MoFALD) and other stakeholders with the support from UK-AID DFID, European Union and UNDP. The Programme will i) implement 70 Local Adaptation Plan for Actions (LAPAs) in 69 Village Development Committees and 1 Municipality, ii) institutionalise/strengthen local and regional mechanisms for planning, implementation and promotion of scalable local adaptation actions, and iii) establish/strengthen institutional and funding mechanisms for climate change adaptation actions.  The Programme will be implemented in 14 districts of Mid and Far-Western Districts of Nepal, namely, Bajura, Achham, Kailali, Humla, Jumla, Mugu, Dolpa, Kalikot, Dailekh, Jajarkot, Bardiya, Dang, Rukum and Rolpa from 2013 - 2015.

Duties and Responsibilities

The District Admin.Finance Assistant (DAFA) will be responsible to ensure smooth administrative and financial functions at the DEECC Section.  Specifically, the DAFA will:

  • Under the guidance of DEECC Coordinator, will take full responsibility of managing administrative and finance functions of DEES/ DEECCS;
  • Assist DEECC Section Head to keep financial records of activities or works done by the Section with regards to implementation of NCCSP;
  • Handle the office reception and related tasks;
  • Assist DEECC Coordinator in the management of the procurement of goods and services from service providers and managing grant agreements;
  • Assist the Admin and Finance Assistant based in Programme Central Office, Kathmandu in providing financial information pertaining to implementation of NCCSP activities at the ground;
  • Maintain filing system, mailing, data entry, inventory lists, etc. of the DEECC Section;
  • Carry out additional support as requested DEECC Section staff.

Required Skills and Experience

Education:

  • Intermediate/Certificate level in management, finance, business administration or relevant field.

Experience:

  • 5 years working experience in administration and finance or relevant field;
  • The candidate must be computer literate;
  • Previous experience with projects will be an added advantage;
  • Preference will be given to candidate of the same district.

Language:

  • Fluent in written and spoken English.
