Background

At the beginning of 2011, the Tunisian interim government requested the United Nations (UN) to provide technical and financial support for the electoral process. In response, UNDP Tunisia, in coordination with the United Nations Department of Political Affairs’ Electoral Assistance Division (UN DPA EAD), set up the project “Support to the Electoral Process in Tunisia” (SEPT), which provides technical assistance to the national authorities responsible for managing the electoral process as well as support to civil society organizations (CSOs) for public outreach activities, and support to women candidates. The project uses an electoral cycle approach designed to provide support to both first and second-generation elections.

The project supported the holding of the 2011 elections for the National Constituent Assembly (NCA) through technical assistance to the first temporary Instance Supérieure Indépendante pour les Elections (ISIE). Additionally, UNDP SEPT provided introductory training to CSOs, developed public outreach tools, trained 169 women candidates and, in December 2012, assisted the legislators for the drafting of the law establishing the new permanent electoral management body (EMB).

Following the establishment of the new EMB in mid-January 2014, the efforts of the project shifted towards the support of the permanent ISIE and of the electoral operations for the upcoming legislative elections to be held on 26 October 2014 (out-of-country will be on 24, 25 and 26 October) and presidential elections on 23 November (out-of-country will be on 21, 22 and 23 November). The law also requires for a potential second round of presidential election to be held within 2014. UNDP SEPT continued its technical assistance to the NCA as it designed the new electoral architecture until the adoption of the electoral law on 1 May 2014. Nevertheless, UNDP SEPT keeps working in order to strengthen the capacity of women to participate successfully in the electoral process as candidates.

Duties and Responsibilities

Functions / Key Results Expected:

Under the direct supervision of the Project Coordinator, the Reporting and Liaison Officer will provide assistance in planning, programming, monitoring and reporting on the project and act as the liaison person between the Italian Cooperation Office in Tunis and UNDP.
In particular, the Reporting and Liaison Officer will:

  • Assist the Project Coordinator in producing monitoring reports of the project and ensure timely and quality reporting to UNDP and the Italian Cooperation Office;
  • Provide technical assistance in project activities related to research, policy development, and monitoring and evaluation;
  • Assist the Project Coordinator in preparation of the project’s annual work plans and budgets;
  • Draft project’s documents and reports according to the template and the requirements of the Italian Cooperation system;
  • Explore, together with the Italian Cooperation Office in Tunis, possible new partnerships with experts and organizations that could bring added value to the project;
  • When possible and in accordance with the low profile policy adopted by SEPT and with the UN Policy Directive on Principles and Types of UN Electoral Assistance of 11 May 2012, guarantee the visibility of the Italian Cooperation contribution to the project, by supporting both the UN and the Italian Cooperation Office in organizing public and sensitization events, producing dissemination materials;
  • Perform others professional tasks as requested.

The Reporting and Liaison Officer will be based at the project’s premises, with a constant interaction with the Italian Cooperation Office.

Expected outputs/deliverables:

The expected deliverables to be achieved are:

  • Draft quality reports, in particular the outstanding monitoring reports requested by the Italian Cooperation Office in Tunis and those agreed in the cost-sharing agreement;
  • Draft project’s documents and reports according to the template and the requirements of the Italian Cooperation system;
  • Develop project’s papers and concepts as requested;
  • Contribute to drafting project annual work plans and budgets in coordination with the UNDP SEPT colleagues in charge of the project management;
  • Provide technical assistance in project activities related to research, policy development, and monitoring and evaluation;
  • When possible and in accordance with the low profile policy adopted by SEPT and with the UN Policy Directive on Principles and Types of UN Electoral Assistance of 11 May 2012, contribute to guarantee the visibility of the Italian Cooperation contribution to the project, by supporting both the UN and the Italian Cooperation Office in organizing public and sensitization events and producing dissemination materials.

Impact of Results:

The key results have an impact on the overall efficiency and effectiveness of the project as they relate to the use of corporate resources in the following areas:

  • The project meets its objectives.
  • Effective and timely implementation of the project’s activities;
  • High performance of the project activities ensuring operational compliance with UNDP rules, regulations and requirements;
  • Transparency and accountability in project implementation;
  • Efficient and sound financial accountability.

Cumulative evaluation method
The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as both:

  • Responsive/compliant/acceptable; and
  • Offering the lowest price/cost.

“Responsive/compliant/acceptable” can be defined as fully meeting the TOR provided

Criteria specific to the solicitation:

  • Technical Criteria weight: 55%;
  • Interview Criteria weight: 20%;
  • Financial Criteria weight: 25%.

Only candidates obtaining a minimum of 35 points from the Technical Criteria would be considered for the interview.
Only candidates obtaining a minimum of 55 points between Technical Criteria and the Interview would be considered for the Financial Evaluation.

    Required Skills and Experience

    Education:

    • Masters Degree or higher degree in Social Sciences, Political Science, Cultural Anthropology, Development and Cooperation, International Relations or related discipline is required.

    Work Experience:

    • At least three years (03) working experience in development and cooperation projects;
    • One-year (01) experience in project planning, coordination and reporting;
    • Knowledge and understanding of civil society, inclusive development, gender policies, advocacy and institutional support, especially in transitional and emerging democracies and/or of working in the Middle East and North Africa (MENA) region would be an asset;
    • Previous experience within the Italian Cooperation system would be an asset;
    • Experience of working with the UN administration and familiarity with UN policies and understanding of UN/UNDP programming arrangements would be an asset.

    Language Requirements:

    • Fluency in written and spoken Italian, English and French required.
    • Knowledge of Arabic would be an asset.
