In September 2013 with UN support, the Government established the Host Community Support Platform (HCSP). This national co-ordination mechanism is chaired by the Minister for Planning and International Co-operation (MOPIC) and involves the Heads of Mission, Heads of UN agencies and representatives from leading NGOs. It provides high level strategic guidance, direction and coordination on host community initiatives.
The HCSP has commissioned a comprehensive Needs Assessment Review, which was completed in November 2013, and the formulation of a National Resilience Plan, which was presented by the Minister to the High Level Pledging Conference in Kuwait on 15th January 2014. The NRP is now ready to be signed by the Government and start its implementation phase.

The HCSP is composed by Sectoral Task Forces, whose work is facilitated by a Secretariat led by a Senior Coordinator, who provides strategic advice to the Platform Chair and members as well as support for the management of the Task Forces and quality assurance to the elaboration, implementation and co-ordination of the NRP.

By the end of 2014, the Platform is expected to become the main tool for the Government of Jordan and the international community to support the country in its humanitarian and development response to the Syrian Crisis. In particular, the Platform will be expected to support national leadership in the planning, coordination and implementation of the whole humanitarian and development assistance. In order for this to happen, there is the need to further strengthen the Platform Secretariat by recruiting a M&E Specialist, who will be part of the Platform Secretariat and report to the Senior Coordinator of the Platform.

Duties and Responsibilities

Objectives of the assignment

The M&E Specialist will follow up:

She/he will be responsible for the timely reporting on results & indicators elaborated by the sectoral Task Forces of the Platform. In particular, he will be responsible for the following tasks:

  • Support the Secretariat in the design of a comprehensive M&E Framework for the one national plan for humanitarian and development assistance in Jordan.
  • Advise the Platform Task Forces with regards to information needs, data collection tools and methods in addition to participating in the monitoring and evaluation exercise.
  • Ensure the quality, validity, reliability and timeliness of data collection and analysis of the Platform Task Forces.
  • Support the Platform Task Forces in designing their respective sectoral M&E frameworks with clear objectives, SMART indicators, means of verification and realistic timeframes.
  • Based on the developed sectoral M&E frameworks, support the Platform Task Forces in designing a standard reporting template to enable reporting against the identified indicators, in order to facilitate the monitoring of outputs against desired outcomes and impact.
  • Undertake regular reviews of M&E frameworks with the different sectors to map existing information gaps, delays in implementation, or any discrepancies encountered in the implementation process.
  • Be up to date on the M&E methodologies used by United National Evaluation Group. Integrate these methodologies in his/her daily work.
  • Submit regular reports on the progress of M&E activities to the Senior Coordinator of the Platform.

Results/Expected Output:

  • Contribution to the elaboration of an effective and inclusive M&E strategy and framework;
  • Contribution to the elaboration of sectoral M&E frameworks.
  • Elaboration of standard reporting template for Task Forces’ reporting.
  • Periodical review of sectoral M&E frameworks.
  • Analysis of the most suitable M&E system carried out;
  • Submission of regular reports on the progress of M&E activities to the Senior Coordinator of the Platform and the RC/HC.

Required Skills and Experience

Education

  • Post-graduate qualification in social science, management information systems, public administration, business administrations, development, economics or relevant field.

Experience

  • Minimum 5 years of proven experience in relevant Programme Management Support, preferably in Monitoring and Evaluation (M&E);
  • Previous experience in data analysis;
  • Excellent skills in MS Word and Excel, knowledge of a database such as Access/SPSS or other similar programs;
  • Knowledge of the Jordanian development and aid environment is desirable.

Language

  • Excellent command in English and Arabic.
