Background

The programme Pacific Enable is a joint programme of UNICEF, UNESCAP, ILO, WHO, UNV, the Pacific Island Forum Secretariat and the Pacific Disability Forum, implemented over the period 2013-2014, and supported by the United Nations Programme on the Rights of Persons with Disabilities (UNPRPD). It addresses four thematic areas of the UN Convention on the Rights of Persons with Disabilities (CRPD): strengthening legislative and regulatory frameworks (Articles 4, 5 and 12); improving education outcomes for children (Article 24); increasing work and employment opportunities (Article 27); and strengthening national-level data collection processes (Article 31). All aspects of the programme capitalize on and enhance current work undertaken by the UN participating agencies, their government counterparts and Disabled Person’s Organisations (DPOs). The activities are targeted to meet the existing gaps and to act as catalyst for further work that will be undertaken by government and development partners. The National UN Volunteer will be based at the PDF office. He/ she will support for 50 % the PDF providing additional human resource capacities to the programme, and for 50 % fulfill an important administrative and monitoring function for the advancement of activities under this proposal.

Duties and Responsibilities

Under the direct supervision of the Chief Executive Officer of the PDF, the UN Volunteer will undertake the following tasks:

  • Technical assistance to PDF to analyse and report on a study on  The Convention on the Rights of Persons with Disabilities(CRPD) Ratification in the Pacific and other PDF work;
  • Facilitate 3 quarterly Steering Committee Meetings between September 2014 – June 2015 and ensure the channelling of appropriate information to project partners;
  • Leads and delivers - with the support of participating (UN Focal Points) and partners (PDF and PIFS) in the UNPRPD Steering Committee;
  • Monitor progress of implementation of activities under the Pacific Enable programme until June 2015;
  • Prepare narrative and financial progress reports to the UNPRPD in collaboration with UN focal points;
  • Facilitate dialogue between the PDF, PIFS, UN other and agencies at all levels, in order to achieve mutual understanding and ensure the successful implementation of the project;
  • Network with local organizations, groups or individuals to support local collaboration and advocacy on behalf of the rights of persons with disabilities in the region;
  • Support and provide narrative & financial progress reporting on the Pacific Enable programme in December 2014.

An integral part of every UN Volunteer assignment is promoting volunteerism for peace and development (V4D). Therefore, UN Volunteers are encouraged to:

  • Strengthening their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and taking active part in UNV activities (for instance in events that mark International Volunteer Day);
  • Discussing with supervisors on how volunteerism for development can be mainstreamed through the assignment and integrating activities that promote volunteerism for development into work plans;
  • Contributing articles/write-ups on field experiences and submitting them for UNV publications/websites, newsletters, press releases, etc.;

Encouraging relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Required Skills and Experience

Education:

  • At least Bachelor Degree in Communication, Social Science, Administrative Management, or another relevant area;

Experience:

  • 5 years’ of experience in relevant tasks such as project coordination, management and research;
  • Experience and familiarity with monitoring and evaluation practices;
  • Familiarity of working with people with disabilities or at People with Disability agencies;
  • Strong research and writing skills with attention to detail;
  • Knowledge of disability issues preferred;
  • Experience working with Disabled Persons Organizations preferred;
  • Volunteer experience, locally or internationally preferred.

Language:

  • Fluency in written and spoken in English.
