Background

In 2015, the fifty-ninth session of the United Nations Commission on the Status of Women (the Commission) will review implementation of the Beijing Declaration and Platform for Action (BPfA) adopted at the Fourth World Conference on Women (Beijing, 1995) and the outcomes of the twenty-third special session of the General Assembly (2000). The global review will be supported by contribution of the regional preparation processes conducted by the five UN Regional Commissions in 2014 - ECA, ECE, ECLAC, ESCAP, ESCWA - which include the preparation of regional reports and the organization of regional intergovernmental meetings. Each of the five UN regional commissions is preparing regional review reports, and intergovernmental meetings are being organized to contribute to the global review process in the Commission.

As the substantive secretariat of the Commission, UN Women takes lead in the preparations for the 59th session of the Commission working with the UN regional commissions to support regional reviews as well as national-level reviews. UN Women launched a Beijing+20 global project which aims to  contribute towards  accelerated  implementation of the  BPfA and  strategic  positioning  of  gender  equality  and women's empowerment as a central development issue. Three outcomes are identified within the project, i.e., 1) to renew political will and commitment; 2) to enhance  social  mobilization,  awareness-raising  and  revitalized public  debate  on gender issues; and 3) to strengthen  evidence  base increasing  knowledge  and  understanding  of  structural  underpinnings  of  gender discrimination and inequality.

UN Women MCO Kazakhstan (Central Asia) contributes to the Beijing+20 related processes under all three outcomes of the UN Women Beijing+20 global project. There is a localized concept framework under which UN Women MCO Kazakhstan (Central Asia) supports civil society/government representatives' involvement and active role in the regional review processes partnering with ESCAP, ECE and AFPPD. Following this purpose, MCO plans to ensure wide coverage of the planned activities in the region through social media channels, generating debates around Beijing+20 implementation. UN Women MCO Kazakhstan (Central Asia) is to be conduct a sub-regional review in October 2014 in Almaty. In addition, it is planned to contribute to the global campaigns, i.e., one-year-long Beijing+20 Campaign: Empowering Women – Empowering Humanity: Picture it! through sharing success stories, ensuring CA voices, testimonies of personal experiences what the Beijing agenda means for them and achievement are highlighted in global agenda. Social networks and the UN Women MCO Kazakhstan (Central Asia) website are used as well to build on the upcoming Beijing+20 review and promote/popularize the message of the transformative GE goal and gender mainstreaming across the next development agenda.

To ensure high level of knowledge and visibility of Central Asia in global Beijing+20 review processes, UN Women MCO Kazakhstan (Central Asia) is planning to hire a Social Media Consultant who is expected to lead various online engagement activities around Beijing+20 process.

Duties and Responsibilities

A Social Media Consultant will closely work with and under general supervision of the UN Women MCO Kazakhstan (Central Asia) Programme Specialist. More specifically, the consultant’s scope of tasks includes:

  • Develop a communication strategy with strong focus on social media to conduct activities covering the Beijing+20 sub-regional review processes and contribute to the global campaign  and action plan to guide its implementation  for the period of 1 September 2014 – 31 March 2015. To discuss draft strategy with UN Women MCO Kazakhstan (Central Asia) and finalize based on findings of the discussions;
  • Coordinate the development and execution of key activities to be achieved under the communication strategy, ensure synergies with other initiatives, partners involved, seeking and incorporating inputs from concerned stakeholders and ensuring alignment of campaign messaging;
  • Provide substantive inputs into global campaign from country/regional perspectives, including success stories of high quality, press releases and other products, to strengthen messaging and outreach in the CA region and ensure consistency of messaging between global, regional and country-level campaigns and actions around BPfA’s priorities[1];
  • Deploy various communication instruments to publicize widely national and regional reviews of implementation of the BPfA, including the widespread social media outreach around the CA regional review through content updates, posts, online discussions, collection of stories from the field, live-blogging of the sub-regional consultation on Beijing+20 challengers in CA to be convened within October 20 – 24 in Almaty, Kazakshtan (the exact date is to be confirmed shortly),  moderation and management of the social media channels;
  • Regularize online consultations (e.g. moderated Facebook/Twitter conversations, webinars, etc.) covering a region-specific theme under Beijing+20 implementation, in line with the 12 BPfA’s critical areas specific to the CA region and grouped in a broader thematic areas (including but not limited to governance and access to justice; violence against women and reproductive health; women economic empowerment and social issues; women, peace and security;
  • Produce summary report on use of webspace and results of online engagement activities, trends and major points of discussion coming from various online engagement tracks.

Expected Deliverables

  • A social media strategy to conduct communication activity targeting the Beijing+20 sub-regional review processes and contribute to the global campaign  and action plan to guide its implementation is developed, discussed with UN Women MCO Kazakhstan (Central Asia)and finalized based on findings of the discussions  -  by 5 September  -  3 working days;
  • Substantive written thematic contributions and inputs for use in various reports, events and  platforms as well as  inputs for global campaign and its segments (in the form of success stories in a written and visualized form etc) are produced, discussed and approved by UN Women MCO Kazakhstan (Central Asia)  -  5 stories with visualizations related to the stories within the period of 1 Sept 2014 till 31 March 2015  -   15 working days;
  • Initiation and moderation of online discussions covering a region-specific theme under Beijing+20 implementation (7 consultations within the whole period of the contract)  -  One discussion related to the BPfA priority areas per month (in total 7 discussions)  -  21 working days in total (appr.3 days for initiation/moderation of one discussion);
  • Live-blogging of the sub-regional consultation on Beijing+20 challengers in CA to be convened within October 20 – 24 in Almaty, Kazakhstan, is ensured  -  2 days within 20 - 24 Oct 2014 - 2 working days;
  • A  report on use of webspace and results of online engagement activities, trends and major points of discussion coming from various online engagement is provided  -  By 31 March 2015  -  2 working days.

Payment conditions:

Payment will be disbursed in two installments upon submission and approval of deliverables and certification by the UN Women that the services have been satisfactorily performed.

  • 1st installment: upon submission of the social media strategy, 2 stories (with vizualisations, if applicable), initiating and moderating 2 online discussions and providing  live-blogging of the sub-regional consultation (17 working days);
  • 2nd installment: upon submission of 3 stories (with vizualisations, if applicable), initiating and moderating 5 online discussions and a final report (26 working days).

Evaluation Process:

The candidates must possess the minimum qualification criteria to be eligible for further technical evaluation. The minimum qualification criteria include Education, Experience, and Language requirements.

The second stage of the evaluation will be comprised of cumulative evaluation of the technical proposal (70%) and a financial proposal (30%) of the technically qualified candidates.

Criteria 1. Education

  • Master's degree or equivalent in Communications, Journalism, Public Relations, Media or related field  -  70 points.

Criteria 2. Experience

  • A minimum of two years of professional experience in development communications, public relations, journalism or a related field  -  90 points.

Criteria 3.  Functional competencies

  • Ability in crafting messages in various formats (press  releases, websites, success stories, blog entries, tweets, etc.) targeting a variety of audiences  -  80 points;
  • Understanding of the development, social issues from the perspective of human rights and gender equality and understanding of the role of communication in development context  -  30 points;
  • Focuses on impact and results  -  10 points;
  • Consistently approaches work with energy and a positive, constructive attitude  -  10 points;
  • Demonstrates openness to change, positively respond to critical feedback and ability to manage complexities  -  10 points. 

Criteria 4. Core competencies

  • ?Demonstrate professional competence and expert knowledge of the pertinent substantive areas of work  -  10 points;
  • Demonstrate an appreciation of the diversity and encourage open communication  -  10 points.

Criteria 5. Language

  • English and Russian  -  30 points.   

Only candidates who reached at least 245 points will be qualified for financial evaluation, and will be requested to submit financial proposal containing renumeration fee.

Evaluation of the submitted financial offers will be done based on the following formula:

S = Fmin / F * 150, where S - score received on financial evaluation; Fmin - the lowest financial offer out of all the submitted offers qualified over the technical evaluation round; F - Financial offer under the consideration.

Winning candidate:

The winning candidate will be the candidate, who has accumulated the highest aggregated score (technical scoring + financial scoring).

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact.
