Achieving the goal of gender equality, particularly with respect to women’s political participation and leadership, has become a key priority in Turkey. While progress has been consistent in the fields of women’s education and health, women have not been able to advance politically in significant numbers. In addressing this democratic deficit, Gender Equality in Political Leadership and Participation in Turkey project will be initiated in July 2014. The project aims to ensure that women are able to participate in all aspects of decision making within the TGNA, including in positions of leadership. Grounded in UN Women’s Strategic Plan (2014-17), the project will work to ensure:

  • legal frameworks and policies to advance gender equality and women’s right to participate in decision making are reformed/adopted and implemented;
  • gender responsive measures (mechanisms, processes and services) promote women’s leadership and participation in politics; and
  • gender equality advocates influence legal frameworks and policies to increase women’s leadership and political participation.

The project will do this by fostering partnerships between the EOC and its counterparts both inside and outside the TGNA, by implementing capacity development and training activities, and through advocacy and knowledge building strategies. The project will be implemented by UN Women, in partnership with the IPU.

The Terms of Reference at hand is for the Project Associate, who will provide support to the UN Women Project Manager and supervise the Project Assistant in Ankara.

 

Duties and Responsibilities

Duties and Responsibilities

Project Associate will directly report to the UN Women Project Manager in Ankara and work closely with the UN Women Regional Office based in Istanbul.

Specific tasks and responsibilities:

Programme Support:

  • Supports the work of the UN Women Project Manager as necessary in implementing and monitoring activities under the project;
  • Support the Project Manager in financial, technical and methodological aspects of implementation;
  • Ensures logistics are properly undertaken pertaining to the organization of workshops, seminars, events, and other activities, and prepares relevant budgets and participant lists;
  • Maintains ongoing contact with partners, including government, civil society organizations, international organizations, UN agencies, and donors;
  • Communicate with stakeholders and partners from governmental bodies, CSOs and experts;
  • At the direction of the  Project Manager drafts routine correspondence, and translates as necessary;
  • Assist the Project Manager in the preparation of annual work plans, annual progress reports;
  • Assists the Project Manager monitoring and evaluating the performance of partners under contracts/agreements with UN Women;
  • Assist the Project Manager in identification of Human Resource;
  • Provides assistance in relation to any preparatory work related to new UN programmes, in which UN Women is a leader or participates as a partner;
  • Supervises the Project Assistant in the preparation of field visits, special events, coordination of meetings, Project Manager’s missions, including the development of background materials and other relevant reports and documentation;
  • Provides translation from English to Turkish and vice versa;
  • Performs any other tasks assigned by Programme Manager and Regional Office in Istanbul;
  • Ensure full compliance with operational UNW rules and regulations in terms of procurement; human resources and finance;
  • Support work that may lead to development of any new UN programme led by UN Women led or where UN Women is a partner.

Administration and Finance:

  • Supports and coordinates all logistics related to staff travel such as lodging, transportation and prepares Travel Authorizations and ensures Travel Claims are properly filled and original documents kept on file;
  • Receives and approves invoices for purchased goods and services and submits them to the Regional Office in Istanbul for payments in a timely manner.  Ensures that correct information on vendors is provided to the Regional Office in Istanbul.  Ensures all original financial records are kept on file, including both vendor and partner contracts and documentation;
  • Manages electronic /manual registry of all correspondence received, ensures correct distribution, monitors and tracks correspondence to ensure responsiveness;
  • Provides general advice and information on UN rules and regulations and ensures that all operations are in compliance with these rules/regulations;
  • At the direction of the supervisor drafts correspondence on various issues.

Required Skills and Experience

Requirements, Qualifications and Experience:

  • University degree (social sciences, political science or related subjects) with supplemental training in gender issues, administration and finance;
  • At least 7 years of relevant work experience;
  • Excellent proficiency in English and Turkish, both written and verbal;
  • Teamwork, a collaborative spirit and the ability to inspire and motivate others to achieve established goals;
  • Ability to multi-task and work under pressure in taxing situations without losing focus on the objectives and priorities;
  • Ability to respect individual/cultural differences;
  • Capacity to respond constructively to feedback and correction;
  • Client-oriented readiness to provide support based on knowledge about the needs of counterparts;
  • Excellent computer skills (with, at the very least: MS Word, Excel, and Power Point).

Assets:

  • Experience in working with international organizations and supporting similar programmes;
  • Previous UN experience;
  • Experience of using ATLAS.
