Achieving the goal of gender equality, particularly with respect to women’s political participation and leadership, has become a key priority in Turkey. While progress has been consistent in the fields of women’s education and health, women have not been able to advance politically in significant numbers. In addressing this democratic deficit, Gender Equality in Political Leadership and Participation in Turkey project will be initiated in July 2014. The project aims to ensure that women are able to participate in all aspects of decision making within the TGNA, including in positions of leadership. Grounded in UN Women’s Strategic Plan (2014-17), the project will work to ensure:

  • legal frameworks and policies to advance gender equality and women’s right to participate in decision making are reformed/adopted and implemented;
  • gender responsive measures (mechanisms, processes and services) promote women’s leadership and participation in politics; and
  • gender equality advocates influence legal frameworks and policies to increase women’s leadership and political participation.

The project will do this by fostering partnerships between the EOC and its counterparts both inside and outside the TGNA, by implementing capacity development and training activities, and through advocacy and knowledge building strategies. The project will be implemented by UN Women, in partnership with the IPU.

The Terms of Reference at hand is for the Project Manager, who will provide support aimed at increasing women’s leadership and participation in politics.

Duties and Responsibilities

Duties and Responsibilities

The Project Manager will be responsible for coordinating the implementation of relevant project activities. This also includes regular contact and information sharing about the progress towards expected project results with the stakeholders; regular monitoring and reporting on the results achieved to donor. The Project Manager will directly report to the UN Women Regional Office based in Istanbul. The Project Manager will directly supervise Project Associate and Project Assistant who will be hired in his/her support by UN Women.

Specific tasks and responsibilities:

  • Manage and coordinate relevant program activities towards achieving expected results in accordance with the Project Document and the UN Women rules and procedures;
  • Assume primary responsibility for daily management of relevant parts of the project - both organizational and substantive matters – budgeting, planning and general monitoring of the project;
  • Oversee execution of activities;
  • Take overall responsibility for financial, technical and methodological aspects of implementation;
  • Facilitate the project implementation and coordination with partners;
  • Coordinate and communicate with stakeholders and partners from Turkish Parliament, political parties, CSOs and experts;
  • Ensure dissemination of information and knowledge management for effective program implementation;
  • Prepare an annual work plan and ensure adherence to the program work plan, prepare revisions of the work plan, if required;
  • Prepare annual progress reports;
  • Prepare terms of reference for national and international consultants and subcontractors;
  • Monitor and  guide the work of consultants and subcontractors for compliance with the agreed work plan;
  • Monitor the expenditures, commitments and balance of funds in line with the annual implementation plan and reporting requirements;
  • Supervises Project Associate and Project Assistant;
  • Undertake any other actions related to the project requested by Regional Office in Istanbul;
  • Ensure full compliance with operational UNW rules and regulations in terms of procurement, human resources and finance;
  • Support initial work that may lead to development of any new UN programme led by UN Women led or where UN Women is a partner.

  • Experience in managing similar projects including familiarity with technical assistance and capacity building components;
  • Skills in managing bureaucratic contexts with sensitivity to differences;
  • Ability to multi-task and work under pressure in taxing situations without losing focus on the objectives and priorities;
  • Initiative and independence;
  • Flexibility and adaptability;
  • Excellent mediating and facilitating skills;
  • Excellent communication and proven leadership skills as a team leader;
  • Team-building capacity including strong personal communication skills, with particular attention to supporting the building of national staff capacities.

Required Skills and Experience

Minimum qualifications and experience:

  • Graduate level qualification in related field (social sciences, political science or related subjects);
  • Full computer literacy and excellent fluency in English and Turkish;
  • Minimum 9 years of relevant professional experience;
  • Minimum 4 years of experience in Project Cycle Management;
  • Minimum 3 years of experience in project management, with relation to implementation of women’s empowerment related projects;
  • Minimum of 2 years practical experience on working with central or local decision-makers;
  • Experience with UN system and procedures (i.e., procurement, contracting, communication and other financial issues).
