Background

The UN Women (UNW), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, the UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

Under the guidance and supervision of the Operations Manager, the Finance Associate ensures effective execution of financial services and processes in the office.  The Finance Associate ensures transparent utilization of the CO’s financial resources and the integrity of financial services. The Finance Associate promotes a client-oriented approach consistent with UNW rules and regulations.

The Finance Associate works in close collaboration with the Operations, Programme and projects staff in the CO and HQs staff for resolving finance-related issues and information exchange.

Duties and Responsibilities

Summary of Key Functions :

  • Implementation of UN Women operational strategies;
  • Administration of country office non-core budgets and financial services;
  • Non-core projects cash management and accounting services;
  • Facilitation of knowledge building and knowledge sharing.

Monthly Deliverables:

  • Preparation of non-core projects cost sharing and trust fund agreements, ensuring adherence to corporate policies;
  • Ensures proper administration of WPE non-core budgets and financial management services;
  • Preparation and modifications of WPE budgets for UNW Egypt CO non-core management projects;
  • Submit project budget revision;
  • Presentation of researched information for planning and status of non-core financial resources of the WPE;
  • Implementation of the WPE’s non-core projects income tracking system, including cost recovery where applicable;
  • Proper control of the supporting documents for payments and financial reports for the non-core development projects;
  • Preparation of all types of vouchers for non-core projects, and PO vouchers non-core projects;
  • Processing of travel claims and other staff entitlements;
  • Effective tracking of donor contributions and follow-up with partners and HQ colleagues if required;
  • Prepare payments and issue payments.

The key results have an impact on the overall execution of the CO financial services and success in implementation of operational strategies.  Accurate analysis and presentation of financial information ensures proper financial processes in the CO.

Required Skills and Experience

Education:

  • College Diploma, essential Bachelor’s degree in Business or Public Administration, Management, finance/accounting, social science or related fields desirable.

Experience:

  • With secondary education minimum of 6 years and with bachelor’s degree minimum of 4 years of progressively responsible experience in the finance area at the national or international level is required;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc). Experience in working with ATLAS is preferable.

Languages requirements:

  • Fluency (both oral and written) in English and Arabic essential.

Evaluation Criteria:

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis:

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical Criteria weight; 70%

Financial Criteria weight; 30%.

Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the Financial Evaluation.

Criteria Weight Technical: 70%

  • Criteria:   At least three years of relevant experience in process documentation (Weight: 30%. Maximum obtainable Points: 30);
  • Criteria: Relevant education in social science, including gender, law, political science etc. (Weight 5%; maximum obtainable points 5);
  • Criteria: Excellent written and spoken English and Arabic. (Weight 5%; maximum obtainable points 5);

Financial: Lowest financial proposal: 30%.

Contract will be awarded to the technically qualified consultant who obtains the highest combines score (financial and technical). The points for the Financial Proposal will be allocated as per the following formula:

(Lowest Bid Offered*)/(Bid of the Consultant) x 30
Lowest Bid Offered" refers to the lowest price offered by Offer or scoring at least 49 points in technical evaluation.
