Background

UN Women (UNW), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women has played an innovative and catalytic role in the occupied Palestinian territory (oPt) since its inception in 1997. The UN Women Palestine office focuses its activities on one overarching goal, namely to support the implementation at the national level of existing international commitments to advance gender equality in line with the national priorities. In support of this goal and thoroughly taking into consideration the specificities of the oPt context, UN Women concentrates its efforts and interventions toward the realization of following strategic goals: engendering governance, peace and security; supporting women's economic security and rights; in addition to promoting women’s rights, protection against violence and access to justice. 

UN Women, as part of its approach and methodology within the unique political and social context and situation of the occupied Palestinan territory (oPt) and in order to advance the recognition and enjoyment of women’s rights, developed and implemented a programme entitled “Access to Justice Programme in the oPt (2011-2014) aimed at creating and institutionalizing systems, policies, procedures and mechanisms related to the protection and empowerment of women victims of violence, as well as to women’s access to equitable justice.  Building on this programme and through the UN Women/UNDP programme  “Strengthening the Rule of Law in the oPt: Justice and Security for the Palestinian People" (2014-2017)”, UN Women will support the process of institutionalization and capacity development of the justice and security sectors in the oPt.

Under the overall supervision of the Special Representative and the direct supervision of the Programme Coordinator, the Project Management Advisory Consultant will act as the team leader for the Women’s Human Rights Programme and will manage the transition between the Access to Justice Programme and UN Women’s participation in the UN Women/UNDP programme  “Strengthening the Rule of Law in the oPt: Justice and Security for the Palestinian People" (2014-2017), ensuring high quality of work for programme implementation, strategic partnerships, financial and human resource management, and knowledge building.

The Project Management Advisory Consultant will adopt an approach focusing on quality and result oriented management. He/ She will work in close collaboration with UN Women Palestine’s programme and project teams as well as its Operations Unit, in addition to the UN Women Regional Office for Arab States and HQ policy/programme teams, in order to implement project activities and ensure maximization of the impact of WHR projects’ beneficiaries, and to exchange information and ensure complementarity in service delivery with sister UN agencies and other national/international stakeholders, while ensuring consistency with the Palestine UNDAF and the Palestinian National Development Plan priorities and adequate responses to emerging challenges and opportunities.

Duties and Responsibilities

Under the overall supervision of the Special Representative and the direct supervision of the Programme Coordinator, the Project Management Advisory Consultant will undertake the following:

  • Provide direction and leadership for the overall management of Women Human Rights (WHR) programmes;
  • Manage the transition from the Access to Justice Programme to the UN Women/UNDP Joint Programme “Strengthening the Rule of Law in the oPt: Justice and Security for the Palestinian People" (2014-2017);
  • Manage the launch and implementation of the Joint Programme with UNDP, in close collaboration with donors and national partners;
  • Manage and galvanize human and financial resources to ensure accountability and proper utilization of allocated funds for desired results related to WHR programmes;
  • Report on a regular basis to the Programme Coordinator and liaise with other UN Women programme and project staff to ensure effective coordination, linkages and synergies with all areas of UN Women’s work in Palestine;
  • Ensure timely and quality execution of WHR interventions, and delivery of project results;
  • Ensure continuation of sound and close cooperation and partnership with governmental and non-governmental partners,  employing a nationally-owned results-based approach;
  • Supervise and lead, with the direct and active involvement of WHRP staff, the development and/or revision of action plans, budget work plans and procurement plans and supervise their implementation;
  • Supervise the continuous monitoring of the implementation of projects, identify challenges and provide solutions;
  • Ensure regular financial monitoring and reporting, in accordance with UN Women financial rules and administrative procedures;
  • Revise and produce quality project narrative reports, as needed.

Time frame:

  • The assignment is expected to start on 1 September 2014 and be finalized by 31 October 2014. 

Key deliverables

  • Successful launch of the UN Women/UNDP Joint Programme “Strengthening the Rule of Law in the oPt: Justice and Security for the Palestinian People" (2014-2017).
  • A report on the transition from the Access to Justice Programme to the UN Women/UNDP Joint Programme “Strengthening the Rule of Law in the oPt: Justice and Security for the Palestinian People" (2014-2017), with recommendations on future priority areas of work, and the best use of funding available to ensure sustainability of results achieved and linkages between the two programmes.

Required Skills and Experience

Education: 

  • Master’s degree (or equivalent) in Social Science (International Development studies, Gender/ Women’s studies, Economics, Sociology and/or a closely related discipline).

Experience:

  • Minimum of 5 years of progressively responsible experience in international development work preferably focused on or strongly involving gender equality at national, regional or international levels;
  • Professional experience in project development/ management and coordination, as well as in budget preparation.
  • UN experience is considered an asset.

Languages:

  • Written and oral proficiency in English is required;
  • Knowledge of Arabic would be an asset.
