BRIDGE stands for Building Resources in Democracy, Governance and Elections and is a modular professional development program with a particular focus on electoral processes. BRIDGE is a partnership of five leading organizations in the democracy and governance field: the Australian Electoral Commission (AEC), International IDEA, the International Foundation for Electoral System (IFES), the UN Electoral Assistance Division (EAD) and the United Nations Development Programme (UNDP), who have jointly committed to developing, implementing and maintaining the most comprehensive curriculum and workshop package available, designed to be used as a tool within a broader capacity development framework. The BRIDGE Office is the central point of information for BRIDGE and is located in Canberra, Australia.

The BRIDGE methodology combines participatory adult education techniques with a distinctive values-based approach. Rather than relying heavily on traditional lecturing, BRIDGE is focused on practical issues and is activity-based, with each module offering a range of activities designed to convey clearly identified key understandings, and to achieve specified learning outcomes. It reflects the insight that people learn best when they take responsibility for their own learning, and are faced with material that is relevant to them and presented in a memorable and innovative way.

The BRIDGE curriculum comprises 24 modules on all aspects of election administration, and are reviewed or updated on a needs basis.  One of these modules is dedicated to Voter Registration and examines the principles that underpin good voter registration and the administrative and logistical considerations that need to be taken into account when developing and implementing a voter registration system. Given the importance of the topic, UNDP will now update the Voter Registration Module to ensure that the information is accurate and current, and therefore requires the services of a curriculum expert to conduct a focused update of the BRIDGE Voter Registration Module.

The consultancy will be home based, however, it would be required that the consultant works for one week with the BRIDGE office in Canberra, Australia in the beginning of the assignment.

Duties and Responsibilities

Under the supervision of the Electoral Policy Specialist of DGG/BBPS and the BRIDGE Office Manager, the incumbent will engage with the following tasks:

  • Travel to Canberra, Australia to meet with the BRIDGE office staff to come to a clear understanding of the intent, scope, expectations and detail of the work to be undertaken;
  • Review the content of the BRIDGE Voter Registration Module for accuracy and currency in a 2014 environment;
  • Source new and relevant content for the BRIDGE Voter Registration Module, including information produced by the five BRIDGE partners and other electoral practitioners and institutions;
  • Develop and update the BRIDGE Voter Registration Module with new content for it to be accurate and up to date;
  • Prepare all necessary Facilitators and Participants Notes and Materials to reflect the usage of new content using the accepted BRIDGE curriculum protocols and language;
  • Finalize and edit all required Facilitators and Participants Notes and Materials in collaboration with the BRIDGE office staff.

Required Skills and Experience

Education: 

  • At least a Bachelor degree in International Relations, Political Science, Development, Education or related field.

Experience: 

  • Minimum of 5 years of experience working in the area of electoral assistance and/or democratic governance;
  • Experience in facilitating BRIDGE modules;
  • Knowledge of BRIDGE curriculum, in particular the voter registration module;
  • Experience developing capacity development curricula, especially BRIDGE modules;
  • Working experience in voter registration, either as an expert in the field or through publications in the subject area, an asset;
  • Working experience with UNDP or other UN agencies in the field of electoral assistance or capacity development activities an advantage.

 Language requirements:

  • Fluency in English.

 Application Evaluation Process:

Individual consultants will be evaluated based on the Cumulative Analysis methodology [weighted scoring method], where the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

Responsive/compliant/acceptable; and

Having received the highest score out of a pre-determined set of technical and financial criteria specific to the solicitation.

  • Technical Criteria weight; [70%]
  • Financial Criteria weight; [30%]

The following criteria will be used in Technical Evaluation.

  • Experience in facilitating BRIDGE modules;
  • Knowledge of BRIDGE curriculum, in particular the voter registration module;
  • Experience developing capacity development curricula, especially BRIDGE modules;
  • Working experience in voter registration, either as an expert in the field or through publications in the subject area, an asset
  • Working experience with UNDP or other UN agencies in the field of electoral assistance or capacity development activities an advantage.

Only Individual Consultants obtaining a minimum of 70% of the obtainable points of 100 points in technical evaluation will be considered for the Financial Evaluation.
