Background

UNDP Cambodia uses communications and advocacy strategies to increase the standing and awareness of its work with partners, the media and the public. UNDP produces promotional materials, publications, stories and video documentaries featuring impacts of its work in Cambodia. The materials are regularly distributed to various groups of audience, including partners in the Government, donor community, non-governmental organizations, civil society groups, educational institutions and the Cambodian general public.

To this purpose, UNDP Cambodia periodically needs the services of videographers to produce audio visual material showcasing results achieved and advocacy areas of interest.

UNDP is looking for videographers under Long Term Agreement (LTA) to fulfil a variety of short-term, short-notice freelance assignments on an ad-hoc basis.

Assignments will not necessarily be carried out in Phnom Penh, but mostly in rural areas in the provinces within the country. Field trips should be organized in collaboration with UNDP Communications Unit to visit the project sites, gather further information and interview local villagers and project representatives depending on the project’s needs. The service requester (UNDP unit/UN agency) may not always be able to accompany the videographers on assignment, so clear understanding of the purpose of the video and experience of the UNDP’s imaging needs, corporate messages and general development issues will be essential in advance.

 As UNDP is part of the UN system, all UN agencies in Cambodia will be entitled to engage the selected videographers through this Long Term Agreement in the same conditions as stated.

Duties and Responsibilities

Videographers will be commissioned to cover various initiatives, projects, events and activities as and when needs arise. They include but not limit to development projects in the field, workshops, conferences and other events; or high-level visits, among others.

Videographers will be expected to pre-arrange their exact deliverables with the service requester (UNDP unit/UN agency) upon accepting the assignment, to be completed within an agreed number of working days.

Videographers should quote a daily professional fee. Upon the receipt of the exact terms of references (ToR) for each video making assignment, contractors will be requested to submit a quote in responding to the requirements stipulated in that ToR. Once contractors are engaged under this LTA, a call-off  will be determined through secondary competition in which assignment is offered to the lowest quoted price.

Expected Outputs and Deliverables:

The following outputs and deliverables will depend on the nature of the project and its specifications stipulated in the ToR for each assignment. The specifications include:

  • Length of a video;
  • Minimum video quality (720p or 1080p);
  • Quantity of final product (number of DVDs);
  • Language and subtitle: English or Khmer in a separate .srt file or embedded in the video;
  • Raw footage and still images;
  • Other specifications (depending on the needs of the service requester).

All rights reserved. UNDP Cambodia or the requesting agency will be the only copyright holder for both edited and unedited material, although further uses may be authorized after consultation.

Competencies

Functional Competencies:

  • Proven ability to produce high quality video documentaries.
  • Capacity for script development and (narration, interviews, etc.) naturally embedding corporate messages needed.
  • Creativity in packaging narration, footage and interview into a final product.
  • Understanding of social development field along with experiences on using different tools and techniques in developing appropriate quality audio-visual products.
  • Contractor should have a broad understanding of the UN and possess an extensive knowledge of development issues in Cambodia. Professional videography experience in Cambodia is preferred.
  • Membership of relevant professional institutes and/or academic or vocational qualifications are preferred.

Corporate Competencies:

  • Demonstrates commitment to UNDP’s mission, vision and values;
  • Exerts strict adherence to corporate rules, regulations and procedures;
  • Familiarity with the internal control framework and results-based management tools is a must;
  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability.

Required Skills and Experience

Education:

  • Minimum a bachelor degree in media, communication, journalism or other related fields.

Experience:

  • A minimum of five (5) years of relevant work experience as a professional videographer (for applicants with a master degree in media, communications or journalism);
  • A minimum of seven (7) years of relevant work experience as a professional videographer (for applicants with a bachelor degree in media, communications or journalism).

Language Requirement:

  • Excellent English written and oral communication skills.
  • Khmer and/or indigenous language skills are an advantage; translation services will not be covered by any means.
