Background

This project will support the transition by providing emergency capacity building to National NGOs at the governorate level, thus enabling them to: deliver dividends of peace to populations in a conflict sensitive manner; ensure adherence to ‘do no harm’ principles; promote democratic participatory approaches; increase aid absorption; and reach excluded vulnerable groups in volatile areas; and through this reduce inequity of delivery and promote continued popular support for the ongoing political process.

The project will quickly Increase the scale and quality of dividends of peace delivered at the governorate, district and community levels; Provide viable implementation partners for GoY, international agencies (UN and INGOs) and donors; Increase absorption capacity to the $300 Million, Humanitarian Funding received; Facilitate access to sensitive conflict and post-conflict areas currently inaccessible to international organizations; Increase the capacity of civil society and community representative as agents of change.

Increased capacity to governorate based NGOs will have catalytic effects on; Enhancing the long term use of conflict prevention and ‘do no harm’ principles in aid delivery; Embedding participatory/democratic approaches into GB NGO implementation methodologies ;Increasing communication and trust between state, civil society and communities; Ensuring that capacity of GB NGOs to play a central role post transition development; Enabling continued equitable delivery, especially in Yemen’s rural areas.

Duties and Responsibilities

Under the guidance and supervision of the CPR Team Leader, she/he will provide day to day programmatic support service to the project activities with high quality, accuracy and consistency of work. She/He will promote a client-oriented approach consistent with UNDP rules and regulations.

Relationships and Capacity Building:

  • Facilitate and accompany the CPR Team Leader in establishing and building close and strong relations with Government of Yemen and other key stakeholders to promote and facilitate a partnership approach in the implementation of the PBF funded project;
  • Facilitate and accompany the CPR Team Leader in consultations with and briefing of relevant governmental officials and staff, NGOs, including an introductory workshop for launching the Capacity Building project, and maintain continuous working relations with relevant line ministries;
  • Liaise with and support CPR in preparations and selection of GB NGOS, trainers, and conducting of training of project teams and partners, and follow up training for NGOs/UNDP staff;
  • Participate in periodic team building exercises with the CPR Team and CPR Projects, including regular consultative meetings.
  • Establish good connect and relationship with local media; newspapers, satellite channels and radio, to deliver project's key messages.

Programme/Project Planning & Reporting - Recruitment / Supervision - Accountability:

  • Follow up, review and compile project progress reports from different locations;
  • Prepare initial drafts of Annual Work Plans;
  • Assist CPR Team Leader in facilitating the subcontracting of NGO partners for the PBF funded project:  international, national and locals;
  • Collect and review success story, project fact sheet, press release, etc.;
  • Prepare and assist the Operations Team in recruitment / interview / selection process;
  • Prepare initial drafts of Quarterly and Annual Progress Reports of the for review and finalization of the CPR Team Leader, using UNDP format;
  • Assist CPR Team Leader in reviewing and approving all financial transactions and reports of the the project, adhering to ATLAS procedures;
  • Monitor the subcontracted partner actions on conducting of capacity assessments in all targeted governorates;
  • Make regular visits to the field and prepare monitoring reports for UNDP management on progress, problems and recommended actions.

Coordination of International / National Collaboration:

  • Facilitate and assist the CPR Team Leader & Project Coordinator in setting up and managing all field visits, meetings, workshop, media coverage, including all preparatory work for each event, drafting of minutes and follow up actions.

Expansion of CPR Portfolio and Resources:

  • Support the CPR Team Leader in identifying and pursuing new initiatives for the CPR portfolio, within realistic resource availability, that will continue to keep UNDP on the leading edge of early recovery aspect dimensions, esp. livelihood;
  • Assist the CPR Team Leader to develop and follow up a Resource Mobilization Action Plan for the CPR portfolio;
  • Perform any other tasks as requested by the supervisor.

Required Skills and Experience

Education:

  • Master Degree in rural development, conflict prevention, capacity development, or related social science discipline or equivalent experience.

Experience:

  • At least 6 years of working experience at field level in capacity development, project management, integration of women and youth, and community based approach.

Language:

  • Excellent knowledge of English and Arabic.
