Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.

In undertaking its mandate of supporting women’s empowerment and the promotion and protection of women’s human rights, UN Women seeks to advance gender equality in the democratic transition underway in Tunisia.

Under the overall guidance of the Regional Director and day- to-day supervision of the Head of the Multi-Country Office in Morocco and in close collaboration with the National Programme Officer (Programme Specialist) - Tunisia, the Women Human rights specialist will support UNW in Tunisia in the design and implementation of projects relating to the promotion and protection of WHR during the transitional period. S/he will initiate new projects in order to address the upcoming challenges related to promotion and protection of WHR, in terms of transitional justice mechanisms, constitutional reform, women’s political participation and legislative drafting processes.

Duties and Responsibilities

Summary of Key Functions:

  • Provide technical advisory support in the area of gender equality in transitional contexts;
  • Provide project/programme advice and support and ensure implementation of results based management (RBM);
  • Ensure support to the measurement of both process and development results;
  • Facilitate knowledge building, partnership creation and improve coordination and advocacy.

Description of Responsibilities:

Provide technical advisory support in the area of gender equality in transitional contexts, focusing on the achievement of the following:

  • Provide programme advisory support to National partners with regards to gender equality and women’s rights in the transitional contexts;
  • Ensure thorough analysis and constant monitoring of the political, social and economic situation in the country and prepare of substantive inputs to the UN Women programme and project planning;
  • Identify areas for support and interventions, including programme development related to  the promotion of gender equality during the transitional period;
  • Develop formulation of policy guidance and practice notes in the area of WHR Develop and implement tools and capacity-building training activities to enhance promotion and protection of WHR within transitional contexts.

Contribute to and support the facilitation of regular reviews, assessments and reporting of programming:

  • Provide project/programme advice and technical support and  ensure implementation of results based management (RBM) focusing on the achievement of the following .Analyze progress on achievement of the objectives and results, proposing adjustments and solutions where necessary;
  • Ensure timely preparation and quality control of all substantive technical reports, briefs and required documents;
  • Lead programmes/projects appraisal and evaluation according to results-based management requirements;
  • Contribute to, collect, analyze and synthesize best practices in project/programme on evaluation, monitoring and quality assurance methodologies;
  • Effectively apply Results Based Management approach and tools;

Ensure support to the measurement of both process and development results, focusing on the achievement of the following:

  • Support the implementation and monitoring of  the M&E plans;
  • Provide guidance and advice on the design and conduct of programme, outcome and project evaluations;
  • Lead the preparatory process of the annual programme and project reviews;
  • Provide guidance in consolidating progress reports;
  • Ensure the timely preparation and dissemination of other results-oriented reports, as well as briefing documents and other publications relating to the programme implementation in the country.

Facilitate knowledge building  in the areas of gender equality in transitional contexts, women’s human rights (WHR), foster partnerships, and improve coordination, and advocacy works:

  • Contributes to the development and adaptation of tools and guidance as well as training materials and manuals on WHR in transitional period;
  • Build strategic partnerships with other key actors at country level to advocate for gender sensitive programming in the transitional period;
  • Substantively support the building of strategic alliances and partnerships  and resource mobilization for women human’s rights related strategies and initiatives;
  • Provide technical support to and identify opportunities for the development of relevant advocacy and communication/information materials to address gender (in) equality issues, in the fields of constitutional/legislative drafting, women’s political participation and transitional justice;
  • Represent  UN Women at inter-governmental and national/regional meetings on women’s human rights issues in the country, as requested by the supervisor.

Impact of Results:

The key results have an impact on the corporate image of the country office and the success of project initiatives. In particular, they will have an impact on the design, operation and programming of activities, creation of strategic partnerships with donors as well as reaching resource mobilization targets.

Required Skills and Experience

Education:

  • Master’s degree or equivalent in law, human rights law, political science, social sciences, or related subjects.

Experience:

  • Minimum of 7 years of relevant experience in the area of gender equality in post-conflict/post-crisis situations and/or transitional contexts;
  • Prior working experience in the UN system is an asset. 

Language:

  • Fluent oral and written French & English;
  • Knowledge of Arabic highly desirable.

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.
