Background

The United Nations Development Programme (UNDP) partners with people at all levels of society to help build nations that withstand crisis, and drive and sustain the kind of growth that improves the quality of life for everyone. On the ground in more than 170 countries and territories, UNDP offers global perspective and local insight to help empower lives and build resilient nations. As articulated in its 2014-2017 Strategic Plan, UNDP also aims to be a global operational arm for broadening and deepening South-South cooperation (SSC) and triangular cooperation (TrC). The consultant will provide services to improving communication and advocacy in the area of SSC to the team.  

Duties and Responsibilities

The consultant shall support the work of the team along three work streams: (1) knowledge management and the nurturing of communities of practice, particularly through the design and dissemination of monthly and quarterly newsletters and the management of webpages and online knowledge sharing platforms; (2) the production and dissemination of communications materials through social media channels and campaigns; and (3) research news, trends and updates on SSC/TrC.

Specific Deliverables

The following is an indicative list of deliverables for each month, subject to modification based on the changing needs and priorities of the team.

By end of Month 1 (end-September):

  • SSC communications materials produced and disseminated through UNDP’s public website, social media channels (including Facebook and twitter) and media campaigns, as well as through external platforms wherever relevant.
  • Related communication material finalized for the SSC programme mapping report, case studies, and event organized for UN SSC day;
  • South-South Quarterly Newsletter (Issue 3) edited from electronic form and disseminated;
  • SSC Quarterly Newsletter (Issue 4) (e-version and print version) compiled, edited and disseminated;
  • ROK-UNDP MDG Trust Fund Monthly Newsletter designed and disseminated;
  • Teamworks spaces on the ROK-UNDP MDG Trust Fund, SSC, and New Communities project, updated and populated with resources, media materials and blog posts;
  • Webpages on ROK-UNDP MDG Trust Fund, New Communities project, and SSC updated and regularly managed; and
  • E-discussion on SSC strategy for external partners initiated.

By end of Month 2 (end-October):

  • SSC communication materials developed for the Global SSC Expo to be held in November;
  • Communications materials produced and disseminated through UNDP’s public website, social media channels (including Facebook and twitter) and media campaigns, as well as through external platforms wherever relevant;
  • Press kit (including media advisory) on SSC developed;
  • Communication updates on UNDP’s corporate strategy on SSC/TrC
  • Teamworks spaces on the ROK-UNDP MDG Trust Fund, SSC, and New Communities project updated and populated with resources, media materials and blog posts;
  • Webpages on ROK-UNDP MDG Trust Fund, New Communities project, and SSC updated and regularly managed;
  • ROK-UNDP MDG Trust Fund Monthly Newsletter designed and disseminated; and
  • External e-discussion on SSC concluded with summary of key messages.

By end of Month 3 (end-November):

  • SSC communications materials produced and disseminated through UNDP’s public website, social media channels (including Facebook and twitter) and media campaigns, as well as through external platforms wherever relevant;
  • The Global SSC Expo UNDP engagement communicated widely through various channels;
  • UNDP SSC case study package designed and disseminated;
  • Prepare communication material for the launch and dissemination of UNDP’s corporate strategy on SSC;
  • Design and dissemination of UNDP’s corporate strategy on SSC;
  • ROK-UNDP MDG Trust Fund Monthly Newsletter designed and disseminated;
  • Webpages on ROK-UNDP MDG Trust Fund, New Communities project, and SSC updated and regularly managed;
  • Webpages on ROK-UNDP MDG Trust Fund and SSC updated and regularly managed; and
  • Teamworks spaces on the ROK-UNDP MDG Trust Fund, SSC, and New Communities project updated and populated with resources, media materials and blog posts.

By end of Month 4 (end-December):

  • SSC communications materials produced and disseminated through UNDP’s public website, social media channels (including Facebook and twitter) and media campaigns, as well as through external platforms wherever relevant;
  • SSC Quarterly Newsletter (Issue 5) compiled, edited and disseminated;
  • ROK-UNDP MDG Trust Fund Monthly Newsletter designed and disseminated;
  • ROK-UNDP MDG Trust Fund annual report drafted and designed;
  • At least one video on SSC projects produced;
  • Teamworks spaces on the ROK-UNDP MDG Trust Fund, SSC, and New Communities project, updated and populated with resources, media materials and blog posts; and
  • Webpages on ROK-UNDP MDG Trust Fund, New Communities project, and SSC updated and regularly managed.

By end of Month 5 (end-January):

  • SSC communications materials produced and disseminated through UNDP’s public website, social media channels (including Facebook and twitter) and media campaigns, as well as through external platforms wherever relevant;
  • Related communication products for the New Communities project’s policy study report and global support package developed and disseminated;
  • Webpages on ROK-UNDP MDG Trust Fund, New Communities project, and SSC updated and regularly managed; and
  • Teamworks spaces on the ROK-UNDP MDG Trust Fund, SSC, and New Communities project, updated and populated with resources, media materials and blog posts.

By end of Month 6 (end-February):

  • SSC communications materials produced and disseminated through UNDP’s public website, social media channels (including Facebook and twitter) and media campaigns, as well as through external platforms wherever relevant;
  • SSC FAQs and programme support packages designed, disseminated and related events/webinars organized;
  • Webpages on ROK-UNDP MDG Trust Fund, New Communities project, and SSC updated and regularly managed; and
  • Teamworks spaces on the ROK-UNDP MDG Trust Fund, SSC, and New Communities project updated and populated with resources, media materials and blog posts.

Timeframe

The project will be conducted over a period of six (6) months (approximately begining 2014 to late February 2015), with possibility of extension based on available budget, the needs of the team and satisfactory performance.

Payment

The payment will be made in an all-inclusive lump sum at the end of the month, based on delivery of deliverables.

Reporting

The consultant shall report to the Lead Advisor on South-South Cooperation, Bureau for Policy and Programme Support. S/he is expected to work closely with the respective task managers in the team and incorporate the comments and suggestions from other reviewers on the documents to be submitted.

  • Proven networking skills and ability to generate interest in UNDP;
  • Proven ability to multi-task effectively; and
  • Respect for diversity and ability to work in a multicultural team.

Required Skills and Experience

Education:

  • Master’s degree in communications, journalism, international relations, economics, social science, or development-related fields.

Experience:

  • At least three (3) years of professional experience with multilateral development organizations in the areas of communications or knowledge management;
  • Strong familiarity with international development issues, including South-South cooperation;
  • Good knowledge of office software packages, on-line tools, video production and social media.


Language skills:

  • Excellent written and oral communication skills in English;
  • Competency in French or Spanish an asset.
