Background

The focus of the Low Emission Capacity Building Project in Uganda is to strengthen the technical and institutional capacity for the development of a greenhouse gas (GHG) national inventory system, nationally appropriate mitigation actions (NAMAs), and the associated measuring, reporting and verification (MRV) systems. The project is aligned to the United Nations Development Assistance Framework (UNDAF) for Uganda 2010-2014, which priorities focus on supporting national efforts and capacities to ensure growth, prosperity and social transformation while integrating climate change concerns into the development process and accelerating progress towards achieving the Millennium Development Goals (MDGs). It responds to Uganda’s socio-economic development challenges pertaining to environment and climate change as captured in the country’s five year National Development Plan 2010/11 – 2014/15 that emphasizes, among others: developing national capacity to deal with climate change challenges; ensuring climate proof development planning; and promoting low carbon economic development path.

Duties and Responsibilities

Consultancy Rationale:

Under the LECB project outcome “MRV Systems Designed to Support Implementation and Evaluyation of NAMAs”, a national consultant will be recruited to support the design and establishment of an MRV system for the eight identified Nationally Appropriate Mitigation Actions (NAMAs) in the Waste, Energy, Transport and Agriculture sectors.  The development of the MRV system will build upon the recommendations from earlier LECB MRV workshops where the first steps towards designing an MRV system were taken, as well as the draft MRV plans already described in the eight NAMA concept notes.

Consultancy Final Deliverables:

  • Propose clear management and implementation structures for MRV of the eight NAMAs, based on the information and recommendations derived from the workshop report from the last MRV training. Engage key stakeholders in the process of designing the MRV plans;
  • Estimate the cost of implementing the MRV plans, including any required capacity building aspects, and identify and describe gaps, barriers, and challenges in setting up a MRV system;
  • Recommend legal and institutional frameworks, as well as coordination mechanisms, that will be required to ensure further development and implementation of the MRV system;
  • Recommend methodologies and monitoring protocols for MRV-ing the NAMAs;
  • Identify potential verification bodies;
  • Describe the link between the national GHG inventory system (which will capture MRV of emissions) and the MRV of the NAMAs, including the processes for ensuring that the NAMA MRV plans feed into the overall national system on a sustained basis;
  • Develop a systematic approach to capturing MRV co-benefits, building upon the work on sustainable development impacts of NAMAs that is being supported under the LECB project in Uganda with international technical assistance;
  • Deliver three days of training to key stakeholders on the MRV plans of the NAMAs, including roles, responsibilities; and  
  • Finalise MRV plans for the prioritized NAMAs based upon stakeholder feedback at the training workshop.

Consultancy Timetable:

  • Inception report; 2 days;

  • Develop a systematic approach to capturing MRV co-benefits;’ 5 days;
  • Deliver three days training on the MRV system to key stakeholders; 4 days;
  • Finalise MRV plans for the prioritized NAMAs based upon feedback from the training; 2 days.

Note:

The deliverables will be reviewed and approved by MWE/Climate Change Unit.

Consultancy Implementation Arrangements:

The consultant will be under the overall supervision and guidance of CCU on all technical aspects of the assignment, and to the Country Director UNDP on all contractual obligations.  Coordination of the consultancy activities will be conducted with the project management unit, to ensure appropriate communications about the project and easy access to stakeholders. The contractor shall be invited to present the milestone results of the consultancy at selected workshops or meetings of the project. Costs for any such participation are not included in this tender or contract.

Required Skills and Experience

Education:

  • An advanced post-graduate university degree in a subject related to climate change and/or environmental management, or equivalent work experience.

Experience:

  • A minimum of 5 years of professional experience in the area relevant to the Project and demonstrating ability in development of results-based monitoring and evaluation systems that can also be applied to MRV system development and implementation;
  • Knowledge of GHG accounting and CDM methodologies is highly desired;
  • Good organizational skills, with strong experience in organizing and facilitating meetings, workshops and writing reports.

Language:

  • Fluency in spoken and written English.

Price Proposal and Schedule of Payments:

Payment shall be by the lump sum modality in the following 3 instalments. These shall be all inclusive and the contract price is fixed regardless of changes in the cost components:

  • Upon signature of contract by both parties and presentation of an approved inception report (1 week after signing of contract) - 20%;
  • Presentation of acceptable and approved Draft report 1 months after signing of contract) - 30%;
  • Submission and acceptance of Final Report, (3 months after signing the contract) - 50%.

Evaluation Method and Criteria

Cumulative analysis
The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical Criteria weight - 70%.

 Financial Criteria weight - 30%.

Only candidates obtaining a minimum of 49 points (70% of the total technical points) will be considered for the Financial Evaluation

Technical Criteria – Maximum 70 points.

Criteria:

  • Education - 5;
  • Knowledge of NAMAs and MRV - 20;
  • Relevant experience in conducting similar assignments - 15;
  • Relevance of experience in report writing and drafting - 10;
  • Description of approach/methodology to assignment- 20.

The consultant is required to submit an on line application with the documents/information in one single PDF document:

  • Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP (Annex II);
  • Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references.

Technical proposal:

  • Brief description of why the individual considers him/herself as the most suitable for the assignment;
  • A methodology, on how they will approach and complete the assignment;
  • Financial proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided (Annex II).
